operate, and control wastewater treatment plant and all collection,interception, and pumping facilities2B MSD to own, operate, and control wastewater treatment plant, all outlying collectionfacilities, and all joint use interception and pumping facilities Towns and WSSDto own, operate, and control their respective collection facilities2C Smithfield to own, operate, and control wastewater treatment plant and to contractwith the MSD to treat the MSDs wastewater MSD to own, operate, and control alloutlying collection facilities and all joint use interceiption, and pumping facilitieTowns and WSSD to own, operate, and control their respective collection facilitiej 116September 8, 1975 ContIntergovernmental Contracts PLAN III3A Smithfield to own, operate, and control wastewater treatment plant and to contract withj each town and WSSD to treat its wastewater Each town and WSSD to own, operate,and control its own collection facilities and its respective interception and pumpingfacilities required to transmit the wastewater to the Smithfield system Areas outsidetowns and WSSD would be sewered by these entities through annexation or throughthe creation of small separate sanitary districtsI3B Same as 3A, except sewer service for outlying areas to be provided by towns and WSSDthrough annexation or by the county3C Same as 3A, except an advisory board tobe established to annually review treatmentcosts and recommend user charges Board to be composed of representative,s from eachparticipating unit of government3D Same as 3B, except an advisory board to be established to annually review treatmentcosts and recommend user charges Board to be composed of representatives from eachparticipating unit of governmentTim Broome with Ragsdale Engineers advised the boards that the 201 Plan could not be completuntil the boards had agreed on a Plan, nor would any grant money be available until the Plan wasapproved, grants are anticipated on this facility plan from the State and Federal Governments in theamount of 87 i, leaving 12,i to be financed locally by all users The Boards discussed the sell ofgeneral obligation or revenue bonds to finance the local share Mr Ed Barnes with the LocalGovernment Commission discussed at length with the Boards the obligations of Bond issuesMr Broome further explained that the average annual cost to operate, maintain and administerthis wastewater treatment facility would be approximately 723,000 to be shared by users in thisregional area The county cost projected at 54,000All phases and alternates of the Smithfield - Selma 201 Wastewater Facilities Plan werediscussed thoroughly, however, Chairman Denning indicated that due to the absence of two of theCounty Board members Commissioner Howard Benton and Commissioner Freddie Adams he felt it the dutyof the Board of Commissioners to postpone any official action untilthese two members have theopportunity to review and discuss these plans Therefore, the Board deferred action until September16, 1975Upon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Hoyt Castland carried, the Board recessed until September 16, 1975, at 8 oclock pmEleanor NdoerkIF 7Norman C Denning, Chairman;Ilt
