Commissioner Hoyt Castleberry, DeceasedCommissioner Howard Benton moved that the following resolution be adoptedDpgni IITTnNWHEREAS Honorable Hoyt Castleberry, lived in this county for fifty -one years; whereashe was a progressive farmer, a devoted husband and father, a leading Baptist layman, an excellentneighbor; a tireless friend and supporter of the Countys Volunteer Fire Departments and RescueSquads; whereas he served the people of Johnston County with great distinction; and whereasMr Castleberry was elected as County Commissioner and rendered service in this public officeuntil his death; and whereas we and the citizens of Johnston County have lost a great friend;NOW BE IT RESOLVED, that the Board of Commissioners take official notice of the passingof Commissioner Hoyt Castleberry, and the splendid record of service rendered by him throughouthis many years as a citizen and County Commissioner, and be it ordered that copies of thisresolution be forwarded to his widow, and to White Oak Baptist Church It is further orderedthis resolution be spread upon the permanent minutes of this BoardCommissioner Frank B Holding seconded the motion which was carried unanimouslyNorman C DenningFrank B HoldinqFreddie AdamsHoward Benton2 Minutes - ApprovedThe Board of Commissioners reviewed the minutes of the May 25, June 1, June 7,June 10 and June 22 board meetingsCommissioner Howard Benton moved that the minutes of the above meetings be approvedas recordedCommissioner Frank B Holding seconded the motion which was carried unanimouslyIEisJulv 6 1976 Cont3 ReportsThe following reports were filed with the Board,Bruce WoodardL P CreechHarper GodwinBobby CorbettRubert Barbour4 County Livestock Arena SiteAgriculture Extension ServiceVeterans OfficerTax CollectorElectrical InspectorDog WardenMr C W Tarlton, Chairman, Livestock Arena Committee, met with the Board and advisedthat the Johnston Corunty Agricultural Extension Service and the Johnston County Livestock Mutualwould like to recommend thatthe new county Livestock Arena be located at the old county homeproperty, on- a sitew,hfch °begins at,?,arpoint on?N_ C Road 1503 approximately 2200 feet from the inter-section of V ghway 210 and N C 1503 The site would extend approximately 750 feet along N C1503 to the-dirt road leading to the state land pit This road would border the North side ofthe livestock arena site The depth of the site to be determined by the exact location of thebuilding, parking areas, waste disposal facilities, and future expansion plansAfter discussion, Commissioner Frank B Holding moved, as this is county owned property,that this site be approved and designated as the site for the new County Livestock ArenaCommissioner Howard Benton seconded the motion which was carried unanimously5 Don Morrison - Title XX BudgetDon Morrison, Director, Department of Social Services, met with the Boardand reviewedthe Title XX Budget and the services rendered through this program, such as the Agency- OperatedServices, Three -Party Contracts, Donor Agreements and Satellite Programs Mr Morrison explainedthese facilities and budget items in relation to the Department of Social Services in detailMr Morrison requested permission to change items in the Title XX Budget and also asked the Boardto certify that Title XX money is needed for these programs as budgetedCommissioner Howard Benton moved that the necessary changes in the Title XX Budgetbe made and the Chairman be authorized to sign the Title XX Budget certifying that these fundsare neededCommissioner Frank B Holding seconded the motion which was carried unanimously6 201 Wastewater Facility Smithfield -SelmaTim Broome of Ragsdale Engineers met with the Board regarding the engineering designof the first phase of construction of the 201 Wastewater Facilities to serve the Smithfield -Selma201 Area Mr Broome advised that Johnston Countys project is number seven 7 in the state outof 241 on the Wastewater Grant Priority List and the work needs to proceed in order for the countyto be in line for state and federal grants Mr Broome further explained that the first phase ofconstruction of this facility to serve Smithfield and Selma is expected to cost approximately43 million The Board was advised by this engineer that originally the plant facility had beenplanned for 20 years at a cost of 74 million, however, by reducing the plant size to a 10 yearplant and deleting the interceptor lines for Pine Level and Four Oaks, the cost was reduced to43 millionAfter discussion, Commissioner Frank B Holding moved that Amendment No 2 Agreementfor Professional Engineering Services be approved as followsDATE OF AMENDMENT 6 day of July , 1976WHEREAS, the County of Johnston and Ragsdale Engineers, P A have entered into anAgreement for Professional Engineering Services in connection with wastewater collection, intercep-tion, pumping and treatment facilities to serve the Smithfield -Selma 201 Facility Planning Areaand environs, as proposed under the Smithfield -Selma 201 Facilities Plan for the first phase0 -5 yrs of construction, dated the 2nd day of February, 1976, andWHEREAS, Amendment No l to said Agreement, dated the 1st day of March, 1976 detailedlump sum fees for the various professional service tasks, andWHEREAS, the scope of the initial stages of facilities construction has been reduceddue to changes required by the N C Department of Natural and Economic Resources, Division ofEnvironmental Management and the Environmental Protection Agency, andWHEREAS, EPA guidelines which became effective March 1, 1976 dictate the incorporationof certain supplemental general conditions in professional service agreements on projects whichare funded in part by EPA grantsNOW, THEREFORE, The County and the Engineer agree as followsAIIA Amendment No 1 to this Agreement dated the 1st day of March 1976 shall be null and voidzo;zAIIB The fees for Professional Engineering Services for theStep IIPhase ofthe Project,detailed design; preparation of plans,specifications, and contractdocuments;and related workas detailed under paragraphs B1 throughB2 and paragraph C11of the Agreement,in addition topreparation of user charge and industrialcost recovery systemsand asewer useordinance, shallbe as followsREFERENCE OFFEEITEM OF WORKSERVICES INBASISAMOUNTENGINEERINGAGREEMENT1 Expansion and upgradingServices outlined inLumpSum 89,200Smithfield Wastewater Treatmentparagraphs B1 B2Plant to 292 MGD2 Smithfield equalizationServices outlined inLumpSum 13,500basin - delinquent anddelinquent youths in Johnston County Mr Windley presented a full report and recommendations onthe activities of this committee The Board advised that they would study this report and get backwith the County Planner The Board further instructed Don Morrison, Director, Department of SocialServices, to find out if any Title XX monies are available for the construction and financing ofa Group Home for Juveniles and report back to the Board8 John S Lewis - ComplaintMr John S Lewis, Ricks Road, Selma, N C, met with the Board regarding calls andcomplaints he had made to the Sheriffs Office for the past several years Mr Lewis stated that hehad never received very much satisfaction from his calls to the sheriffs office regarding theftson his propertyThe Board assured Mr Lewis that this office tried to meet the demands of the public9 Town of Selma - Historical Properties CommissionMayor Ed Peedin, Colonel Collings, Town Manager, and A Z Thompson, Chairman, SelmaHistorical Properties Commission met with the Board regarding the request for the Town of Selmaand the County to establish a Joint Historic Properties Commission It was explained that the purpoof this joint commission would be to preserve the Old Railway Depot in Selma as a historical site,as much concern has been expressed by the general public for saving this depotThe Board discussed this matter at length with Mayor Peedin, Colonel Collings and MrThompson, however, made no official decision at this time, but indicated they would give seriousthought of the county appointing a Historical Properties Commission10 Mobile Home - Tie Down Extension RequestedWayne Strickland, County Code Enforcement Officer, met with the Board and advised thatJohn R King had asked for an extension of thirty 30 to forty -five 45 days to get his mobilehome anchored down to comply with the County Mobile Home and Mobile Home Park OrdinanceThe Board asked Commissioner Freddie Adams to work with Mr Strickland on this matteri20411 Painting of the Late Honorable William I GodwinE V Wilkins, Attorney, appeared before the Board representing the Johnston CountyBar Association, and requested permission to hang a painting of the late Judge William I Godwinin the Superior Courtroom of the Johnston County Courthouse Attorney Wilkins advised, withthe Boards permission, the Bar Association plans to unveil the painting on July 19, 1976Commissioner Frank B Holding moved that the Johnston County Bar Association begranted permission to hang the painting of the late Judge William I Godwin in the Superior Court-room of the Johnston County CourthouseCommissioner Freddie Adams seconded the motion which was carried unanimously12 Road Petition -
