f126Meeting of Board of Commissioner County of JohnstonOctober 21, 1975The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, N C, Tuesday, October 21, 1975, at 730 pm, withthe following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberrytIMembers Absent NoneyCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transactedY 1 Johnston County Overall Economic Development ProgramKramer Jackson, County Administrator, presented to the Board of County Commissioners theup -dated Overall Economic Development Program for Johnston County Mr Jackson briefly reviewedthis program and advised the Board that it was necessary to up -date and revise this plan in orderfor Johnston County to be considered for EDA Federal Grants for economic developmentThe Board highly commended Mr Jackson for an excellent job on the revision of the OverallEconomic Development Program and Commissioner Howard Benton moved that the County Administrator,County Planner and the Johnston County Planning Board be officially delegated the authority forup- dating the Overall Economic Development Plan for Johnston County Commissioner Benton furthermoved that the Commissioners adopt the up -dated Overall Economic Development ProgramCommissioner Hoyt Castleberry seconded the motion which was carried unanimously2 Board Appoints County Industrial CoordinatorKramer Jackson, County Administrator, asked the Board of Commissioners for consideration ofappointing an industrial Coordinator for the County so that industrial developers will know who tocontact in this respectAfter discussion, Commissioner Hoyt Castleberry moved that Commissioner Frank B Holding bedesignated as the countys Industrial CoordinatorCommissioner Freddie Adams seconded the motion which was carried unanimously3 Engineers to Proceed with Cutler- Hammer Water Line PlansTom Moore, Ragsdale Engineers, met with the Board and requested permission to proceed withplans to extend a water line from Smithfield to the new plant site of Cutler- Hammer Inc off highway70 east of SmithfieldAfter discussion, Commissioner Howard Benton moved that Ragsdale Engineers be authorized toproceed with the plans for the Cutler - Hammer waterline extension from Smithfield to the new plantsite on highway 70 east of SmithfieldCommissioner Freddie Adams seconded the motion which was carried unanimously4 County Soil Survey -_Office Space for Soil ScientistCommissioner Frank BHolding moved that the County owned trailer, now parked at the landfill,be moved onto county owned property near the Agriculture Building Smithfield to provide temporaryoffice space for a Soil Scientist employed to complete a comprehensive soil study of the County5 School Census Cards - Moved to Register of Deeds OfficeKramer Jackson, County Administrator, advised the Board of Commissioners of the followingaction taken by the Johnston County Board of Education and asked the Board of Commissionersconcurrence;Mr Wade H Stephenson moved that the Johnston County school census cards filed in foursteel cabinets contained in 35 drawers be transferred to the Register of Deeds office of JohnstonCounty at Smithfield, N CFurther moved that the Register of Deeds shall become custodian of these records and authoritis hereby granted to the Register of Deeds, his Assistant or Deputy, to issue certified certificatesof such records, and use in any manner that will meet the needs of the general public; subject,however, to legislation passed by the North Carolina General Assembly relating to these recordsMr R Sherwood Parker seconded the motion and unanimously adoptedECommissioner Frank B Holding moved that the Board of Commissioners concur in the aboveactionCommissioner Freddie Adams seconded the motion which was carried unanimouslyOctober 21, 1975 Cont6 County Real Estate by Tax ForeclosuresKramer Jackson, County Administrator, furnished the Board of Commissioners with a list ofCounty owned property of approximately 622 acres acquired by tax foreclosures Mr Jackson pointedout that he feels that the county should make some clear determination of ownership so that thisproperty could be sold and put back on the tax books to bring in revenueThe Board asked Mr Jackson to work with the County Attorney and Harper Godwin, Tax Collectorto locate the properties and determine if the county is owner7 Dr Pomerans Request Leave of AbsenceKramer Jackson, County Administrator, advised the Board of Commissioners that Dr Pomerans,Director, Johnston County Health Department, is requesting a six 6 month leave of absence withpay to attend school in Miami, Florida, to study for acquiring a physicians license to practicemedicine in North CarolinaChairman Denning, member of the Johnston County Health Board, advised that the Health Boardhad not taken any action on Dr Pomerans request and felt they should before the Board of CountyCommissioners consider this request, therefore, action was deferred at this time8 Title XX Department of Social Services ContractsKramer Jackson, County Administrator, advised the Board that federal funds classified asTitle XX will be available to counties through the Department of Social Services to contract serviceof other agencies to provide a variety of social services Mr Jackson further advised the Boardthat they must name a person county official to sign these contractsCommissioner Frank B Holding moved that Kramer Jackson, County Administrator, be designatedas the county official to sign the Title XX Contracts, and further moved that Mr Jackson keep theBoard informed as to what contracts the county enters into with other agenciesCommissioner Freddie Adams seconded the motion which was carried unanimously9 Department of Social Services Host State District MeetingThe Johnston County Department of Social Services will host a State District Meeting onNovember 5, 1975, at the Sheraton Inn, Selma, N C, and the department asked a member of the Boardof Commissioners to extend the WelcomeThe Board asked Commissioner Howard Benton since he is on the Social Services Board toextend this Welcome at the District Meeting, however, in the event Commissioner Benton can not goKramer Jackson, County Administrator, is to attend10 j Appointments - Hospital Board of TrusteesThe Board of Commissioners again discussed the appointment of members of the Johaston MemorLHospital Board of Trustees, however, deferred action until November 3, 1975Chairman Denning reminded the Board that these vacancies needed to be filled and asked theCommissioners to be prepared to do so at the next meetingllj Appointment - Mental Health Area BoardCommissioner Frank B Holding moved that Commissioner Freddie Adams be reappointed to theJohnston County Mental Health Area BoardCommissioner Howard Benton seconded the motion which was carried unanimously12 House Bill 2055 - Juvenile Detention ServicesKramer Jackson, County Administrator, advised the Board of House Bill 2055 regardingJuvenile Detention Services13 Massage Parlor Ordinance AdoptedCommissioner Frank B Holding moved that an ordinance Licensing and Regulating MassageBusinesses for the County of Johnston be adopted by the Johnston County Board of Commissioners,pursuant and under the authority of North Carolina General Statute 153 -A -45, this ordinance to beeffective October 22, 1975This Ordinance officially recorded in the County Ordinance Book, # 1, page 19 through-29Commissioner Howard Benton seconded the motion which was carried unanimously14 Sub - Division Regulations DiscussedThe Board again discussed the Sub - Division Regulations for Johnston County with members ofthe Johnston County Planning Board, however, deferred any action at this time and asked that thePlanning Board and County Planner met with the Board on November 3, 1975, for further discussionfi128October 21, 1975 Cont15 Board of Elections RequestKramer Jackson, County Administrator, advised the Board that the Board of Elections hadrequested that they be allowed to send four men to school in Jamestown, New York, to learn how tomaintain the county voting machinesThe Board discussed this matter and asked Mr Jackson to determine who the men were and thecost of the trip and report back to the Boardj16 Letter from NAACPKramer Jackson, County Administrator, informed the Board that he had received a letter fromFrank Penny, President, NAACP, requesting information on county employees such as salaries and etc17 Mobile Home Ordinance Page 4 and 5Kramer Jackson, County Administrator, talked with the Board regarding a change which he feltnecessary in the Mobile Home and Mobile Home Park Ordinance, under Article VI, Section A, Certificateof Compliance RequiredMr Jackson reviewed the change with the Board, however, the Commissioners asked Mr Jacksonto talk with the County Attorney and the County Planning Board for their recommendations on thischange18 Cushions for Juror Benches - Superior CourtroomCommissioner Hoyt Castleberry asked the Board to consider putting cushions on the benchesin the Superior Courtroom where the jurors are required to sit while waiting to serve on jury dutyAfter discussion, Commissioner Frank B Holding moved that Mr Jackson and CommissionerHoyt Castleberry be authorized to purchase cushions for benches used by jurors in the Superior Court -room of the Johnston County CourthouseCommissioner Freddie Adams seconded the motion which was carried unanimously19 Administration of County 4 -D ProgramCommissioner Howard Benton moved that Andy Holland, Attorney, be designated to coordinatethe new 4 -D Program Child Support Act H -1105 G S 110A to provide for financial support ofdependent children in Johnston County until March 1, 1976 Commissioner Benton further moved thatthe social worker for the new program be placed in an office at the Department of Social ServicesCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried unanimously, the Board adjournedNorman C Denning, Chairmaneanor N ereeVh, ClerkI V
