October 6, 1975 - Regular1 5Fit widthi120Meeting Board of Commissioners County of JohnstonOctober 6, 1975The Johnston County Board of Commissioners met in regular session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Monday, October 6, 1975, at10 oclock am, with the following members presentNorman C Denning, Chairman, Freddie-Adams, Howard Benton and Hoyt CastleberryMembers Absent Frank B Holding, Vice ChairmanCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transactedl J Mrs Sybil Champion - Clayton Medical CommitteeMrs Sybil Champion of Clayton, N C, met with the Board representing the ClaytonMedical Committee in regards to a commitment made by the Board of Commissioners to the committeeon April 2, 1974 Mrs Champion advised the Board that they do not need the second and third yearsalary supplement guarantee and would relieve the Board of Commissioners of this obligationIn respect to this commitment, the Board adopted the following resolutionWHEREAS, the Johnston County Board of Commissioners agree that the Clayton Communityneeds assistance and county financial support in recruiting doctors andWHEREAS, the County Board of Commissioners has indicated it is ready to embark upon a newmedical care policy for Johnston County;NOW, THEREFORE, BE IT RESOLVED, that the County of Johnston agrees and commits to theClayton Medical Committee, county funds up to 50,000 over a three year period, on a fifty -fiftymatching basis for construction and equipping of a medical building to be used by practicingphysicians The county further pledges funds up to 12,000 to guarantee a 36,000 gross salary fora period of one year for a practicing physician at the Clayton Medical Building2J M A Morgan - Bicentennial ReportMr M A Morgan, Chairman, Johnston County Bicentennial Committee, met with the Boardand reported the activities and planned events of the Johnston County Bicentennial Committee, suchas, Johnston County History ready by July, 1976; Micro Recreation ProjectThe Board of Commissioners received a letter from the Micro School Advisory Council inregards to who has the authority to operate the summer recreation program which was made possible byrevenue sharing funds from the County and Town funds and located on the Board of Education propertyThe Board asked Kramer Jackson, County Administrator, to acknowledge the letter advisingthat the Board of Commissioners was of the impression that agreements to take care of any situationof this nature had been resolved before these projects were started and located However, if thereis some problem, the Board of Commissioners indicated they will be willing to help in any way possibl18J Garbage Container - Central Crops Research Station - Clayton, N CRoland Hatcher, Manager, Johnston County Landfill, referred correspondence received fromMr W R Baker, Jr, Superintendent, Central Crops Research Station, Clayton, N C, to the Boardof County Commissioners for considerationMr Bakers correspondence in regards to the disposal of trash and garbage generated byresidences and research activities at the CentralCropsResearch Station Mr Baker stated they arepresently hauling trash from the Research Station to landfill-containers, which is a major problembecause of the amount of trash collected from the entire research centerMr Baker wanted to know if he could purchase a container to be placed at the researchstation in a central location and easily accessible for the county truck to serviceThe Board asked Commissioner Hoyt Castleberry and Mr Hatcher to investigate thissitua -ti_cn regarding trash and garbage disposal at the Central Crops Research StationI ?IMOOctober 6, 1975 Cont19x1 WIC Women, Infant and Children Food Supplement ProgramKramer Jackson, County Administrator, advised the Board of Commissioners that the Countyis supporting the Federal WIC Program administered by the Johnston County Health Department, asfederal funds have been delayed in Washington Mr Jackson further stated that approximately 76,000of County funds have been spent since July 1, 1975, to finance this programif Congress enacts a bill, the County will be reimbursed, if not it will have to absorbthis expenditure of this program20 I CETA Employees for Town CommonsThe Board authorized the Town of Smithfield to employ three employees through the CountyCETA Office to work on the development of the Smithfield Town Commons property along Neuse River21E Employment of County Tax Supervisor DiscussedKramer Jackson, County Administrator, talk with the Board briefly regarding the position ofCounty Tax Supervisor and applications which he had received The Board agreed to meet in ExecutiveSession, Thursday, October 9, 1975, at 730 pm, to interview an applicant recommended by MrJackson 322 Increase - Per Diem to Jurq Commission MembersCommissioner Howard Benton moved that the per diem pay for members of the Johnston CountyJury Commission be raised from 20 to 25 per day -- - - - - -- ___ - --- ---Commissioner Hoyt Castleberry seconded the motion which was carried unanimously23x1 Paul Anderson - State Highway CommissionPaul Anderson, District Engineer, talked with the Board about several roads and mattersregarding improvements of secondary road in the county24 Secondary Road # 2529The Board talked with Paul Anderson, District Engineer, State Highway Commission, and MrFrank Kornegay about the paving of Secondary Road # 2529Mr Anderson also advised the Board of Commissioners that,the Hugh Lee Road did not meetthe requirements to be added to the State Secondary Road System for maintenance, and requested thatthe Board of Commissioner rescind the order to add this road to the State Secondary Road SystemOrder # 18, Page 68, dated April 7, 1975The Board deferred action at this time on the Hugh Lee Road request as stated above25 Health System Area IV - New Public Law 93 -461Mr Lloyd Gilbert, Administrator, Johnston Memorial Hospital, and one of the Conveners,Health System Area IV, came before the Board of Commissioners and reviewed Public Law 93 -461 anddiscussed the part of the Conveners in helping implement this lawMr Gilbert, in discussing this matter, indicated that it now appears that Johnston Countywill be granted three 3 postions on the Board of Directors of the Health System Area IV MrGilbert further explained that the Johnston County Board of Commissioners needs to recommend namesto the Conveners for nominations to the Board of DirectorsAfter much discussion, the Board of Commissioners named to the Health System Area IV, Boardof Directors;
