June 10, 1976The Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Thursday, June 10, 1976, at730 pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Hoyt Castle-berry and Howard BentonMembers Absent NoneThe following business was transacted1 Hospital Budget RequestLloyd Gilbert, Administrator, Bob Terrell, Assistant Administrator, and members of theHospital Board of Trustees, met with the Board of Commissioners to discuss their 1976 - 1977Budget request The Hospital Board of Trustees has requested that 444,000 be appropriated inthe 1976 - 1977 budget for operating expenses including a supplement to the general operatingfund, capital improvements and new equipmentAfter discussion and concern expressed by the Board regarding the hospital budgetrequest, Commissioner Holding asked the administrator how necessary is the supplement TheBoard was advised that even though the hospital was losing ground at one time it has recentlybeen able to realize a definite cash flow of about 15,000 monthly The Board of Trustee membersat this time indicated to the Board of Commissioners they will be willing to cut the hospital budget request by 44,000The Board of County Commissioners at this time tentatively cut the hospital budgetappropriation from 444,000 to 400,000 for the 1976 - 1977 fiscal year2 Rescue Squad RequestIra Parker, representing the Johnston County Rescue Squad Association, met with theBoard of Commissioners requesting an increase for the county rescue squads from 22500 per monthto 30000 per month for the 1976 - 1977 fiscal yearThe Board discussed this request at length and tentatively agreed to increase the rescuesquads and fire departments monthly contribution from the county by 2500 The Board also ten-tatively agreed to appropriate funds for two new ambulances and an emergency base station for thecounty rescue squads, this base station to be housed and manned by the Smithfield Police Department3 School Budget and County Budget DiscussionThe Board of County Commissioners at this time began work on the school budget and thecounty general fund, in an effort to balance the 1976 - 1977 fiscal year budget without a tax rateincreaseThe Board of Commissioners again worked on the School Boards request and tentativelyapproved their 1976 - 1977 budget request in the following amounts; current expense and capitaloutlay 1,795,31000, and special and vocational 798,68100 The Board of Commissioners alsoindicated that the schools may anticipate the full amount of property tax funds brought by the175 levy for special and vocational taxThe Board of Commissioners also at this time, after much study and consideration,denied the requested 200,00000 budgeted for a new school administration building and instructedKramer Jackson, County Administrator, to advise the Chairman of the Board of Education of theirdecision4 Budget WorkThe Board of Commissioners continued study and work on the 1976 - 1977 budget requestsand tentatively approved several departmental requests in the following amounts1 The Public Library of Johnston County and Smithfield 38,350002 Johnston Technical Institutea Operating Expense 117,01400b Capital Outlay building 205,000003 Johnston County Mental Health Center 50,411004 Johnston Livestock Mutual new arena 130,00000Upon a motion by Commissioner Howard Benton duly seconded by Commissioner Frank BHolding and carried unanimously, the Board recessed to meet again on Tuesday, June 22, 1976, at730 pm, at which time a Public Hearing on the 1976 - 1977 Budget has been scheduled?1 i ildEleanor N Creec , ClerkNorman C Denning, Chairman AV
