Tax ComplaintMr 0 B Batten of Kenly Beulah Township met with the Board of Commissioners and advisethat he had purchased land in Beulah Township with 73 -74 two years back taxes due and he did notknow that any taxes were due on the property at the time he purchased it Mr, Batten advised theBoard that within a period of four 4 days from the time he was aware that taxes were due he hadreceived a notice from the Tax Collector with 5000 foreclosure cost and 1000 court cost addedto the tax notice Mr Batten asked the Board to release this additional cost as he was not awareof the back taxes that were due Mr Batten indicated that he was willing to pay the taxes, howeverfelt that the added cost was unfairThe Board advised Mr Batten that they would take this request under consideration2 H V Edgerton - Tax ComplaintMr and Mrs H V Edgerton of Kenly Beulah Township met with the Board of Commissionersregarding interest and foreclosure cost added to their tax statements Mr Edgerton felt that hehad been treated unfair by the Tax Collector, and stated that he wanted to pay his taxes, but feltthat the foreclosure cost and court cost should be released from the total amount of taxes due Mrand Mrs Edgerton told the Board of Commissioners that they had made an effort to pay their taxes,but had been unable to work with the Tax Collector The Board discussed this matter and authorized Commissioner Frank B Holding to work withthe-Tax-Collector regarding Mr Edgerton-s tax matter and to get the problem solved so that Mr Edgerton can pay his taxes without further additional cost and penalty3 Approval of MinutesThe Board of Commissioners reviewed the minutes of the April 5, 1976, board meetingCommissioner Howard Benton moved that the minutes of the April 5, 1976, board meeting beapproved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Paul Keller - Director - Community Action ReportPaul Keller, Director, Johnston County Community Action, Inc, met with the Board of Commisioners and reported on the Home Renovation Program, labor financed by CETA and Title 10 funds, andalso reported on the Out of County Transportation Program funded by the county Mr Keller filedwritten reports with the Clerk to the BoardMr Keller also advised the Board that three appointments to the Community Action Boardof Directors will need to be made by June 1, 1976, as the terms of Commissioner Howard Benton, EarlMarett and Ron Reid will expire on this date Three members to this board are appointed by the Boaof County CommissionersThe Board advised Mr Keller that they would consider this at the May meeting5 Clayton Rescue Squad Request Special Tax LevyArt Mercer, representing the Clayton Rescue Squad, met with the Board of Commissionersrequesting that the County levy a special rescue tax for the Clayton Rescue Squad Mr Mercerexplained in detail the many services demanded by the public and rendered by the Clayton Rescue Squa Mr Mercer stated that the squad members could no longer possibly raise enough money to keep thisrescue service operating as a first class rescue unit without additional financial assistance, andthe only thing they consider feasible is a special tax levy so that the people can pay their fairshare for the services rendered Mr Mercer presented signed petitions factoring the special tax levyAfter a very lengthy discussion, the Board of Commissioners assured Mr Mercer that theywould consider this request very carefully and thanked him for an excellent presentation of thisrequest6 Revised Proposed Subdivision RegulationsKen Windley, County Planner, and Mr Norman Grantham, Chairman, Johnston County PlanningBoard, met with the Board of Commissioners and presented corrected copies of the proposed CountySubdivision Regulationsi180April 20, 1976 ContThe Chairman advised Mr Windley and Mr, Grantham that the Board would study thesecorrected regulations very carefully7 Written Requirements for Mobile Home OwnersCommissioner Frank B Holding moved that Kramer Jackson, County Administrator, workwith Wayne Strickland, County Code Enforcement Officer and Ken Windley, County Planner, in providingwritten requirements to mobile home owners on moving and setting up a mobile home, in order thatthe owner will be aware of the requirements in moving and setting up a mobile homeCommissioner Freddie Adams seconded the motion which was carried unanimously8 New Livestock Arena Proposed by Livestock Mutual AssociationMembers of the Johnston County Livestock Mutual Association, Mr C W Tarlton, andPhil Ricks, Livestock Agent, County Extension Service, met with the Board of Commissioners regardingthe construction of a new county livestock arena Mr Tarlton, spokesman for the group, presenteddrawings and cost estimates for the new arena It was noted that the present livestock arena hadoutlived the period of time for which it was constructed Mr Tarlton advised that Phil Ricks hadspent much time and effort on this project and had come up with an estimated cost of 133,00000The Board advised this group that this request would be taken under consideration andexpressed their appreciation for the work done on this project9 FHA GrantCommissioner Frank B Holding moved that the FHA Grant of 70,000 on the Cutler - Department of Social ServicesAfter study and review, Commissioner Frank B Holding moved that the 1976 -1977 Budget forthe Department of Social Services be approved as presented by Kramer Jackson, County Administrator,with the exception of the salary of the Social Services Attorney, and that amount for 1976 -77is to remain the same as 1975 -76 at 1260 annually Commissioner Holding further moved that theChairman be authorized to sign the Department of Social Services Budget with this correction madeCommissioner Howard Benton seconded the motion which was carried unanimously13 Fireworks Display - Benson - July 3, 1976Commissioner Howard Benton moved that the Board of Commissioners approve the requestfrom the Town of Benson for a fireworks display on July 3, 1976Commissioner Freddie Adams seconded the motion which was carried unanimously14 New Containers for County LandfillCommissioner Frank B Holding moved that Commissioner Hoyt Castleberry work with RolandHatcher, Landfill Manager, in purchasing new garbage containers up to 12 to replace damaged ones,so that the damaged ones can be picked up for repairsCommissioner Howard Benton seconded the motion which was carried unanimously15 Secondary Road # 1572Property owners on a portion of Secondary Road # 1572 petitioned the Board of Commissionerrequesting that this portion, running from secondary road # 1563 to secondary road # 1501, approxi-mately one mile, be given a new secondary road number These property owners had expressed feelings182April 20, 1976 Contto Board members that with the number of homes and traffic demands of this portion of # 1572 itmeets the criteria and should be considered for a new secondary roadCommissioner Hoyt Castleberry moved that the above request be granted and the NorthCarolina State Highway Commission be notifiedCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerHoyt Castleberry and carried unanimously, the Board adjournedEleanorNClerkNorman C Denning, Chairman
