Northern Johnston CountJohn D Johnson, Armand Yates and a delegation of citizens from the Live Oak and ThanksgivingCommunity met with the Board regarding crimes that have been committed over the past few months inthe northern section of the county and particularly in these communitiesMr Johnson presented a petiton to the Board of County Commissioners requesting thatadditional money be appropriated to increase the staff of our local Sheriffs Department to meetthe needs of the citizens of Johnston CountyMr Johnson and Mr Yates stated that the neighborhood crimes and thefts had amounted toapproximately 50,000 to 75,000 over the past several months, mostly livestock and farming equipmentMr Yates talked with the Board at length on this matter and presented statistics on budgets,population and data regarding the Johnston County Sheriffs Department emphasizing the fact thatJohnston County needs more deputiesThe_Board__thanked,MrJohnson, Mr Yates and the delegates from the Live Oak and ThanksgivingCommunity for their interest in law enforcement in Johnston County and the constructive manner inwhich they had presented their request Chairman Denning assured this group that the Board wouldtake this matter under serious consideration2 Cornelius Allen - Delinquent TaxesHarper Godwin, Tax Collector, met with the Board regarding the delinquent tax matter ofCornelius Allen Banner Township Mr Godwin explained that Mr Allen in 1973 had purchased five5 acres of land from Russell Avery McLamb and taxes had not been paid Mr Allen paid the taxesfrom 1949 through 1972 The 1973 property taxes were billed in the name of Russell Avery McLambsince this property was purchased tco late for transfer in 1973, and Mr Allen was informed that the1973 taxes had been listed to Russell Avery McLamb and that it would be necessary for him to pay thetaxes in Mr McLambs name, however, this property would be transferred to him for 1974 Mr Godwininformed the Board that Mr Allen has been informed on several occasions that the 1,973 taxes aredelinquent and if not paid this property would be advertised for tax lien saleMr Godwin further stated that in the spring of 1975, Mr Allen was again informed that thetaxes had not been paid and if the taxes were not paid a foreclosure suit would be brought MrGodwin also advised the Board that Mr Allen came to the office and stated that he would pay theproperty tax only, the amount was refused without the interest and advertisement cost, Mr Allendid not pay the taxes and a foreclosure suit was brought against himThe Board discussed this matter at length and asked Mr Jackson, County Administrator, andHarper Godwin, Tax Collector, to communicate with Mr Allen and request him to pay the county taxand attorney fees, waiving other charges and penalties, and that a non -suit be filed3 Secondary Road # 2134 Upon the request of Roland Hatcher, Lester Dixon, Jimmy Phillips and William Earl Adams,property owners on Secondary Road # 2134, Commissioner Hoyt Castleberry moved that the NorthCarolina Department of Transportation and Highway Safety be respectfully requested to pave thisroad as far as they can secure the right of waysCommissioner Freddie Adams seconded the motion which was carried unanimously4 Contract Awarded - Sewer Line to Smithfield - Wilsons Mills Junior High SchoolAfter review and recommendations from Ragsdale Engineers, Commissioner Hoyt Castleberrymoved that White Brothers Construction Company of Havelock, N C, low bidder, be awarded thecontract to construct the sewer facility line to the Smithfield - Wilsons Mills Junior HighSchool, and further that Shelton L Barefoot Utility Company of Raleigh, N C, low bidder, be +awarded the contract for the sewer lift station to the Smithfield - Wilsons Mills Junior HighSchoolCommissioner Howard Benton seconded the motion which was carried by the following voteAz3e Commissioners Hoyt Castleberry, Howard Benton and Frank B HoldingJanuary 20, 1976 Cont5 Resolution - 201 PlangapUpon motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberry andcarried, the Board resolved to adopt the 201 Facilities Plan The plan involves a regional treatmentconcept plan, I -A, and the Countys serving as Lead Agency for implementation6 Engineering AgreementTim Broome, Ragsdale Engineers, talked with the Board of Commissioners regarding the EngineeringAgreement for the Smithfield -Selma 201 Wastewater Facility PlanThe Board deferred action on this matter at this time7 Discharge Permit - 201 ProjectUpon motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Benton andcarried, the County Board of Commissioners resolved to apply for a discharge permit for the proposedRegional Treatment Facility for the Smithfield -Selma 201 Project8 Easements to Cutler - HammerThe Board of Commissioners instructed Kramer Jackson, County Administrator, to write letters ofappreciation for granting easements for facility lines to the new Cutler- Hammer Industry to the Countyat no cost to John D Fleming and Wife, Jean D Fleming, William W Smith and Wife, Jane P Smith andCarl E Fitchett, Jr and mother, Virginia Fitchett9 Short Journey School Property Leased to Johnston Development CorporationUpon motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Benton andcarried unanimously, the Board of Commissioners concurred with the action of the Johnston CountyBoard of Education in approving the agreement to lease Short Journey School to Johnston CountyIndustries, Inc10 Gift to Public Library from Ellen TaylorUpon motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank B Holding,and carried unanimously, the Board of Commissioners acknowledged a gift of 5,000 to the PublicLibrary of Johnston County and Smithfield from Mrs Marvin Ellen B Taylor of Smithfield, NorthCarolina11 Revenue Sharing ProjectionKramer Jackson, County Administrator, presented Revenue Sharing Projections for the fiscal year1976 -1977 as requested by the Board of Commissioners The projection was to be made to see if thecounty could find additional revenue sharing funds available for the Technical Institute It wasthe opinion of the Board and Mr Jackson that the county could not at this time commit any additionalRevenue Sharing funds to the Technical InstituteChairman Denning advised the Board that he would talk with Dr Tart regarding this matter12 State Aid to Civil PreparednessWayne Strickland, Civil Preparedness Coordinator, talked with the Board regarding the amountof State aid received by the county for the Civil Preparedness Program, about 3,000 annually, incomparison to the amount of paperwork involvedAfter discussion, the Board instructed Kramer Jackson, County Administrator, to advise the Statethat the county wished to terminate participation in the use of State funds in the Johnston CountyCivil Preparedness Program at the end of this fiscal year13 Mental Patients - Mental Health Clinic and Sheriffs Department It was called to the attention of the Board of Commissioners of how much time is involved bythe Sheriffs Department in taking a patient to the Mental Health Clinic or Hospital Emergency RoomThe Board asked Kramer Jackson, County Administrator, and Sheriff Wood to talk with Fred Wright,Director, Johnston County Mental Health Center, to see if something can be worked out to eliminatea long waiting period for the deputies at the Mental Health CenterMr Jackson also reminded the Board that there are nine appointments to be made to the JohnstonCounty Mental Health Area Boardt 152January 20, 1976 Cont14 Personnel Policy ChangesUpon the recommendation of Kramer Jackson, County Administrator, Commissioner Frank BHolding moved that the following changes in the County Personnel Policies be made effective January21 , 19761 The Department of Social Services and the Department of Health be brought under theCounty Personnel Policy governing vacation leave, sick leave and petty leave2 Each full time employee with less than five 5 years of employment shall earn 10 daysvacation in a calendar year3 Each full time employee with five 5 years of employment shall earn 15 days vacationleave in a calendar year4 Sick Leave shall accumulate for an indefinite period of timeEmployees presently working within the Department of Social Services and the Department ofHealth will not come under the 10 days vacation policy, however, all future employees will conformto the same county policy on vacation leaveCommissioner Howard Benton seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Hoyt Castleberrand carried unanimously the Board adjournedNorman C Denning, ChairmanEleanor N Creech; C erkIFrI
