3Fit widthMeeting of Board of Commissioners for the County of JohnstonFebruary 2, 1976The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Monday, February 2, 1976, at 10 oclocam, with the following members presentNorman C Denning, Chairman, Frai2k B Holding, Vice Chairman, Howard Benton and Freddie AdamsMember Absent Hoyt CastleberryThe following business was transacted1 Food Stamp Purchases - Post OfficeDon Morrison, Director, Johnston County Department of Social Services, along with GeorgeMast, Board Chairman, met with the Board of Commissioners, Mr Morrison requested that JohstonCounty go to the Post Office issuance of Food Stamps for eligible participates Mr Morrison pointedout that the Post Office issuance of Food Stamps would save administrative cost of approximately120000 a month and improve security The Board was further advised that the Food Stamp Program isout of compliance with the federal food stamp security regulations and if there is a robbery thecounty will be liable for the loss Mr Morrison further advised that Post Office issuance of FoodStamps would increase the efficiency of this program, decrease traffic and he could place thepersonnel in this program in the Department of Social Services, since it could be operated with lesspersonnel by issuing the stamps from Post Offices throughout the county Mr Morrison stated thatwith the Food Stamp Program in another building he feels it is an orphan to the Department of SocialServices The Board discussed this mat -ter at length, however, deferred action until February 17, 1976George Mast, Chairman, Social Services Board, commented to the Board of Commissioners that theSocial Services Board feels that Mr Morrison is doing a fine job as Director of Johnston CountyDepartment of Social Services The Board of Commissioners concurred with Mr Masts comments2 Minutes - ApprovedThe Board of Commissioners reviewed the minutes of the December 23, 1975, January 5, 1976,and January 20, 1976, board meetingCommissioner Howard Benton moved that the minutes of the December 23, 1975, January 5, 1976,and January 20, 1976, board meetings be approved as recordedCommissioner Frank B Holding seconded the motion which was carried3 Agreement - Board of Education - Department of Social ServicesiThe Board received a letter from Mr E S Simpson, Superintendent, Board of Education,requesting that the Johnston County Department of Social Services enter into a Donors AgreementTitle XX with the Board of Education for three positions; School Social Worker, EmploymentCounselor and Secretary Mr Simpson asked these positions to be used to render services forstudents having deficiencies such as educable mental retardation, trainable mental retardation,hearing, visual or speech problems, crippled or emotional disturbance, that might affect the potentiaof their future employment Mr Simpson also stated that the Board of Education would provide the25 matching cost for these positionsThe Board of Commissioners was advised that the Social Services Board had approved this rearlierAfter discussion, Commissioner Frank B Holding moved that the Department of Social Servicesbe authorized to enter into a Donors Agreement with the Johnston County Board of Education asrequested aboveCommissioner Howard Benton seconded the motion which was carried4 Resolution - Abandonment of Portion of S R # 2385Upon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried the following resolution was adoptedNorth Carolina, County of JohnstonRoad Description North Carolina State Road No 2385 - Crossing Dolph D Overton property,ending at Seaboard Coastline Railroad right of wayWHEREAS, the attached Petition has been filed with the Board of County Commissioners of theCounty of Johnston requesting that the above described road, the location of which has been indicatedin red on the attached map, be removed and abandoned from the Secondary Road System; Benson, Selma and KenlyCommissioner Frank B Holding moved that the Soil Survey priorities in this order Benson,Selma and Kenly be approvedCommissioner Howard Benton seconded the motion which was carried14 County Planner - Town of Smithfield - AnnexationKramer Jackson, County Administrator, advised the Board that Mayor Wallace had requestedpermission from the Board of Commissioners to allow Ken Windley, County Planner, to assist the Townof Smithfield with an annexation studyThe Board approved this request15 Appointments - Area Mental Health BoardCommissioner Freddie Adams moved that the following named persons be reappointed to theJohnston County Area Mental Health Board for a four year term effective March 1, 1976;Dr Woodrow Batten, Smithfield;
