Planning BoardN B Grantham, Chairman, Johnston County Planning Board, and Ken Windley, County Planner,met with the Board and discussed projects the county agreed to work on to full fill the contract withthe State Department of Human Resources; 1 Base Map of Johnston County, 2 Land Use Survey andLand Development Plan Sketch, and 3 Sub - Division Regulations, and 4 any other assistance that thePlanning Board or Planning Office might be-to the Board of County CommissionersThe Board, Mr Grantham and Mr Windley discussed these projects at length, especially theSoil Survey Mr Grantham explained that the Soil Survey could be done through the Johnston CountyExtension Service, with the assistance of the Soil Consevation Service, the North Carolina ExtensionService and North Carolina State University Mr Grantham advised the Board that the governmentagencies are stressing the value and importance of Soil Surveys more and more for future land useplanning72May 5, 1975 ContinuedC W Tarlton, Extension Chairman, being present talked with the Board regarding the soilsurvey through the County Extension Service, and explained, after talking with Dr Jones of the SoilDepartment, North Carolina State University, that a man could be assigned to the County ExtensionService Office full -time for about 15,000 a year, and this survey would probably take about five orsix years, and of course additional people assigned would shorten the time period for the surveyMr Tarlton explained that these people are available on a priority basis and the soil department ofState University would like for Johnston County to have a soil survey madeMr Tarlton also explained that this work has been transferred to the Extension Service Offibecause of a federal freeze on SCS personal and that this department can acquaint the public as tothe value of land use planningAfter a discussion, the Board of County Commissioners was very reluctant about the implement-ation of this project Mobile Home Park OrdinanceWayne Strickland, County Code Enforcement Officer, reported that he had not had any majorproblems enforcing the Mobile Home and Mobile Home Park Ordinance, only one or two persons hadindicated that they would not tie down their mobile homes Everything seemed to be working out realwellAction - Board of DirectorsPaul Keller, Executive Director, Johnston Lee Community Action, inquired of the Board, ifit would like to appoint a member of the Board of County Commissioners to serve on the Johnston LeeCommunity Action Board of DirectorsMr Keller explained that Johnston County had 11 appointments and Lee County had 7 appoint-ments, comprising an 18 member board of one 1 year terms, with representatives from Board ofCommissioners, Department of Social Services, Mental Health and Johnston Technical InstituteThe Board made no decision on this appointment at this timeThe following reports were filed with the BoardRubert C Barbour Dog WardenBobby Corbett Electrical InspectorL P Creech Veterans Service OfficerHarper Godwin Tax CollectorArthur Goetz Director - LibraryCounty Tax Foreclosures DiscussedThe Board discussed at length with the Tax Collector the procedures for county tax fore-closures Cornelius Alton Allen, Four Oaks - property purchased from Russell Avery McLamb in 1973Discussion of foreclosure suit started on 1973 taxes on this property - no official actionThe County Commissioners had received numerous complaints regarding tax foreclosure pro -cedings and the cost placed on 1973 property taxes that had gone into forclosure processThe Board asked the Tax Collector to communicate with the property owner stating that a taxsuit will be filed, if taxes are not paid, and then make a personal contact before starting a fore-closure suit on current years taxes, and further to work on the oldest years taxes due, beforethe more current taxes The Board also instructed the Tax Collector to accept partial payments atanytime if a person wished to make an effort to pay part of their taxes due The Tax Collectorstated that he could not accept a partial payment after foreclosure proceedings are startedRoad Petition - Amending the Triangle J Council of Governments Charter Resolution - AdoptedCommissioner Frank B Holding moved that the following resolution be adoptedRESOLUTIONBE IT RESOLVED by the Board of Commissioners of the County of Johnston that the CharterResolution of the Triangle JCouncil of Government is hereby amended as follows1 Article VI Representation is rewritten as follows1 Each member governmental unit shall be entitled to a delegation of two persons, oneprimary delegate and one alternate delegate Each delegate shall be an electedmember of the governing body of the member governmental unit he represents Eachdelegate, both primary and alternate, shall be selected by name by the governingbody of the member unit in any manner consistent with law and the regulationsconcerning the governing body, and his name shall be certified to the Council by thegoverning body2 Each primary delegate shall have primary responsibility for representing his membergovernmental unit at all Council meetings and actions In the event of the inabilityof the primary delegate to attend or other wise participate in a Council meeting oraction, the alternate delegate shall exercise his responsibility of representing hismember governmental unit at the appropriate meeting or action Only one delegate mayrepresent a member governmental unit at any meeting; provided, however, that bothprimary and alternate delegates may attend any regular or called meeting and mayparticipate in any discussion or debate3 The term of office of each primary delegate and each alternate shall commence upon tdate of his appointment to the Council by the governing body of the member governmenunit he represents; and the term shall continue at the pleasure of the governing boaunless the delegate shall sooner resign or cease to be an elected member of saidgoverning board, in which case his term shall expire on the effective date of sucheventCommissioner Howard Benton seconded the motion which was carried unanimouslyit was called to the Boards attention that an alternate delegate would have to be appointed,the Chairman stated that this appointment would be made at a later timeUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Frank BHoldingand carried unanimously, the Board recessed until Wednesday, May 7, 1975, at 8 oclock pm{Norman C Denning, Chairman~Eleanor N Creech, Clerk
