Authorization for Filing Application for EDA GrantGene Cobb of Ragsdale Engineers presented a resolution for the Boards consideration, andexplained that the resolution would authorize the filing for an EDA Grant to aid in financing thewater supply system and wastewater collection system from Smithfield to the Cutler- Hammer Industrialsite and E R Squibb Industrial site near KenlyAfter discussion and upon motion by Commissioner Hoyt Castleberry, duly seconded byCommissioner Howard Benton and carried unanimously, the following resolution was adoptedRESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE ECONOMIC DEVELOPMENT ADMINISTRATION,U S DEPARTMENT OF COMMERCE, UNITED STATES OF AMERICA, FOR A GRANT UNDER THE TERMS OFPUBLIC LAW 89 -136 AS AMENDEDWHEREAS, under the terms of Public Law 89 -136 as amended, the United States of America hasauthorized the making of grants to public bodies and private nonprofit organizations or associationsto aid in financing the construction of specific projects;NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OFJOHNSTON, STATE OF NORTH CAROLINA1 That Kramer Jackson, County Administrator, is hereby authorized to execute and filean application on behalf of the County of Johnston with the Economic Development Administration,U S Department of Commerce, for a grant to aid in financing the water supply system and wastewatercollection system from Smithfield, North Carolina, to the Cutler- Hammer Industrial Site and fromSmithfield, North Carolina, to the E R Squibb Industrial site near Kenly2 That the above named authorized representative is hereby authorized and directed tofurnish such information as the Economic Development Administration, U S Department of Commerce,may reasonably request in connection with the application which is herein authoriaed`to be filediIIJ;r9UMWwMarch 22, 1976 Cont3 That the required funds other than the EDA Grant, have been and or will be properlybudgeted and appropriated from the countys 1976 -1977 fiscal year budget in keeping with the fiscalpolicies of Johnston County and the State of North Carolina2 Sheriffs Department - Chief Jailer Salary - Special Deputies Serving PapersSheriff Aaron Wood met with the Board of Commissioners regarding the salary of the ChiefJailer Sheriff Wood advised the Board that the Chief Jailer was a qualified person that was underpaid and should be paid adequately and requested the Board to increase the salary of this positionThe Board of Commissioners discussed this matter with Sheriff Wood and asked Mr Jackson,County Administrator, to find out what Chief Jailers are being paid in other neighboring countiesand report to the BoardThe Board of Commissioners also talked with the Sheriff about the serving of papers byspecial deputies The Commissioners related that it seemed apparent that certain special deputies,including the jailer, are serving papers receiving large amounts in fees for this service when otherspecial deputies are not serving but very few papers The Board questioned the Sheriffs justification this matter Sheriff Wood stated that he felt justified because one particular special deputyspent many hours on duty using his own personal car and furnished his own uniforms The Board in-dicated in a situation of this nature it would be better for the county to employ a person as a reguldeputy, if a person is going to work on the same basis doing the same job as a regular deputyIn conclusion, the Board asked Kramer Jackson, County Administrator, to work with the Sheriffto improve this matter3 Resolution - Application for Grant - Clean Water Bond Act E R Squibb IndustryUpon motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried unanimously the following resolution was adoptedWHEREAS, The North Carolina Clean Water Bond Act of 1971 has authorized the making of grantsto aid eligible units of government in financing the cost of construction of wastewater treatmentworks, wastewater collection systems, and water supply systems, andWHEREAS, The County of Johnston has need for and intends to construct a water supply systemproject consisting of water supply facilities to serve the Town of Kenly, and the area situatedbetween the Towns of Smithfield and Kenly from the Smithfield water system, which supply will alsoserve as a vital link in a future County -wide system, and will also provide a reliable water supplysource for the industrial area south of Kenly,WHEREAS, The County of Johnston intends to request State grant assistance for the project,NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF JOHNSTONThat the County of Johnston will arrange financing for all remaining costs of the project,if approved for a State grant awardThat the County of Johnston will insure that the agencies responsible for operation of thefacilities will adopt and place into effect on or before completion of the project a schedule offees and charges which will provide adequate funds for proper operation, maintenance, and administraof the systemThat the County of Johnston will insure that the responsible agencies will provide forefficient operation and maintenance of the project on completion of construction thereofThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, and successorsso titled, is hereby authorized to execute and file an application on behalf of the County of Johnstonwith the State of North Carolina for a grant to aid in the constructionof the project described aboveThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, and successorsso titled, is hereby authorized and directed to furnish such information as the appropriate Stateagency may request in connection with such application on the project; to make the assurances ascontained above; and to execute such other documents as may be required in connection with theapplicationThat the County of Johnston has substantially complied or will substantially comply with allFederal, State and local laws, rules, regulations, and ordinances applicable to the project and toFederal and State grants and loans pertaining thereto; and hereby authorizes the above designatedrepresentatives to execute an affidavit so statingAdopted this the 22nd day of March, 1976 at Smithfield, North CarolinaNorman C DenningChairman, Johnston County Board of CommissionersTom Moore, Ragsdale Engineers, advised the Board that the County would need to write a letterto go along with the Clean Water Bond Grant Application stating that the engineering firm would receivthe same standard engineering fees as in the past Mr Moore explained that this action would not bea binding commitment to the county After discussion, the Board authorized Kramer Jackson, CountyAdministrator, to write a letter stating that the county will provide the same standard engineeringfeesMarch 22, 1976 ContTom Moore also talked with the Board about using the Old Produce;Market property owned bythe county for a pumping station site Mr Moore advised the Board that he felt a pumping stationwould be necessary at this point to enable adequate function of water distribution to the industrialsite near Kenly Tom Moore also advised the Board that the county would need to adopt an engineeringcontract for the EDA Application The Board deferred action on this matter at this time4 Discussion - Subdivision RegulationsKen Windley, County Planner, along with Mr N B Grantham, Chairman and Mr William ASugg, member, Johnston County Planning Board met with the Board of Commissioners to continue studyand discussion of the proposed Johnston County Subdivision Regulations IAttorney George Mast also met with the Board with questions on the Subdivision Regulationsand discussed these with Mr Windley and the CommissionersAfter a lengthy discussion on these proposed regulations the Board pointed out theseregulations should be practical and as simple as possible to accomplish the standard needs inbuilding a subdivisionThe Board suggested the appointment of ,a committee to work with and make recommendationsto the County Planner and Planning Board The Board appointed the following people to serve on thistemporary committee;Commissioner Howard Benton, George Mast, Attorney, W R Britt, Attorney, and Ross Lampe5 Resolution - Clayton Boys Basketball Team - State ChampionsUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner FreddieAdams and carried unanimously, the following resolution was adoptedWHEREAS, the Clayton Boys Basketball Team has won the Championship in the State 2 -ATournament finals by a score of 71 -66 over Elm City; andWHEREAS, the Comets showed great ability and courage in winning a very hard fought contest;andWHEREAS, the Clayton Comets in their victories and attaining the State 2 -A Championshiphave reflected greatcredit upon their school -and all the people of Johnston County; andWHEREAS, the Commissioners of Johnston County feel it appropriate that they should give duepublic recognition for the splendid record of this outstanding basketball team;NOW, THEREFORE, BE IT RESOLVED, upon motion by Commissioner Hoyt Castleberry and secondedby Commissioner Freddie Adams, the Board of Commissioners of Johnston County does hereby resolvethat great praise be given to the Clayton Boys Basketball Team and that they be highly commendedfor bringing credit to the people ofJohnston-County as the new 2 -A STATE CHAMPIONSThe foregoing resolution was carried unanimously and the Board ordered that copies of thisresolution be sent to the Clayton Boys Basketball Team and to the pressUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Bentonand carried unanimously the Board adjournedNorman C Denning, Chairman12 4JaEleanor N CreediW Clerkil
