FinancialThe Board of Commissioners talked with Sheriff Wood regarding a request made by GeorgeCuddington of Smithfield that the County reimburse him for expenses incurred to bring his stolenpick -up truck from Plainsville, New Jersey, back to Smithfield Mr Cuddington had advised theBoard reference Minute Book Page # 142, Item # 4 the person that had stolen his truck had escapedfrom the Johnston County Jail and had been released in New Jersey because the Sheriffs Departmenthad failed to send a warrant to the New Jersey officersSheriff Wood told the Board that Mr Cuddington had talked kith him, but had at that timealready been to New Jersey for his truck The Sheriff explained that in regards to the warranthe did not know where in Plainsville to send itThe Board also discussed this matter with Billy Britt, County Attorney Mr Britt advisedthe Board that he did not think the County was liable, however, the county might be covered on theSheriffs bondUpon a motion by Commissioner Freddie Adams, seconded by Commissioner Hoyt Castleberry andcarried unanimously, the Board asked Mr Britt to check this out with the county insurance agentThe Sheriff at this time also advised the Board of Commissioners that he needed space tostore large stolen items that the Sheriffs Department recoveredThe Board asked Mr Jackson, County Administrator, to work with the,Sheriff on this matter?fIIJanuary 5, 1976 Cont4 North Carolina Wildlife Resources - Radio RepeaterThe Board received a letter from Mr Clyde P Patton, Executive Director, North CarolinaWildlife Resources Commission requesting that the Board of Commissioners allow the State to mounta radio repeater unit at approximately the 260 foot level on the county radio tower locatedapproximately five miles west of SmithfieldMr Patton explained that the North Carolina_ Wildlife Resources Commission had been studyingimprovements to its radio system in order to provide better radio coverage in support of itsenforcement function in Johnston and Wayne Counties and after discussion with Sheriff Wood haddetermined that placing a repeater in the Johnston Wayne area would provide reliable radiocommunications between the Wildlife Commission enforcement officers here in this area and the basestation located in Raleigh and Rocky MountAfter discussion, Commissioner Freddie Adams moved that the North Carolina WildlifeResources Commission be authorized to mount a repeater on the Johnston County Radio Tower, providedthat Frankie Flowers, Radio Maintenance Engineer, determines that the repeater will not interferewith the county radio systems efficiency Commissioner Hoyt Castleberry seconded the motion whichwas carried unanimously5 Road Petition - Duchess Downs Sub- DivisionThe Board was presented a petiton from property owners of Duchess Downs Subdivision , Route# 1, Garner, N C, requesting that the North Carolina Department of Transportation take over andmaintain the streets of this subdivisionCommissioner Freddie Adams moved that this petition be forwarded to the North CarolinaDepartment of Transportation, Wilson, North Carolina for considerationCommissioner Howard Benton seconded the motion which was carried unanimously6 Petition - Brookwood Sub - Division - DeniedThe Board of Commissioners was advised by Paul Anderson, District Engineer, North CarolinaDepartment of Transportation, that the petition from Brookwood Sub - Division requesting that thesestreets be added to the County Secondary Road System for maintenance has been denied because thestreets do not meet the present requirements for addition to the systemThe Board asked Kramer Jackson, County Administrator, to advise the property owners, sendingthem a copy of the States report7 Resignation - C W Tarlton - County Extension ChairmanThe Board received the following letter of resignationJanuary 2, 1976Mr Norman Denning, ChairmanJohnston County Board of CommissionersRoute 1Four Oaks, N CDear Mr DenningI hereby submit my resignation as County Extension Chairman effective January31, 1976My health being one factor in my decision and after much thought and consultationconcerning this, I have come to the conclusion that I should relieve myself of some of myresponsibilities Words cannot express my appreciation to this fine board and the peopleof Johnston County for their help and consideration, especially during the past five yearsof my thirty -one years of tenureMy association with the Johnston County Extension staff members and with thepeople in Johnston County has been a most rewarding and enjoyable venture Theircooperation and friendship has been an inspiration to strive for higher goals, and therelationship other County agencies and business individuals have afforded me cannot besurpassed in any countyJohnston County is my home My family and I hope to reside here for manyyears and if I can serve the people in any manner, please call on me I wish the verybest for each of you as I relinquish my duties as Extension Chairman of the best county inNorth CarolinaBest wishes for the futureCWTamSincerely,C W TarltonCounty Extension Chairmanf 148January 5, 1976 ContCommissioner Frank B Holding stated I am mighty sorry, but I know you have given it a lotof thought and I respect the letter, wishing you the very bestMr Tarlton thanked Commissioner Holding stating, Johnston County has given me a good lifeand I appreciate thefine support over the past yearsCommissioner Hoyt Castleberry stated that the relationship this man has had with peoplein this county, both urban and rural, has been 100 per cent, and things like that dont just happen,they are made happen, he is highly respected by every one in this county, they respect his judgementand I am proud to be associated with himCommissioner Howard Benton stated and moved Id like to make a motion, quite reluctantly,to accept his Mr Tarltons resignation effective January 31, 1976Commissioner Hoyt Castleberry seconded the motion which was carried unanimously8 Sewage Pumping Station - Cutler HammerHugh Talton, Manager, Town of Smithfield, and Tom Moore, Ragsdale Engineers, met with theBoard regarding recommendations made that the Board consider using another type sewage pumpingstation that is more dependable and efficient than the one originally planned for to serve thenew Cutler - Hammer IndustryIn a letter to the Board Mr Talton explained that he had reviewed the data on a Hydro-0-Prime Sewage Pumping Station that Rogers Construction proposes to install to serve the Cutler- HammerIndustry and it is his feeling that the Gorman -Rupp pumps and controls give better performance andaccess to the pump for servicing is much easier Mr Talton further stated that the Hydro -O -Primestation house is not large enough to permit servicing of the station from within and since thestation will be in service for about ten 10 years, he feels that the Gorman -Rupp should be givenserious consideration in order to better serve this industryTom Moore of Ragsdale Engineers, stated that the Gorman -Rupp Station would cost approximate4,500 more than the Hydro -O -Prime StationAfter much discussion, Commissioner Freddie Adams moved that the contract awarded to RogersConstruction Company to install a Sewage Pumping Station be amended and that a Gorman -Rupp SewagePumping Station be purchased and installed instead of the Hydro -O -Prime at a cost difference ofapproximately 4,500Commissioner Howard Benton seconded the motion which was carried unanimously9 Kenneth Windley - County Planner - Planning Program -- Flood Insurance - SubDivisionKen Windley, County Planner, met with the Board and discussed the planning grant for anotheryear Mr Windley asked the Board if they wished to consider a larger, planning grant °for anotheryear from the State, so that the county could expand its Planning DepartmentThe Board agreed that since this is Johnston Countys first year with a Planning Departmentit is to early to consider a larger Planning program, and instructed Mr Windley to apply for aState grant in the amount of 12,000, the same as last yearKen Windley, County Planner, also talked with the Board regarding the Federal FloodInsurance Program Flood Disaster Protection Act of 1973, Section 202, Johnston County has chosennot to participate in the National Flood Insurance Program as of this date Mr Windley advisedthere are approximately thirty 30 days remaining before Johnston County will become subject toSection 202 of the Flood Disaster Protection Act of 1973, which means, denial, on and after July1, 1975, or one year after a community has been notified on its flood -prone designation, whicheveris later, of any federal or federally related financial assistance for construction of acquisitionpurposes for use in an identified special flood hazard area of a community which is not participatiin the National Flood Insurance ProgramIf the county does not participate in the Federal Flood Insurance Program this also meansthat all federally regulated lending agencies will no longer be allowed to -make loans,for construwhere the property is located in the flood prone area of the countyThe Board, at this time, still does not indicate a willingness to participate in the FederalFlood Insurance Program, however, ask Ken Windley, County Planner, to meet again with the Board witha presentation on the Federal Flood Insurance ProgramMr Windley spoke briefly to the Board regarding the Sub - Division Regulationsf,IJanuary 5, 197,6 Cont10 Civil Preparedness - Emergency Medical Council FundsWayne Strickland, Acting Civil Preparedness Director, met with the Board regarding theposition of the Emergency Preparedness Director, urging the Board to consider employing a full -timedirector Mr Strickland emphasized that Emergency Medical Grants are available and the county willlose these funds if not in the position to take advantage of these grantsThe Board took no action on this matter at this time11 County Dog TaxCommissioner Hoyt Castleberry moved that the dog tax for Johnston County be a 200 perdog, regardless of sexCommissioner Freddie Adams seconded the motion which was carried unanimously12 Johnston Technical Institute - Request Budget AmendmentDr John Tart, President, Johnston Technical Institute, met with the Board of Commissionersrequesting 35,50000 from the County to supplement the Technical Institute Capital Outlay AccountDr Tart explained these funds are necessary to assist with expenses for fuel, food feeding team ofArmy Engineers doing heavy clearing and grading work tile, gravel and crushed stone used or to beused in completing a large parking area at the new campus site Dr Tart also advised that if thecounty allocates these funds 35,500, the appropriation will be matched by state funds in theamount of 35,000After discussion, Commissioner Freddie Adams moved that the County appropriate 35,500 fromunencumbered cash to amend the Johnston Technical Institute Budget to provide funds for the completionof a parking area at the new Technical Institute campus siteCommissioner Howard Benton seconded the motion which was carried unanimouslyThe Board also talked with Tom Moore, Ragsdale Engineers, regarding the lakes and drainageat the new Technical Institue site Mr Moore stated that the lakes will be sufficient for drainageas plannedUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board recessed to meet again Tuesday, January 20, 1976, at 730 pm?f Frank -B ,Holding; ,Vi7ce Cheri manEleanor N Creecl3,, Clerk
