Tax SupervisorJohnnie Stott, Tax Supervisor, asked the Board to grant approval to assess and bill persons ?Iwho did not respond to auto letters, letters Q through ZAfter discussion, Commissioner Frank B Holding moved that the above request be approvedand grantedCommissioner Howard Benton seconded the motion which was carried unanimously14 Approval of Late ListingsJohnnie Stott, Tax Supervisor asked the Boards approval to add receipt numbers 30,594through 31,876 late listings to the tax rolls Mr Stott explained these were late listingsthat have already been billed but must be aproved by the Board of Commissioners before he can addthem to the 1976 tax rolls The total valuation of these listings is 7,685,147 71,472Commissioner Howard Benton moved that the above receipts be added to the tax rollsCommissioner J E Rogerson seconded the motion which was carried unanimously15 Tax Refund - M S Vann - Selma TownshiJohnnie Stott, Tax Supervisor, advised the Board that M S Vann, Selma Township, had beenpaying taxes for twenty years 20on property that belongs to J B Person Heirs Mr Stottexplained that preliminary investigation with Mr Vann in the office appeared to show that the lothad been miscopied from a 17 to a 37 Mr Stott explained that later he discovered that therewere two lots identified as lot # 17 and that Mr Vann had been listed with and has paid taxes ona lot owned by the J B Person HeirsThe Board was advised that according ; to -GS concerning tax refunds, they are only allowedto refund erroneously paid taxes for a three year period Mr Stott also advised the Board thatsince the error, property had been revalued twice with a complete listing of all properties givento the property owners at the time of the revaluation and the tax office had received acknowlege-ment each yearMw Stott recommended that Mr Vann be refunded taxes paid on the lot for 1975, 1974 and1973 in the total amount of 1341 Mr Stott also requested permission to bill the current ownersJ B Person Heirs for the amount of taxes being refundedAfter discussion with Attorney James E Wellons attorney representing the J B Person HeirsCommissioner Frank B Holding moved that M S Vann be refunded for taxes paid in error on Lot # 17in accordance with the North Carolina General Statute, and that Mr Stott correspond with Mr Vannasking him to communicate with Mr Wellons to recover tax beyond the three year refund from thecountyCommissioner Howard Benton seconded the motion which was carried unanimously16 Refund - Benson -Erwin 201 Facility StudyRESOLUTION ACCEPTING AND AGREEING TO THE IMPLEMENTATION OF201 FACILITIES PLANWHEREAS, it is desired by the County of Johnston to insure the provision of wastewatertreatment services and facilities in a most effective manner; andWHEREAS, the County of Johnston recognizes the benefits which can accrue from thecooperative planning of such services and facilities andWHEREAS, the County of Johnston has heretofore agreed to cooperate and participate withHarnett County and the Towns of Dunn, Benson and Erwin in the preparation of a Facilities Plan asrequired by Section 201 of Public Law 92 -500, and in conformity with Federal Rules and RegulationsGoverning Facilities Planning; andWHEREAS, for purposes of Federal Grant -in -Aid assistance adoption of said plan is aprerequisite;NOW, THEREFORE, BE IT RESOLVED THATThe Board of Commissioners of Johnston County does hereby accept the 201 FacilitiesPlanning Report - Johnston County Rescue SquadsKramer Jackson, County Administrator, talked with the Board and advised that John Herringhad talked with him about supplies used on the rescue vehicles when transporting patients to thehospital Mr Herring feels that the hospital should reimburse the rescue units for supplies usedThe Board discussed this matter and asked Mr Jackson to talk with Bob Terrell, Administrator, to seewhat can be worked out25 Civil Preparedness ReportWayne Strickland, Acting Civil Preparedness Coordinator, made a report to the Board on thepast months activities of the Civil Preparedness Agency Mr Strickland presented a rough draft of aNatural Disaster Plan for Johnston County Mr Strickland explained the plan to the Board andfurther emphasized that the entire Civil Preparedness Program is a failure now because he is notqualified and does not have the time to devote to the program that it needs to be a successful oneMr Strickland stated that he feels the county needs a full time director244December 6, 1976 ContThe Board discussed the County Civil Preparedness Program with Mr Strickland, however,llmade no final decision at this time Ii26 Paul Anderson - Town of Four OaksDrucilla Williams, Triangle J Council of Governments, presented to the Board proposedactivities for a Community Development Project for the Town of Four Oaks Mrs Williams explainedthat these plans will cost approximately 690,000 and she has concenstrated on the povertylareas,however, Four Oaks will be eligible to receive no more than 500,000 the first year The Boardagreed that the Town of Four Oaks should decide what areas and what phases of the work should bedeleted if anyMrs Williams told the Board that she is going to meet with the Four Oaks Board andwill be back to see the Commissioners in January28 Paving Contract -
