Johnston CountyMr N B Grantham, Chairman, Johnston County Planning Board introduced to the Board MrJohn Scott, Wake County Planner, and Mr Robert Kirby, Soil Scientist assigned to Wake County fromthe Department of ConservationMr Scott talked with the Board about Land Use Planning, a Comprehensive Plan of LandUse, Transportation and Public Facilities and the purposes for a Comprehensive Plan and what it isdesigned to accomplish such asLessen CongestionSecure SafetyPromote Health and General WelfareProvide light and airProvide overcrowding of landAvoid undue concentration of populationFacilitate location of transportation, water, sewerage, schools, parks and etcLocate land uses in the best placesConserve the value of buildingBring about most appropriate use of landProvide for orderly growth of municipalitiesMr Robert Kirby, Soil Scientist, Department of Conservation, talked with the Boardregarding a county soil survey, the advantages and technical details of having a soil survey in acountyWilson Broadwell, Director - Office of Emergency PreparednessWilson Broadwell advised the Board of Commissioners that he had to vacate the buildingwhich he presently occupies by July 1, 1975, he also advised the Board that he needs a building witha good cement floor for the heavy emergency hospital equipment which his office storesMr Broadwell further discussed with the Board the status or plans for a new EmergencyPreparedness Building, whether it is planned in the near future next fiscal year or if he needsto seek long term or short term quarters Mr Broadwell explained that it is imperative that hefind out immediately as he has only about thirty 30 days to moveThe Board - authorized Chairman Norman C Denning to work with Mr Broadwell to resolve thisproblem, and was advised if he should find suitable quarters to contact Chairman DenningHowever, the Board also advised that they would try to have a decision for Mr Broadwellby first Monday in June on whether or nor he should seek long term or short term for new quartersr Il aiVMay 20, 1975 Cont4 Juvenile Detention HomeMrs Irene Talton of Smithfield talked with the Board regarding facilities other than theCounty Jail to take care of juvenile offenders Mrs Talton related that Johnston County needs aDetention Home or some facility for juveniles so that they will not have to be mixed with otheradult offendersThe Board explained to Mrs Talton that Johnston County is planning renovation of its countyjail with plans for a separate section for juveniles and women, so that they will not be exposed toother inmatesAfter discussion, the Board asked Kramer Jackson, County Administrator, to check with anothercounty regarding the possibility of arrangements for juveniles that are to be confined for a periodlonger than overnight on a contract basis, until such time as Johnston County can take care of itsown juveniles5 Johnston - Lee Community Action, Inc - Board of DirectorsPaul Keller, Executive Director, Johnston Lee Community Action, Inc, submitted recommendatito the Board of Commissioners for appointments to the Johnston Lee Community Action, Inc, Board ofDirectorsAfter discussion, Commissioner Hoyt Castleberry moved that Howard Benton, Johnston CountyCommissioner, G Earl Marett, Johnston County Mental Health Center, and Ron Reid, Johnston TechnicalInstitute, be appointed to the Johnston Lee Community Action, Inc, Board of Directors for a termof one 1 year effective June 1, 1975Commissioner Frank B Holding seconded the motion which was carried unanimously6 Work Crew - Johnston Lee Community Action, IncCommissioner Howard Benton moved that the County of Johnston provide Johnston Lee CommunityAction, Incorporated, with a three man work crew financed by the Department of Labor Manpower Fundsbeginning July 1, 1975, for repairs and renovation of homes of low income people to provideimplementation of Community Actions proposed contract with Low Income Housing Development Corporationand that this agency be required to furnish the Board of Commissioners with a quarterly report assubmitted to the Low Income Housing Development Corporation of Durham, North CarolinaCommissioner Benton further moved that this action be contingent upon funding from ManpowerCommissioner Frank B Holding seconded the motion which was carried unanimously7 201 Wastewater Collection and Treatment Study - Board of Commissioners Favor Plan IAfter further discussion of the 201 Wastewater Collection and Treatment Study and responsefrom Smithfield, Selma, Four Oaks, Pine Level and West Smithfield Sanitary District favoring Plan I,g Commissioner Frank B Holding moved that the Board of County Commissioners favor Plan I in accordancei with the Town BoardsCommissioner Freddie Adams seconded the motion which was carried unanimously8 Smithfield to Four Oaks Water Line - Date Changed for Opening of BidsTim Broome of Ragsdale Engineers requested that the date be changed for the opening of bidson the Smithfield to Four Oaks Water Line from July 7, 1975, at 2 oclock pm, to July 1, 1975, at2 oclock pmCommissioner Freddie Adams moved that the above request be grantedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously9 Alternate Delegate to Triangle J Council of GovernmentsCommissioner Frank B Holding moved that Commissioner Hoyt Castleberry be appointed asAlternate Delegate to the Triangle J Council of Governments to serve with Commissioner Howard Benton,Delegate, representing Johnston CountyCommissioner Freddie Adams seconded the motion which was carried unanimously10 Archaeological Survey - 1974 - Materials ArtifactsKramer Jackson, County Administrator, advised the Board that he had received correspondenceand also talk with Larry Kimball concerning the Johnston County Archaeological Survey and the materialartifacts that were recovered Mr Kimball stated that he feels a professional obligation, to seethat these materials are properly stored and available to study in the future Mr Kimball thereforerequested that these materials be stored with the Archaeology Section Lab, Department of Archives andHistory, Raleigh, North CarolinaAfter discussion and an expression of appreciation from the Board of Commissioners to LarryKimball for his work, interest and concern, Commissioner Frank B Holding moved that the artifactsrecovered in Johnston County from the Archaeological Survey be transferred to the Archaeology SectionLab, Department of Archives and History, Raleigh, North Carolina, for storageCommissioner Freddie Adams seconded the motion which was carried unanimously82May 20, 1975 Cont11 1975 1976 Budget Presented to Board of CommissionersKramer Jackson, County Administrator, presented the 1975 -1976 Budget to the Board ofCounty Commissioners for review and studyAfter some discussion of the budget, Commissioner Frank B Holding moved that a PublicHearing for the 1975 -1976 Budget be set for June 17, 1975, at 730 pmCommissioner Freddie Adams seconded the motion which was carried unanimously12 Consultation Study - Johnston Memorial HospitalKramer Jackson, County Administrator, advised the Board of Commissioners that the JohnstonMemorial Hospital Board of Trustees was ready to meet with the Board of County Commissionersregarding the consultation studyThe Board requested Mr Jackson to advise the Board of Trustees that they would meet withthem Tuesday, June 17, 1975, at 6 oclock pm for a dinner meeting to discuss this consultationstudy13 Grant for Deputy SheriffsKramer Jackson, County Administrator, presented to the Board of Commissioners a grantapplication for four additional deputies for the Johnston County Sheriffs DepartmentAfter discussion, the Board of Commissioners asked Mr Jackson to mail copies of thisgrant application to members of the board for study and consideration14 Proclamation - BEEF FOR FATHERS DAYBy motion of Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank B Holdingand carried unanimously, the following Proclamation was adoptedSTATE OF NORTH CAROLINA, COUNTY OF JOHNSTONPROCLAMATIONWHEREAS, the Beef Industry is one of the most important segments of the economy of NorthCarolina, andWHEREAS, beef is one of the most nutritious foods, rich in protein and all health- buildingfactors, scientifically proven to be beneficial to people of all ages, from the very young to thevery old; andWHEREAS, it is important that the people of Johnston County recognize the importance ofbeef in the everyday life of our citizens; andWHEREAS, Fathers Day, June 15, 1975, is an appropriate time to honor the beef industryand its contribution to the strength and welfare of our great state and nation;NOW, THEREFORE, I, Johnston County Board of Commissioners of Johnston, State of NorthCarolina, DO HEREBY PROCLAIM THE USE OF BEEF FOR FATHERS DAY on June 15, 1975 I respectfullyurge all business organizations, producers and consumers to cooperate in the observance of BEEFFOR FATHERSDAY , and urge the serving of beef in all homes on this day, that beef may have itsrightful place among foods served on special days, and the importance of the beef industry to ourstates economy be recognizedIN WITNESS WHEREOF, I, have hereunto set my hand and caused the Great Seal of the CountyJohnston to be affixedDone at the Johnston County Courthouse, this the 20th day of May, 1975Norman C Denning, ChairmanBoard of County CommissionersUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Frank BHolding and carried unanimously, the Board recessed to meet again Tuesday, May 27, 1975, at 8 oclockpm? __41M A l r -
