Chairman, Freddie Adams, HowardBenton and Hoyt CastleberryMembers Absent NoneThe following business was transacted1 Tax Refund- Walter ByrdJohnnie Stott, Tax Supervisor, met with the Board with a request for a refund in taxesand penalties paid by Walter Byrd in the name of Jack Crawford for years 1961 through 1974 MrStott explained that the property is a house and lot in the Belmont section of Smithfield and statedthat the property of Jack Crawford and wife Katie was foreclosed on by E J Wellons in September,1960, during 1960 Katie Crawford left Johnston County after her husband died, to be put in ahospital During 1974 Mr Walter Byrd paid 20594 back taxes and penalties in order for his sister,Katie Crawford to return to her home Mr Byrd did this not realizing this property had been fore-closed and with the thought that Mrs Crawford still owned the property However when Mrs Crawfordwas able to return, Mr Byrd discovered that Mr E J Wellons, Jr owned the property; the propertywas never transferred properly after the foreclosure, therefore Mr Byrd paid taxes that shouldhave been paid by Mr Wellons Mr Stott, further explained to the Board that Mr Byrd had been toMr Wellons with the problem and Mr Wellons gave him 4000 reimbursement on taxes and penaltiespaid in the amount of 20594After discussion of this matter, Commissioner Frank B Holding moved that Mr Walter Byrdbe refunded in the amount of 16594 20594 less 4000 for taxes and penalties paid in the nameof Jack Crawford for the years 1961 through 1974Commissioner Howard Benton seconded the motion which was carried unanimouslyCommissioner Frank B Holding is to contact Mr E J Wellons, Jr regarding reimburse-ment to the County2 ReportsThe following reports were filed with the BoardBruce WoodardBobby CorbettRubert C BarbourL P CreechHarper GodwinExtension ServiceElectrical InspectorDog WardenVeterans OfficeTax Collector3 Resignation - ApprovedThe Board of Commissioners reviewed the minutes of the April 20, May 3, and May 18 BoardmeetingsCommissioner Howard Benton moved that the minutes of the above Board meetings be approvedas recordedCommissioner Freddie Adams seconded the motion which was carried unanimously5 Town of Selma Reauest Joint Historic Properties CommissionThe Board of Commissioners received a letter from the Selma Mayor James E Peedin statingthat the Town Council had voted to request the County of Johnston to establish with the Town ofSelma a Joint Historic Properties Commission under the provisions of North Carolina General Statute160A- 3992 The letter further stated the single purpose of the joint Commission would be topreserve the Railway Depot in Selma as a historical siteAfter discussion the Board instructed Mr Jackson, County Administrator, to acknowledgeMayor Peedins letter requesting the Chairman of the Selma Historic Properties Commission to meetwith the Board of County Commissioners at the next regular meeting on July 6, 1976, in order tobetter understand their suggested proposal6 Regional Juvenile Service CenterKramer Jackson, County Administrator, presented an inquiry from the Wake County Board ofCommissioners Committee for Juveniles as to whether Johnston County Mould be interested in joiningwith Wake County in the construction and operation of a regional juvenile service centerThe Board discussed the matter and expressed a willingness to consider joining with WakeCounty in the construction and operation of a Regional Juvenile Service Center and asked Mr Jacksonto correspond with Mr Garland Jones, Wake County Manager7 Planning Board AppointmentsCommissioner Howard Benton moved that the following named persons be reappointed to theJohnston County Planning Board, terms effective as of May 15, 1976Norman B Grantham 4 year termWilliam J Sugg 2 year termR L Holt 2 year termRobert A Tart 4 year termCommissioner Frank B Holding seconded the motion which was carried unanimously8 County Recreation CommissionKen Windley, County Planner and Mr N B Grantham, Chairman, Johnston County PlanningBoard, met with the Board of Commissioners with the following recommendation from the Planning BoardThe Johnston County Planning Board seeing a needfor recreation for people of all ages in thiscounty, recommends that the Johnston County Boardof Commissioners look into the feasibility of,appointing a County Recreation Commission tostudy and report on recreational needsThe Board discussed the recommendation at length, and indicated that they are not readyat this time to appoint a recreation commission nor to move county government into a recreationprogram development The Board further indicated they would rather spend recreation funds on capitalimprovements ballfields, tennis courts, parks and picnic areas rather than administrationMr Grantham further stated that the Planning Board is not critical of the present recrea-tion programs assisted by the county government, however, they feel the county needs to get into acomprehensive recreation program - -a more expanded program At this point, the Board of Commissioners agreed to clean a portion of the Johnston CountyAirport Authority property and develop a picnic park and playground for the public, since only abouthalf of the 440 acre tract will be used for the airport Kramer Jackson, County Administrator,advised the Board that CETA laborers could be used to do the workThe Board also asked Mr Jackson to have Buck McLamb, Maintenance Supervisor and CETAlaborers to remove the old buildings from the airport propertyThe Board at this time asked Mr Grantham if the Planning Board would act in the capacityof a Recreation Commission for the time being Mr Grantham told the Board he would check with theBoard and advise9 Resolution - Engineer Design - Kenly Water LineKramer Jackson, County Administrator, inquired of the Board of Commissioners i f they wereready for Ragsdale Engineers to proceed with designs for the Smithfield to Kenly waterline to serveE R Squibb and Sons, IncAfter discussion, the Board deferred action on authorizing Ragsdale Engineers of Smith-field to proceed with the engineers design until the county gets assurance from E R Squibb thatthe company is ready to go forward with construction of the plantCommissioner Holding indicated that he would discuss the matter with Squibb officials11 Social Services Director To Attend Time Management WorkshoThe Board of Commissioners gave approval for Donald Morrison, Director Department ofSocial Services to attend a one day Time Management Workshop12 Community Action Board - RequestThe Town of Selma requested by letter that the Board of Commissioners enter into anagreement with the Town of Selma under North Carolina General Statute 160A -293 for rural fireprotection with appropriate payment for services in addition to the 2,400 annual supplementThe Town based the request on providing fire protection and responding to and fighting fires ina large area outside of the town limitsThe Board of Commissioners discussed the request at length and instructed Mr Jackson,County Administrator, to advise the Town of Selma that they feel it unwise to appropriateadditional funds to the Selma Fire Department, as they would be requested to supplement all firedepartments in the County with the same amount The Board also suggested that the Town of Selmamight consider establishing a tax levy within the fire district as has been done by severalother fire districts within the County14 Budget AmendmentsCommissioner Hoyt Castleberry moved that the following budget amendments be approvedBUDGET AMENDMENTS -
