DiscussionThe Board of Commissioners, Mayors,Town Officials and West Smithfield Sanitary Districtofficials, along with Ragsdale Engineers, again discussed the Smithfield -Selma 201 WastewaterFacilities Plan and its administration at lengthMayor Wallace of Smithfield stated that the towns had agreed on Administrative Plan 1 B,because they thought this Plan would be the best for all involved and felt it logical that the Countyadminister the system, with each town, West Smithfield Sanitary District and the County paying itsown pro -rata share on a cost to user basisMayor Peggy Lucas and Colonel Collings of Selma stated that Selma is desparate as it mayhave to abandon its existing wastewater plant since they are operating on a temporary permit from theState Board of HealthMayor Godwin of Pine Level, Mayor Thornton of Four Oaks, and W B Strickland of the WestSmithfield Sanitary District, stated they hope the County will agree to administer the system inaccordance with Plan 1 BAfter a lengthy discussion, Commissioner Hoyt Castleberry moved that the County of Johnstonadopt Administrative Plan 1 B as followsCounty to own, operate, and control wastewater treatment plant and all collection,interception, and pumping facilities outside town and West Smithfield Sanitary District WSSDlimits, in addition to all joint use interception and pumping facilities lying within town andWSSD limits Towns and WSSD to own, operate, and control their respective collectionfacilitiesCommissioner Castleberry further moved that the County administer this facility subject tothe North Carolina Local Government Commission approving the issuance of Revenue Bonds, and with theunderstanding that this system will be self supportingCommissioner Howard Benton seconded the motion which was carried unanimously2 Road Petition - Add to State SystemDr B B Blackman of Buies Creek and Marvin Shirley of Smithfield, met with the Boardrequesting the Boards recommendations that the State Highway Commission take over and maintain aroad leading off Secondary Road # 1343Commissioner Frank B Holding moved that the property owners submit a petition to the Clerk,and further that this petition be forwarded to the North Carolina State Department of Transportationin Wilson, North Carolina, with the Boards recommendations for consideration that the State add thisroad to the Secondary Road System for maintenanceCommissioner Freddie Adams seconded the motion which was carried unanimously3 School Budget AmendmentCommissioner Frank B Holding moved that the Board of Commissioners concur with the JohnstonCounty Board of Education to amend the General School Fund Budget in the amount of 9,89300, thesefunds to be used as support services funds for exception children instructional materials andpsychological servicesCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Appointments Hospital Board and Area Mental Health Board - DeferredThe appointments to the Johnston Memorial Hospital Board of Trustees and to the Area MentalHealth Board were deferred until the October 6, 1975, meeting118eiSeptember 16, 1975 Cont5 Mobile Radio Unit for Sheriffs DepartmentCommissioner Freddie Adams moved that the Sheriff be authorized to purchase one additionalreconditioned mobile radio unit for the Sheriffs DepartmentCommissioner Frank B Holding seconded the motion which was carried unanimously6 Neighborhood Development Lot - SelmaCommissioner Frank B Holding moved that the Town of Selma be requested, by letter, torelease the County of Johnston from all commitments on the lot locatedat the corner of Pollockand Noble Streets in Selma, this lot being the lot considered at one time for a new Civil Prepared-ness Building This request due to the change in the Civil Preparedness Program and cost ofconstruction of a new buildingCommissioner Freddie Adams seconded the motion which was carried unanimously7 Bridge - Wilders TownshipCommissioner Hoyt Castleberry moved that the County request the North Carolina StateDepartment of Transportation and Highway Safety to improve and bring up to standards the bridge,known as the Old Covered Bridge located on Secondary Road # 1700 in Wilders Township, JohnstonCounty, North Carolina, as this bridge is very dangerous and a hazard to motoristsCommissioner Frank B Holding seconded the motion which was carried unanimously8 Coastal Plains Grant to CountKramer Jackson, County Administrator, advised the Board that the Coastal Plains RegionalCommission had approved the grant application for the county maintenance project of painting thehospital and county public buildings in the amount of 64,000009 ReportsKramer Jackson, County Administrator, advised the Board of Commissioners that the OldHospital Building would be ready for the Department of Social Services to move into next weekMr Jackson also advised the Board that the Town of Smithfield will be requesting four orfive people to work at the Town CommonsMr Jackson talked with the Board regarding a twice a month pay plan for county employeesMr Jackson told the Board that he had been approached by county employees regarding this matterThe Board took no actionThe Tax Collectors Office reported good response in using the self- addressed returnenvelopes mailed along with the tax statementsMr Jackson further advised the Board of Commissioners that the Sub- Division Regulationsand Massage Parlor Ordinance will be on the October 6, 1975, agenda for considerationUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank BHolding and carried unanimously, the Board adjournedAo-Norman C Denning, ChairmanEleanor N Creec44il Clerk,r
