North Johnston Panther ClubDoug Parnell and Percell Holland met with the Board representing the North Johnston PantherClub requesting that the Board of Commissioners consider three recreation grant applications in the_priority listed submitted by this clubThe Board advised Mr Parnell and Mr Holland that these applications would be favorablyconsidered along with the other recreation grant applications4 Brogden School BuildingKramer Jackson, County Administrator, advised the Board of Commissioners that a contractorhad inquired about tearing down the abandoned school building at BrogdenThe Board agreed that this building needs to be torn down as it is in very poor condition,however, advised Mr Jackson that it is owned by an individual and he would need to negotiate withthe owner5 Report - Water Line ProgressKramer Jackson, County Administrator, reported to the Board that the Smithfield - WilsonsMills Junior High School Water Line had been inspected and the Four Oaks Water Line was about 60complete6 Citizen To Use Superior CourtroomKramer Jackson, County Administrator, advised the Board that Peter Gaddo had inquiredabout using the Superior Courtroom on November 11, 1975, for a Drug Abuse Program The Boarddiscussed this matter and instructed Mr Jackson to allow Mr Gaddo use of the Courtroom with theunderstanding of careful supervision of this property7 Welfare Fraud CasesThe Department of Social Services reported and turned over to the Board several WelfareFraud Cases The Board discussed these cases briefly and turned them over to Commissioner HowardBenton for investigationThe Board also discussed the appointment of an Acting Director at the Department of SocialServices to serve until a new director is appointed8 County Owned PropertyKramer Jackson, County Administrator, presented to the Board of Commissioners a list ofCounty owned real property The Board asked Mr Jackson to have Earl Bradley, County Appraiser,check the titles of some of this rural property to ascertain if the county is still owner of certaintracts9 Secondary Road # 1109iMr Norman Johnson of Meadow Township appeared before the Board regarding Secondary Road# 1109 The Board discussed the condition and priority of said roadCommissioner Howard Benton moved that the Board of County Commissioners request the NorthCarolina State Department of Transportation, Highway Division, to re- evaluate Secondary Road # 1109Meadow Township to determine the possibility of a raise in priority numberCommissioner Frank B Holding seconded the motion which was carried unanimously10 Park Area - Planning Ken WindleyKen Windley, County Planner, talked with the Board on Criteria for Census Tract, CensusTract Benefits and User of Census Tract DataMr Windley also advised the Board that after January 1, 1976, FHA and Federal Land Bankswill not make loans for flood prone areas because Johnston County has not complied with federalregulations for federal flood insuranceAfter discussion, the Board of Commissioners instructed Mr Jackson and Mr Windley todetermine what information the lending agencies will need in order to make loans in the floodprone areas14 Board of Elections - Men to New York for TraininqtoKramer Jackson, County Administrator, again talked the Board regarding this request fromthe Board of Elections to send four men to Jamestown, New York, for training on new procedures ofsetting up and maintaining voting machinesThe Board agreed to approve this request and agreed to pay this expenditure from the regularBoard of Elections budget and if this budget should over expend because of this item, the Board willmake the necessary budget amendment in due time15 Leave of Absence Granted - Dr Mark Pomerans, Director - Health DepartmentAs requested, Chairman Norman C Denning reported that the Board of Health had agreed andwas recommending that Dr Mark Pomerans be granted a six month Leave of Absence without paybeginning January 1, 1976After discussion, Commissioner Howard Benton moved that the Board of Commissioners grantDr Mark Pomerans, Director, Johnston County Health Department, a six month Leave of Absence fromemployment with the County of Johnston without pay beginning January 1, 1976Commissioner Hoyt Castleberry seconded the motion which was carried unanimouslyIk 1 pppkjMNovember 3, 1975 Cont16 Selma Public LibraryKramer Jackson, County Administrator, advised the Board that he had received a letter andresolution from the Town of Selma requesting that the County of Johnston incorporate the SelmaPublic Library into the County Library SystemThe Board of Commissioners discussed this matter at length and agreed that the County ofJohnston is not willing nor consider it feasible to incorporate the Selma Public Library into theJohnston County Library System at this time The Board of Commissioners noted that they had previoucommitted funds to help finance the construction of a new library building in Selma The Board alsofeels they are only responsible to render bookmobile services and declined any interest to considerthis resolution any further at this time17 Position Reclassification - Soil Conservation ServiceAfter discussion and upon the recommendation of the Johnston Soil Conservation Board ofSupervisors, the Board of Commissioners approved the reclassification of the,Secretary position atthe Soil Conservation Office from Grade 52, Step 2 to Grade 54, Step 2, effective November 1, 197518 Discussion - Sub- Division RegulationsMr N B Grantham, Chairman, M A Morgan, R L Holt, William Sugg, members of the JohnstonCounty Planning Board, along with Ken Windley, Planner, met with the Board of Commissioners and againdiscussed the proposed Sub - Division Regulations for Johnston CountyThe Commissioners discussed with the Planning Board the curb and gutter regulation and theeffect these regulations would have on the cost of building a new home In the discussion thePlanning Board emphasized that the curb and gutter regulation would benefit the property owner inthe long runAfter further discussion, the Board of Commissioners took no official action on these Sub -Division Regulations and agreed to schedule a Public Hearing on December 1, 1975, at 10 oclock a min the Commissioners Room of the Johnston County Courthouse, Smithfield, North Carolina19 Discussion - Miscellaneous Items of BusinessThe Board discussed briefly; cushions for benches in the Superior Courtroom, fabric, color,etc, with Vicki Berkau, Home Economic Extension AgentMobile Home owners in North Carolina receive ten percent 10 discount on insurance on mobilehome if tied downRoad not on Secondary Road System, maintenance complaint Jo Ann GrimesComplaint regarding charge of 75 for ambulance service by the Kenly Rescue Squad andAmbulance Service from Mr Henry Pollack20 , All Funds of Special School Tax Levy Collected to SchoolsThe Board of Commissioners again discussed the 1750 cents Special School Tax Levy and thecollection of this levy over and above the 90 estimated collection ratioThe Commissioners indicated that it seems the county school principals are concerned andconfused as to the amount of tax money the individual school will receive under the new single levysystem The principals have indicated their schools budgets have been cut from the amount receivedlast yearThe Board of Education and the school principals have requested that the Board of Commissionersappropriate all tax revenues collected should the rate exceed the 90 percentAfter discussion, the Board instructed Kramer Jackson, County Administrator, to write a letterto Mr Simpson, Superintendent of Schools, with copies to each Board of Education member, each schoolprincipal, member of the Board of County Commissioners and to the news media, stating that to clearup any confusion regarding the 1750 cents special school tax levy, the county schools may expectto receive 1750 cents of all current and back taxes ad valorem taxes collected during the 1975 -76fiscal yearThe Board further indicated that the proper budget amendment would be made at the appropriatetime, if and when the collection rate exceeds 90 collection to insure the schools the full 1750cent levyThe Board of Commissioners agreed that this letter should clear any confusion on this matter? 134November 3, 1975 Cont21 Appointment -
