Request Water Line Study to Subdivision and Area SR # 1341 1343Cecil Heavner met with the Board of Commissioners and asked the Board to make a study todetermine how much it would cost to run a branch line off the main water line running from Smithfielto Four Oaks to Secondary Road # 1341 and down 1343 to serve a subdivision and other residents ofthis area who might be interested in hooking on Mr Heavner told the Board that some of thesubdivision residents are having trouble with their wellsMr Heavner advised the Board that if he had some cost per household- to approach theresidents with he could determine whether or not they would be willing to establish a specialdistrict and pay a special advalorem tax or notThe Board discussed this matter with Mr Heavner and advised that he should contact anengineering firm for this study and information2 Request for Pay Increase for Elections WorkersCecil Heavner, Chairman, Johnston County Board of Elections, asked the Board of CountyCommissioners to consider an increase in pay for election workers registrars, judges, and pollassistants Mr Heavner stated that Johnston County pays the minimum that the law allows forthese workersThe Board discussed this matter with Mr Heavner and asked that he get the pay scale forelection workers in surrounding counties and report back to the Board3 Appointments - 1975 the Statewide Beautification Program of KeepNorth Carolina Beautiful, Incorporated 5 Request - West Smithfield Sanitary District - Collection of Sanitary District TaxesKramer Jackson, County Administrator, advised the Board that the West Smithfield SanitaryDistrict has set a tax rate of 75 per 100 dollar valuation for 1976 and request that the countycollect this tax for the sanitary districtMr Jackson also advised the Board that the West Smithfield District is requesting that200,000 county funds be appropriated in the 1976 -77 fiscal year budget for the sanitary district?1ii{iMarch 16, 1976 Cont6 Emergency Medical Services - AppointmentKramer Jackson, County Administrator talked with the Board of Commissioners regarding theEmergency Medical Services Council representatives and advised that Mike Davis and Jack Patton hadasked to be taken off the Emergency Medical Services Council Mr Jackson also advised the Boardthat they needed to appoint a Chairman and a Delegate At Large to the councilAfter discussion, Commissioner Freddie Adams moved that Wilson Jiggs Broadwell be appointedas Chairman of the Johnston County EMS CouncilCommissioner Frank B Holding seconded the motion which was carried unanimouslyThe Delegate At Large appointment was deferred at this time7 Minutes - ApprovedThe Board of Commissioners reviewed the minutes of the March 1, 1976, board meetingCommissioner Hoyt Castleberry moved that the minutes of the March 1, 1976, board meeting beapproved as recordedCommissioner Howard Benton seconded the motion which was carried unanimously8 Complaint - Mobile Home OrdinanceChairman Denning reported that he had received a complaint from a mobile home owner fromDutchess Downs Trailer Park regarding the tie down regulation9 Supplemental Agreement - SQB Leasing CorporationUpon motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried unanimously, the following agreement was adoptedNORTH CAROLINAJOHNSTON COUNTYThis Supplemental Agreement made and entered into this day of March, 1976 by andbetween SQB Leasing Corporation, a corporation organized and existing under the laws ofthe State of Delaware hereinafter called the Company and the County of Johnston, abody politic and corporate organized and existing under the laws of the State of NorthCarolinaW I T N E S S E T HWhereas the Company and the County of Johnston together with the Town of Kenly haveentered into a Contract dated February 26, 1976 with respect to the furnishing of sewagecollection and treatment services to the Company at its proposed plant on a tract of landknown as the Overton Property;Whereas it is the intent of the parties that the Company be allowed to assign such rightsas may accrue to it under the said Contract to any of its subsidiary or related or affiliatedcorporations;NOW, THEREFORE, in consideration of the sum of 100 and other valuable considerationsand further in consideration of the Companys reliance on the fulfillment of the obligationsherein undertaken it is understood and agreed that that certain Contract between the Company,the County of Johnston and the Town of Kenly dated February 25, 1976 be and the same is here-by amended to include an additional paragraph numbered 13 and reading as follows13 Any and all rights accruing to the Company under this Contract may be assignedby the Company to any of its subsidiaries or to any related or affiliated corporationsand the term Company shall include such subsidiary, related or affiliatedcorporationsIN WITNESS WHEREOF, SOB Leasing Corporation and the County of Johnston have caused thisSupplemental Agreement to be signed by their duly authorized representatives, this the dayand year first above writtenCORPORATE SEAL HEREATTESTSEALATTESTEleanor N CreechSecretary, Board of County CommissionersSQB LEASING CORPORATIONBYCOUNTY OF JOHNSTONBY Norman C DenningChairman, Board of County Commissionersr-17010 Report - Stoney Brook EstatesMarch 16, 1976 ContChairman Denning reported that Kramer Jackson, W R Britt, Leon Powell and himself had metwith residents of Stoney Brook Estates and discussed at length the sewage problem existing in thissubdivision Chairman Denning advised the Board members that Mr Bizzell subdivision contractorhad told these residents that he would clean out the drainage ditch to help relieve the sewageproblem for the time being for 20 per household Chairman Denning advised further that theseresidents seemed reluctant to this suggestion11 Discussion -
