Sub- Division RegulationsMr N B Grantham, Chairman, Mr M A Morgan, Mr William Sugg and Mr R L Holt, members,Johnston County Planning Board and Ken Windley, County Planner, met with the Board of Commissioners,reviewed and discussed the Johnston County Sub - Division RegulationsMr Windley presented the Sub - Division Regulations and explained each section in detail,answering questions asked by the board membersThese regulations were discussed at length, however, the Board took no official action atthis time pending further discussion and study2 Timothy Mann - Mobile Home ComplianceThe Board received a letter from Mrs Timothy Mann, Route# 1, Willow Springs, regardingthe anchoring tie down of their mobile home in order to comply with the Johnston County MobileHome and Mobile Home Park Ordinance Mrs Mann explained to the Board that due to their financialsituation, they are unable at this time to anchor their trailer Mrs Mann requested an extensionof thirty 30 days to comply with the Mobile Home OrdinanceAfter discussion, Commissioner Frank B Holding moved that Mrs Mann be granted an extensionon complying with the Johnston County Mobile Home Ordinance until April 15, 1976, and instructedKramer Jackson, County Administrator, to advise Mrs Mann accordinglyCommissioner Howard Benton seconded the motion which was carried3 Stoney Brook Estates - 201 Wastewater Collection and Treatment StuThe Board of Commissioners received a copy of a petition addressed to the Johnston CountyHealth Department regarding Stoney Brook Estates, Route # 3, Selma, N C, and the 201 WastewaterCollection and Treatment StudyMrs Leland Pittman of the Stoney Brook Estates in a letter to Kramer Jackson, CountyAdministrator, advised the Health Department is going to serve papers on these residents requiringthem to correct the septic tank problems in this sub - division Recommendations have been made thatthese residents install a sewer system, however, they say they cannot afford to do this with the costapproximately 250000 per householdIn the petition these residents of the Stoney Brook Estates located 5 miles northeast ofSelma request that their homes be included in the plan for sewer service now being studied byRagsdale Engineers under the 201 Program After discussion of this matter, the Board asked Kramer Jackson, County Administrator, towrite Mrs Pittman and set up a meeting with the Stoney Brook residents and discuss ways to solvesome of the existing drainage problemsII 4 Unified County Library SystemThe Board received a letter from Mr S M Ward, President, Selma Kiwanis Club, regardingthe discussed plan for a unified county library system Mr Ward asked the Board of Commissionersto meet with members of the Selma Library Board of Trustees so they might explain in detail theresolution adopted in support of a unified systemThe Board asked Mr Jackson, County Administrator, to set up an appointment for this groupat the next board meeting5 North Johnston Panther Club - Recreation GrantMr Jackson, County Administrator, advised the Board that he has received a request fromthe North Johnston Panther Club for an additional 3,000 recreation grant to help complete rest -room and storage area facilitiesThe Board discussed this matter and `considering that North Johnston Panther Club has alreadyreceived two grants for 1975 -76 asked Mr Jackson to determine if funds are available to make thisgrant an report to the board at the March lst board meetingnIFebruary 17, 1976 Cont6 Johnston County 4 -H Recreation - Extension GrantedThe Clerk received a letter from the Johnston County 4 -H Recreation Committee requesting anextension of time on the use of their remaining 1974 -75 recreation grant funds These funds wereto be expended by March 1, 1976 or reclaimed by the county This organization did not request agrant for 1975 -76 and would like to use the remaining funds in the 1974 -75 grant this summerCommissioner Freddie Adams moved that the Johnston County 4 -H Recreation Committee be grantedan extension to use these remaining funds this summerCommissioner Frank B Holding seconded the motion which was carried7 County Owned PropertyKramer Jackson, County Administrator, advised the Board that the titles had been searched onparcels of property indexed in the Register of Deeds Office to the County of Johnston and the titlesshowed ownership to Johnston CountyAfter discussion, Commissioner Frank B Holding moved that Ragsdale Engineers stake off andsurvey at least five parcels of this property including the Martin Street property in SmithfieldCommissioner Freddie Adams seconded the motion which was carriedB Budget Amemdment - Board of EducationUpon request from the Board of Education, Commissioner Freddie Adams moved that the SchoolBudget Capital Outlay account be amended by 24,48838Commissioner Howard Benton seconed the motion which was carried9 Lease - Portion of Short Journey School to Child, IncUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Howard Bentonand carried, the Board of Commissioners concurred with the action of the Johnston County Board ofEducation in approving the agreement to lease a portion of Short Journey School to Child, Inc10 George Cuddington RequestThe Board talked with Billy Britt, County Attorney, regarding the reimbursement request fromGeorge CuddingtonMr Britt advised the Board his office is working with the insurance agent on this claim11 Resolution - Triangle J Council of GovernmentsCommissioner Howard Benton introduced the following resolution and moved its adopttionBE IT RESOLVED by the Johnston County Board of Commissioners that the Charter of theTriangle J Council of Governments is hereby amended as follows The last sentence ofparagraph 2 of Article 8, Qorum and Voting Requirements, is stricken and the followingsentences substituted therefor; In the case of any weighted voting question delegatesrepresenting local governments with at least two thirds of the aggregate votes of memberlocal governments shall be present and participating An affirmative vote of at leasttwo thirds of the votes cast shall be required to decide any weighted voting questionBE IT FURTHER RESOLVED that this Charter change shall become effective upon its adoptionby at least two thirds of the participating governmental units in the Triangle J Councilof GovernmentsCommissioner Frank B Holding seconded the motion which was carried12 Mobile Home Ordinance EnforcementWayne Strickland, Code Enforcement Officer, met with the Board regarding Mobile Home ownerswho are over thirty 30 days delinquent in complying with the Johnston County Mobile Home OrdinanceAfter discussion with Mr Strickland and Mr Jackson, the Board instructed Mr Jackson towork with Billy Britt, County Attorney, asking Mr Britt to correspond with these people regardingthis matterUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried the Board adjournedNorman C Denning, Chairman torEleanor N Creech, `Slerk
