Search in documentMy WebLinkMay 27, 1975 - Recessed121 2Fit widthofMay 27, 1975NMIlk,7The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, at 8 oclock pm, Tuesday, May 27,1975, with the following members presentNorman C Denning Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneChairman Denning called the meeting to order and the following business was transacted1 Budcret Work SessionKramer Jackson, County Administrator, explained that this years budget is prepared andpresented based on the same tax rate as last year 0093, and further that there is a very limitedamount of reserve to work with in this years 1975 -1976 budgetThe Board of Commissioners reviewed, discussed and studied the first twenty -seven 27 pagesof the 1975 -1976 annual budget, which included; General Fund Revenues; expenditure requests of;Governing Body, Administration, Elections, Finance, Tax Listing, Tax Collections, Legal, Courts,Register of Deeds, Planning, Electrical Inspector, Courthouse andGrounds and Annex BuildingsThe Board took no official action on the budget at this time2 Discussion - Mental Health AuthorityThe Board briefly discussed the Mental Health Clinic as a Public Authority and that it haselected to maintain its own financial records next year Commissioner Freddie Adams commented thatthe County will be better off with the Mental Health Authority maintaining its own accounting records ,because of the percentage of federal funding received by the Mental Health Clinic and the proceduresin which they have to report revenues and expenditures3 Dues - North Carolina Association of County Commissioners, National Association of Countiesand Institute of GovernmentThe Board discussed the 1975 -1976 membership dues for the North Carolina Association of CountyCommissioners, National Association of Counties and Institute of GovernmentCommissioner Hoyt Castleberry moved that the 1975 -1976 annual membership dues to the NorthCarolina Association of County Commissioners, National Association of Counties and Institute ofGovernment be approved and budgeted for the fiscal year 1975 -1976€ Commissioner Howard Benton seconded the motion which was carried unanimously4 Tax Listing Proposed by Mail for 1976The Board of Commissioners and Kramer Jackson, County Administrator, discussed the method oflisting real and personal property for taxation by mail Mr Jackson stated that this system seemedto be a much simplier and should prove to be a fairer method than the system now usedMr Jackson also explained that the taxpayer would have to verify that the appraised valuesof his house, motor vehicles and farm equipment, etc, are correct and further a taxpayer owning hisown home may elect and assume that the value of his personal property is ten percent 10 of theappraised value of his house A renting taxpayer may designate an amount equal to 10 times his monthlrent as the value of his personal property If a taxpayer should not elect to use this method thecounty tax appraiser would have to appraise his personal propertyMr Jackson further advised that the 1976 tax listings will be compared to the 1975 taxlistings to determine if there is a large variationAfter much discussion, Commissioner Frank B Holding moved that Kramer Jackson, CountyAdministrator, be authorized to proceed with plans for the mailing of tax abstracts for the listingof real and personal property for the 1976 tax yearCommissioner Freddie Adams seconded the motion which was carried unanimously5 Courthouse Repairs - ElectricalCommissioner Frank B Holding moved that Commissioner Howard Benton and Kramer Jackson, CountyAdministrator, talk with Robert Beasley, Electrician, and bring the Board of Commissioners up to dateon the electrical repairs that have been done in the Courthouse, and what if any, remain to be doneCommissioner Hoyt Castleberry seconded the motion which was carried6 Clock for Commissioners RoomThe Board of Commissioners asked Kramer Jackson, County Administrator, to install a clock inthe County Commissioners Room84May 27, 1975 Cont7 County Janitorial SuppliesThe Board discussed the possibility of placing the responsibility of purchasing and thedistribution of all janitorial supplies under the supervision of Buck McLamb, Maintenance SupervisorUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank B Hotand carried unanimously, the Board adjournedEleanor N Creech, Clerk
