ApprovedThe Board reviewed the minutes of the October 4, 1976, board meetingCommissioner Howard Benton moved that the minutes of the October 4, 1976, board meetingbe approved as recordedCommissioner Larry Castleberry seconded the motion which was carried unanimously2 Resolution - Territorial Limits - West Smithfield Sanitary DistrictUpon motion by Commissioner Howard Benton, duly seconded by Commissioner Freddie Adamsiand after discussion, the following Resolution was passedThat the Board of Commissioners of Johnston County does hereby request the Board ofCommissioners of the Town of Smithfield to relinquish to the County of Johnston andforego all legal rights for the zoning of Smithfields extra - Salvation Army Corps of Johnston CountyCaptain Roger Shelton, and board members, Salvation Army Corps, met with the Board ofCommissioners regarding a recreation grant request for the Salvation Armys new Recreation andYouth Center Captain Shelton explained that the recreation center is not properly used for lackof funds to purchase recreation equipment needed to equip the center The Board discussed thismatter at length and inquired regarding any fees charged for the use of this facility CaptainShelton explained there is an annual membership fee requirement of 5 charged to those who canafford to pay this fee This fee is used to pay for insurance coverage The Board discussedthis charge with Captain Shelton and the Salvation Army Corps board members, they agreed to dropthe membership feeAfter further discussion, Commissioner Larry Castleberry moved that the recreationapplication for the Salvation Army Corps of Smithfield be approved for 1976 -1977 in the amount of3,000Commissioner Freddie Adams seconded the motion which was carried unanimously10 Johnston County Airport Authority - Paving ContractCommissioner Howard Benton moved that the Johnston County Board of Commissioners concurrwith the JohnstonCounty Airport Authority in acceptance of the low bids received on the 15th dayof October, 1976, from S T Wooten Construction Company, Wilson, North Carolina, on Schedule II,Airport Paving and from Rockwell Radio and Electric Company, Rockwell North Carolina on ScheduleIII Airport Lighting for construction of the Johnston County Airport and award of a contract forits work subject to receipt of funding from the Federal Aviation Administration and the State of140rth CarolinaCommissioner Frank B Holding seconded the motion which was carried unanimously11 Airport Authority - Deferred Compensation PlanMKITATSIbSUAILTWHEREAS, DEFERRED COMPENSATION CORPORATION OF NORTH CAROLINA has submitted a DeferredCompensation Plan proposal to Johnston County;WHEREAS, under said program it is comtemplated that employees, if they voluntarily electto do so, may enter into the Deferred Compensation Plan to defer payment of a portion oftheir salary; andWHEREAS, the Johnston County Board of Commissioners desire to provide such Plan for thoseemployees who voluntarily elect to join the Deferred Compensation-Plan;NOW, THEREFORE, BE IT RESOLVED that this Deferred Compensation Plan be implemented andthat Deferred Compensation Corporation of North Carolina be designated Administrator ofsaid Plan;BE IT FURTHER RESOLVED that the Johnston County Board of Commissioners execute a certainJoinder Agreement with North Carolina National Bank, Depositary, for the purpose offacilitating operation of said Plan; andBE IT FURTHER RESOLVED that all eligible employees may avail themselves of this programand shall have the opportunity to participateCounty of Johnston, North CarolinaKramer Jackson, County Administrator13 Foam Trailer - Open Election Day - November 2,, 1976The Board of County Commissioners agreed that the Courthouse would remain open on Tuesday,November 2, 1976, Election Day15 Office Space - CourthouseKramer Jackson, County Administrator, discussed space in the Courthouse and the requestfrom Judge Elton Pridgen for office space The Board discussed this with Mr Jackson and authorizedhim to work this situation out the very best he could, however, suggested that he consider one ofthe offices on the second floor previously used by the County Finance Office for Judge- `Pridgen16 Appointment - Johnston County Board of HealthCommissioner Freddie Adams moved that Dr Thomas M Johnson be reappointed to theJohnston County Health Board for a term of three 3 years, this term expiring December, 1979Commissioner Frank B Holding seconded the motion which was carried unanimously17 Secondary Road Program - SupplementPaul Anderson, District Engineer, Division of Highways, North Carolina Department ofTransportation, appeared before the Board of Commissioners and presented a supplement to theJohnston County Secondary Road Program for 1976 -1977 for the paving of Secondary,Road # 2167 fromthe end of extension pavement to I -95 Right of Way, length of 005, at a total cost of 150000After discussion, Commissioner Freddie Adams moved that the above supplement to theSecondary Road Program for 1976 -1977 be approved Commissioner Adams further moved that the 1500needed to pave this portion of Secondary Road # 2167 be appropriated from State Excess Funds, ifavailable, if not, to be funded from the County Secondary Road Program allocationCommissioner Howard Benton seconded the motion which was carried unanimously18 ?L ti rjg Ate taM601 es, by TAx upe visor` Johnnie Stott, Tax Supervisor, asked permission to list and levy taxes on automobilesregistered and reported in the county by the Department of Motor Vehicles when the owners will notcome in to the office and list this propertyCommissioner Howard Benton moved that the Tax Supervisor be authorized to list and levytaxes on automobiles not listed by the owners and reported and registered in the county by theNorth Carolina Department of Motor VehiclesCommissioner Larry Castleberry seconded the motion which was carried unanimouslyIIliINovember 1, 1976 Contt19 Charge of Afterlist by Tax SupervisorJohnnie Stott, Tax Supervisor, met with the Board of County Commissioners and asked theBoards approval of the afterlist of property so that he could legally add this list of people tothe tax rollCommissioner Howard Benton moved that the afterlist be approvedCommissioner Freddie Adams seconded the motion which was carried unanimously20 Late Listing PenaltiesJohnnie Stott, Tax Supervisor, met with the Board and discussed the cases of SamuelStrickland, Route # 2, Box 108, Garner, and Ernest Pope, Banner Township, who had-requested that latelisting penalties charged to them for 1976 be released Mr Strickland claimed that he received notax abstract through the mail and should not be charged a late listing penalty Mr Pope had advisedthe Tax Supervisor that each time he went to Banner Township to list the listtaker was busy and hedid not have time to wait and he feels the penalty should be released as he did not get to listduring the tax listing periodAfter discussion with the Tax Supervisor, Commissioner Larry Castleberry moved that thelate listing penalties charged to Mr Samuel Strickland and Mr Ernest Pope be charged and notreleasedCommissioner Frank B Holding seconded the motion which was carried unanimously21 Senior Citizen ExemptionJohnnie Stott, Tax Supervisor, advised the Board that John W Sutton of Micro had failedto apply for the Senior Citizen Exemption for 1976 during the application period Mr Stott furtherexplained and advised that Mr Sutton was requesting the Senior Citizen Exemption this year, becausehe did not realize that he had to apply for this exemption each yearAfter discussion, Commissioner Freddie Adams moved that Mr John W Sutton of Micro begranted the Senior Citizen Exemption for 1976Commissioner Frank B Holding seconded the motion which was carried unanimouslyIn further discussion of the Senior Citizen Exemptions, the Board of Commissionersauthorized Johnnie Stott, Tax Supervisor, to grant Senior Citizen Exemptions subject to the BoardsapprovalJohnnie Stott, Tax Supervisor, also discussed briefly with the Board Specifications forthe County Revaluation22 Community Action Board of DirectorsCommissioner Howard Benton moved that George Packingham be appointed to the Johnston -LeeCommunity Action Board to fill the unexpired one 1 year term of Ron ReidCommissioner Frank B Holding seconded the motion which was carried unanimously23 Airport Authority - Grading ContractCommissioner Howard Benton moved that Norman C Denning, Chairman, be authorized to executhe Grading and Clearing Contract for the Johnston County Airport of W E Blackman ConstructionCompany, Smithfield, North CarolinaCommissioner Frank B Holding seconded the motion which was carried unanimously24 Treasurer -
