1 2Fit widthMay 7, 1975The Johnston County Board of Commissioners met in special session Wednesday, May 7, 1975,in the Commissioners Room of the Johnston County Courthouse, Smithfield, North Carolina at 8 oclockP m, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneChairman Norman C Denning called the meeting to order and Commissioner Freddie Adams openedthe meeting with prayerThe following business was transacted1 Smithfield to Four Oaks Water LineTom Moore, Engineer, Ragsdale Engineers, reported to the Board that he had talked withLivingston Jones, Supervisor, Water Supply Grants Unit, North Carolina Department of Human Resources,Health Division, and Mr Jones had advised that the grant money would be available if the line fromSmithfield to Four Oaks was constructed in stages, however it was not their recommendations toconstruct a line in different stagesMr Moore further stated that Mr Jones had stated that reimbursements could be made on thethe amount of work completed upon request with the proper documents Mr Moore recommended that thisBoard go ahead and take bids on the entire project in three stages of construction 1 water line toCorinth Church, 701 crosses Seaboard Railroad, just beyond Holt Lake, 2 Water line from Holt Lakeinto Four Oaks and 3 pumping station located at half way point These bids with the understandingthat the County of Johnston reserves the right to award any stage or stages or entire jobAfter a lengthy discussion, Commissioner Freddie Adams moved that Ragsdale Engineers beauthorized to advertise for bids on a 16 water main from Smithfield to Four Oaks, advertised in threestages of construction; 1 a 16 water main from Smithfield to Corinth Church, just beyong Holt Lake701 crosses Seaboard RR, 2 16 water main from that point into Four Oaks, and 3 pumping stationas recommended by Ragsdale Engineers, bids to be opened Jul , 1975, at 200 pmEDTCommissioner Howard Benton seconded the motion which was carried unanimously2 Presentation of 201 Wastewater Collection and Treatment Study for Smithfield, Selma, Four OaksPine Level, West Smithfield Sanitary District and Outlying AreaTom Moore, Tim Broome and Frank Stephenson of Ragsdale Engineers met with the Board of CountyCommissioners and presented outlined alternative plans for the treatment of wastewater in theSmithfield - Selma Study Area which includes Four Oaks, Pine Level, West Smithfield Sanitary Districtand Outlying Areas for the next twenty yearsMr Moore advised the Board that Ragsdale Engineers had been employed by all 201 Lead Agenciesto do this study and the purpose was to make a detail study of providing a wastewater collection andtreatment system to serve Johnston County for the next twenty years, and further that this plan couldnot be implemented without some participation from the county, and a plan has to be adopted with allgovernmental agencies agreeing in order to qualify for grant moniesRagsdale Engineers presented and explained five 5 Alternative PlansA Plan I - Collect and treat entire 201 Wastewater Area at SmithfieldB Plan II - Each municiaplity and its surrounding area treat its own wastewaterC Plan III - Treat wastewater in two facilities; Selma treating its own and each municipalitin this 201 area going to Smithfield, with the exception of SelmaD Plan IV - Pine Level going to Selma, Smithfield take remaining 201 Wastewater areaE Plan V - Divide Study Area geographically; Selma treat Pine Level and Wilsons Mills, andSmithfield take remaining 201 Wastewater areaEngineers explained the mechanics and cost of these plans in detail to the Board of CommissionersMayors and Town Officials; Mayor Jack Holt, Selma, with Colonel Collings, Town Manager, Tom Medlin,Smithfield, Mayor Gordon L Godwin, Pine Level, Mayor Theodore Thornton, Four Oaks and Dr StrattonR Story, West Smithfield Sanitary DistrictTim Broome explained that the municipalities and the county needs to agree on a plan and hefurther respectfully requested the Board of Commissioners to reach an early decision on one of thesefive plansAfter much discussion, questions and answers, the Board of County Commissioners advised thatthey would not attempt to make a decision until all municipalities and areas involved had agreed andfavored a plansoMay 7, 1975 ContAfter further discussion, Commissioner Frank B Holding moved that all towns and areasinvolved be requested to furnish Kramer Jackson, County Administrator, a copy of their Boards actionof which 201 Plan they favor by May 20, 1975, in order that the Board of Commissioners may come toa decisionCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon a motion by Commissioner Frank BHolding, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board recessed to meet again Tuesday, May 20, 1975, at 730 pmNorman C Denning, ChairmanEleanor N Cree Clerk
