f186Meeting of Board of Commissioners for the County of Johnston1May 18, 1976The Johnston County Board of Commissioners met in special session in the Commissioner Room of the Johnston County Courthouse, Smithfield, North Carolina Tuesday, May 18, 1976, at 730pm with the following members presentNorman C Denning, Chairman, Hoyt Castleberry, Howard Benton and Freddie AdamsIMembers Absent Frank B HoldingThe following business was transacted;1 Resolution - Approach Easement - Airport PropertyW R Britt, County Attorney, introduced the following resolutionRESOLUTION AUTHORIZING THE PARTICIPATION OF THE COUNTY OF JOHNSTON IN CONDEMNATIONPROCEEDINGS FOR THE ACQUISITION OF AN APPROACH EASEMENT UPON LAND FOR THE CONSTRUC-TION OF THE FACILITIES OF THE JOHNSTON COUNTY AIRPORTWHEREAS it is necessary in the public interest that an approach easement be ac-quired for the construction of the facilities of the Johnston County Airport; whereasthe officials of the Johnston County Airport Authority have attempted to acquire bypurchase said approach easement upon lands near said airport and particularly uponthe lands hereinafter described, but have been unable to agree with one of theowners as to the fair market value of her interest and estate in said property;and whereas the County of Johnston and the Johnston County Airport Authority willbecome the owners of the approach easement acquired for the construction of said {sFairport, whereas the County of Johnston and Johnston County Airport Authority areboth authorized by law to acquire properties and approach easements for airportpurposes by the exercise of the power of eminent domain and such is a public purposeNOW, THEREFORE, BE IT RESOLVED by the County Board of Commissioners of JohnstonCounty that it enter into condemnation proceedings with the Johnston County AirportAuthority to acquire an approach easement upon the lands described as followsBEGINNING at a point in the eastern property line of a tract of landknown as the Simon Jones farm, said point being located South 04 degrees25 minutes 37 seconds West 18220 feet from a concrete monument on thesouthern right of way of U S Highway 70, the northeast corner ofSimon Jones farm, and running thence with the eastern property lineof Simon Jones South 04 degrees 25 minutes 37 seconds West 112594 feetto a point; thence leaving said property line of Simon Jones South23 degrees 09 minutes 22 seconds West 65654 feet; thence North 63degrees 38 minutes 43 seconds West 6465 feet to a point in ReedyBranch; thence up the run of Reedy Branch the following courses anddistances North 3 degrees 59 minutes 12 seconds East 9096 feet,North 25 degrees 34 minutes 6 seconds East 2201 feet, North 41degrees 14 minutes 35 seconds West 11422 feet, North 77 degrees52 minutes 43 seconds West 7209 feet, North 85 degrees 45 minutes39 seconds West 51111 feet, North 64 degrees 55 minutes 1 secondWest 11648 feet, North 53 degrees 2 minutes 27 seconds West 12498feet, North 34 degrees 4 minutes 13 seconds West 12864 feet, andNorth 52 degrees 10 minutes 41 seconds West 8581 feet; thence leav-ing said Reedy Branch North 29 degrees 33 minutes 12 seconds East146182 feet to a point; thence South 63 degrees 38 minutes 43 secondsEast 64790 feet to the point of BEGINNING, containing 33068 acres JulBE IT FURTHER RESOLVED that the County Attorney of Johnston County be and heis hereby authorized to participate to the extent deemed necessary in the condemnation proceedingsfor the acquisition of said approach easement upon said property and to execute all papers that maybe needful to accomplish the purposes of the proceedings18, 1976Motion was made by Commissioner Hoyt Castleberry, seconded by Commissioner Howard Bentonthat the foregoing resolution be adopted All members present voting aye2 1976 - 77 School-Budget PresentationRay Boyette, Chairman, Johnston County Board of Education members, along with E SSimpson, Superintendent, Assistant Superintendents, and Glenn Wiggs, School Finance Officer metwith the Board of Commissioners with Mr Boyette presenting the requested 1976 - 77 School BudgetThe Board of Commissioners discussed this budget at length with the Board of Education,however no official action was taken at this time, pending further budget studyThe Board of Education members made brief comments concerning the budget requirements3 South Campus Gymnasium - RecreationTom Berkau, Attorney, appeared before the Board of Commissioners on behalf of theJohnston County Recreation Development Corporation Mr Berkau advised the Board that the JohnstonCounty Recreation Development Corporation is supporting South Campus gym being turned over to theTown of Smithfield to provide a recreational facility for the community Mr Berkau further empha-sized that the community desperately needs additional recreational facilities for young adults andyouthThe Board was further advised that the Johnston County Recreational Development Corpora-tion may be able to purchase nearby property if they can get the South Campus site4 Name Change - Peacocks Crossroads to MeadowResidents of the Meadow Community petitioned the Board of Commissioners to request theNorth Carolina Department of Transportation to change the name of Peacocks Crossroads to MeadowAfter discussion, Commissioner Howard Benton moved that the Board of Commissionersofficially request the North Carolina Department of Transportation to make the name changeCommissioner Freddie Adams seconded the motion which was carried unanimously5 E R Squibb DriveCommissioner Freddie Adams moved that the North Carolina Department of Transportationbe requested to give Secondary Road # 2390 the official name of E R Squibb DriveCommissioner Hoyt Castleberry seconded the motion which was carried unanimously6 Request Town of Selma - Social Services ProgramKramer Jackson, County Administrator advised the Board that he had received a requestfrom the Town of Selma for 25,000 to carry out its Social Services Program for the 1976 - 77 FiscalYearCommissioner Howard Benton moved that the Town of Selma be advised that the County isunable to approve the request because of lack of County RevenuesCommissioner Freddie Adams seconded the motion which was carried unanimously7 Johnston County New Horizon School - Donor Agreement - Department of Social ServicesUpon the request of Mrs Pauline Myers, Director, Johnston County New Horizon School,Commissioner Howard Benton moved that the Board of Commissioners approve a donor agreement betweenthe County and the Johnston County New Horizon School for an employee through the Department ofSocial Services to work as a coordinator of Title XX funds at a salary of 8,000 with the understand-ing there will be no direct cost to the CountyCommissioner Hoyt Castleberry seconded the motion which was carried unanimously8 Lease - Johnston County Board of Education to Johnston Central AlumniUpon motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board of Commissioners concurred with the action of the Johnston CountyBoard of Education in approving an agreement to lease Johnston Central High School to Johnston CentraAlumni Association9 Slide Projects -_Emergency Medical Service and Rescue TrainingCommissioner Hoyt Castleberry moved that the County purchase two slide projectors to beused for Emergency Medical Service and Rescue trainingCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Howard Bentonand carried unanimously, the Board recessed to meet again Tuesday, May 25, 1976, at 730 pm Norman C Denning, ChairmanEleanor N Creech, erk
