November 18, 1975 - Recessed1 4Fit width134November 18, 1975The Johnston County Board of Commissioners, Norman C Denning, Chairman, Frank BHolding, Vice Chairman, Freddie Adams, Howard Benton and Hoyt Castleberry, met in ExecutiveSession in the Administrators Office of the Johnston County Courthouse, Smithfield, North Carolina,on November 18, 1975, at 730 pm, to interview an applicant for the position of Johnston CountyTax SupervisorThe Chairman adjourned Executive Session at 8 oclock pm and went into special opensessionThe Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, November 18, 1975,at 8 oclock pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, HowardBenton, Hoyt CastleberryMembers Absent NoneCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transacted1 Resignation -W G Massey- Register of DeedsW G Massey, Register of Deeds with the County of Johnston for the past thirty -nineyears met with the Board of Commissioners and submitted his letter of resignation effective December15, 1975Chairman Norman C Denning stated that I dont think Johnston County has had an employeeelected or appointed, whos done a better job than you -- haveCommissioner Howard Benton remarked, There is not a more dedicated person in my memorythan Bill Massey, he has rendered good and faithful service to thei people of Johnston County andthe people appreciate Bill Massey It saddens me to have to consider his resignationCommissioner Hoyt Castleberry Bill Massey has been daddy to alot of people for a longtime, Johnston County has not had a better employee than Bill Massey, the County can get anotherRegister of Deeds, but cant replace Bill MasseyCommissioner Freddie Adams Mr Bill has helped me many times and has done alot for allthe people of Johnston County, he has looked after the people who worked for him, we all will missyouCommissioner Frank B Holding I hate like the dickens to see you do this, but I respectit, and Mr Chairman I would like to read his letter Commissioner Holding continues with MrMasseys letter of resignation as followsNovember 18, 1975 ContNovember 17, 1975Board of County CommissionersCourthouseSmithfield, North Carolina 27577GentlemenI hereby tender my resignation as Register of Deeds forJohnston County effective December 15, 1975it has been a hard decision to make, but I feel that dueto my state of health, it is difficult for me to perform theduties and responsibilities of the office to the best interestof the County and to the satisfaction of myselfWhatever few trials I have encountered while serving asRegister of Deeds dissolve completely when I think of the manypleasures derived from working with my employees, past andpresent; serving as clerk to dedicated members of Boards ofCounty Commissioners from 1936 to 1966; my association withelected and appointed officials and personnel of the County;and the many contacts and friendships among the dear people ofthis County and surrounding areasI shall always cherish and remember the confidence andtrust imposed in me by the citizens of Johnston County, andthough I have not traveled far and wide in my thirty -nine yearstenure of office, I hope that my record justifies me in sayingthat I have traveled well and close to the people of thisgreat CountySincerely,W G MasseyAfter Commissioner Holding read Mr Massey`s letter, he moved to accept his resignationeffective December 15, 1975, with much regretCommissioner Freddie Adams seconded the motion which was carried unanimously2 Amendments - Mobile Home and Mobile Home Park OrdinanceKen Windley, County Planner, advised the Board of Commissioners that the Johnston CountyPlanning Board had agreed on two amendments to the Mobile Home and Mobile Home Park Ordinance MrWindley reviewed these changes with the Board of CommissionersAfter discussion, Commissioner Howard Benton moved that Article VI, Section A, Page 5 beamended to read as followsSection A - Certificate of Compliance RequiredWhen a home is sited within Johnston County for the first time, or when a mobilehome is moved from one site to another in Johnston County, the mobile home owner shall obtain acertificate or compliance from the designated Enforcement Officers These enforcement officersshall include a sanitarian from the local health department, the County Electrical Inspector and thedesignated enforcement officerCommissioner Hoyt Castleberry seconded the motion which was carried by the followingvoteAye Commissioner Hoyt Castleberry, Commissioner Howard Benton, Commissioner Frank BHoldingNay Commissioner Freddie AdamsCommissioner Frank B Holding moved that Article IX, Section B, Variances, Page 18 beamended to read as followsSection B - Special ExceptionsWhere strict adherence to the provisions of this Ordinance would cause an unneces-sary hardship of topographical or other conditions peculiar to the site, the Johnston County PlanningBoard may authorize a special exception, if such special exception can be made without destroyingthe intent of the Ordinance Any special exception shall be entered in the Minutes of the PlanningBoard and the reasoning on which the departure was justified shall be set forth136November 18, 1975 ContCommissioner Howard Benton seconded the motion which was carried by the following voteAye Howard Benton, Frank B Holding, Hoyt CastleberryNay Freddie Adams3 Child Support Act 4 -D Program q, IAndy Holland, Attorney designated by the Board of County Commissioners as agent for thenew federal 4 -D Child Support Program appeared before the Board and advised that he had already rreceived about 150 inquiries about the program Mr`Holland discussed the program in detail and ex-plained further that the intended effort is to reduce the number of dependent children on the publicwelfare roll Mr Holland emhasized that maybe the supervision should eventually be placed under theDepartment of Social Services The Board discussed this possibility, however, took no official actionat this time, indicating it would be best to wait until the new County Director of Social Servicesis employedIIThe Board authorized Mr Jackson and Mr Holland to go ahead and employ a qualified socialworker to work with the new program4 Hospital TrusteeValma Goff, Lucille Edwards, Louise Hinton, Mary Starling, and Lillie Worley from BoonHill Township appeared before the Board recommending the appointment of Robert Long of Princeton tothe Johnston Memorial Hospital Board of TrusteesAfter discussion of this appointment, Commissioner Freddie Adams moved that Mr L JWorthington of Princeton be appointed to the Johnston Memorial Hospital Board of TrusteesCommissioner Frank B Holding seconded the -
