Mental Health Area BoardCommissioner Howard Benton moved that Noel Auman, Benson, North Carolina, be appointed to theJohnston County Area Mental Health Board to fill the unexpired term of Dr C1eon SandersCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Mobile Home Ordinance - Effective Date of March 1, 1975 - AdvertisedKramer Jackson, County Administrator, advised the Board of Commissioners that a public noticeadvertisement had been placed in all county newspapers stating the effective date of the Mobile Homeand Mobile Home Park Ordinance recently adopted by the Board and that250 copies ofthis ordinanceis being printed for distributionCommissioner Freddie Adams commented that he is still concerned and very much opposed to the15,000 square feet requirement of this ordinance5 Pleasant Grove Community Building - GrantsThe Board of Commissioners was advised that Johnston County is to receive a 10,200 grant ona 50 - 50 basis from the Governors Highway Safety Program Emergency Medical Services to helpJohnston County purchase an ambulance for the Johnston County Civil Defense Rescue Squad The Boarddiscussed this grant and agreed that the county and the Johnston County Civil Defense Rescue Squadshould share the remaining part of the 50 on a 25 basis, however, Glenn Twigg representing theJohnston County Civil Defense Rescue Squad advised the Board that the squad did not feel that it wasreceiving as much of their pro -rate share as the other county squads had in the past, and further thatthe Johnston County Civil Defense Rescue Squad could not raise their share which would amount to about350000Mr Twigg also emphasized that the Johnston County Civil Defense Rescue Squad was alsoreluctant to accept this grant because the State will be more restrictive on how the vehicle must beequipped and operatedAfter further discussion, the Board agreed and asked Commissioner Hoyt Castleberry to workwith the Johnston County Civil Defense Rescue Squad to see whether or not they would accept or rejectthis grantThe Board of Commissioners was further advised by Kramer Jackson, County Administrator, of aState grant from the Governors Highway Safety Program Emergency Medical Services of 4,97300 topurchase equipment and communications for county rescue squads on a 50 - 50 basisCommissioner Hoyt Castleberry moved that this grant for equipment and communications beacceptedCommissioner Howard Benton seconded the motion which was carried unanimously7 Emergency Employment Program - ReportKramer Jackson, County Administrator, reported to the Board that the county now hasapproximately twenty -three 23 people employed with the Emergency Employment Program8 Applicant for County Planner InterviewedVIIUpon the recommendation of the Johnston County Planning Board, the Board of Commissionersinterviewed Mr Kenneth Windley for the position of Johnston County Planner Mr Windley a CarteretCounty native and a graduate of East Carolina University is working in Cobb County, Georgia, as aCounty PlannerThe Johnston County Board of Commissioners and the Johnston County Planning Board have beenworking very closely in seeking a county planner for Johnston County, a county planner will work fulltime as the coordinator and administrative unit with the Johnston County Planning BoardAfter much discussion, Commissioner Howard Benton moved that Kenneth Windley be employed as aplanner for Johnston County effective April 1, 1975, at an annual salary of approximately 11,000Commissioner Hoyt Castleberry seconded the motion which was carried unanimously9 Johnston County Bicentennial CommissionMr Arthur Goetz, Steering Committee Chairman, Johnston County Bicentennial Commission, advisethe Board of Commissiones that he had been trying to find someone to accept the chairmanship of theJohnston County Bicentennial Commission since Mrs Mary Taylors resignation in December, but had beenunsuccessful so far Mr Goetz pointed out that without a chairman the commission could not get veryfar and had several times tried to meet, but could only once get a quorum present for a meetingMr Goetz further advised the Board that since the archaeological survey had been droppedthere has been five projects suggested for the 1976 Bicentennial celebration, however, the commissionwould like to begin work if Johnston County plans to have any activities in regards to the StateBicentennial observanceMr Goetz asked the Board of Commissioners what authority the Johnston County Bicentennialhad, or if, it had to get the Boards permission for a project Mr Goetz requested some guidancefrom the Board of Commissioners on projects and assistance in getting a new chairman for thiscommissionThere was some discussion as to whether or not some of the members appointed to this commissiowere still interested in servingThe Board advised Mr Goetz that they would take this situation under advisement for consider-ation at the March 18, 1975, board meetingai 10 ReportsThe following reports were filed with the BoardRuben C Barbour Dog WardenBobby Corbett Electrical InspectorHarper Godwin Tax Collectori 5sMarch 3, 1975 Cont11 Oscar L Parrish Micro Township Property to be Sold for TaxesHarper Godwin, Tax Collector, requested that the property of Oscar L Parrish, Micro Town-ship, be sold for taxes, taxes due from 1964 to 1974 in the amount of approximately 10000 Thisproperty containing 1 # acre county lotCommissioner Frank B Holding moved that the above property be sold at public auction inlieu of county taxes dueCommissioner Howard Benton seconded the motion which was carried unanimouslyBoard of Equalization and ReviewCommissioner Frank B Holding moved that the Board of County Commissioners sit as a Boardof Equalization and Review, April 7, 1975, from 10 oclock am until 11 oclock am to reviewany tax complaints filed with the Tax Supervisors OfficeCommissioner Howard Benton seconded the motion which was carried unanimouslyResolution - Smithfield to Clayton Water LineUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously the following resolution was adoptedWHEREAS, The North Carolina Clean Water Bond Act of 1971 has authorized the making of grantsto aid eligible units of government in financing the cost of construction of wastewater treatmentworks, wastewater collection systems, and water supply systems, andWHEREAS, The County of Johnston has need for and intends to construct a water supply systemproject consisting of water supply facilities to serve the Town of Clayton, and the area situatedbetween the Towns of Smithfield and Clayton from the Smithfield water system, which supply will also,serve as a vital link in a future County -wide system, andWHEREAS, The County of Johnston intends to request State grant assistance for the project,NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF JOHNSTONThat the County of Johnston will arrange financing for all remaining costs of the project,if approved for a State grant awardThat the County of Johnston will insure that the agencies responsible for operation of thefacilities will adopt and place into effect on or before completion of the project a schedule of feesand charges which will provide adequate funds for proper operation, maintenance, and administrationof the systemThat the County of Johnston will insure that the responsible agencies will provide forefficient operation and maintenance of the project on completion of construction thereofThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, and successorsso titled, is hereby authorized to execute and file an application on behalf of the County of Johnstowith the State of North Carolina for a grant to aid in the construction of the project described abovThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, and successorsso titled, is hereby authorized and directed to furnish such information as the appropriate Stateagency may request in connection with such application on the project; to make the assurance ascontained above; and to execute such other documents as may be required in connection with theapplicationThat the County of Johnston has substantially complied or will substantially comply with allFederal, State and local laws, rules and regulations, and ordinances applicable to the project and toFederal and State grants and loans pertaining thereto; and hereby authorizes the above designatedrepresentative to execute anaffidavit so statingAdopted this the 3rd day of March, 1975, at Smithfield, North CarolinaNorman C DenningChairman, Johnston County Board ofCommissionersBoard Adopts Classification and Salary Range for County EmployeesPrior to this March meeting, Kramer Jackson, County Administrator, prepared and presentedto the Board of Commissioners a Classification and Salary Range Plan for County Employees Thisproposal classified county employees according to job descriptions and responsibilities, this plandesigned to more equalize county employees pay scaleIiJi{4lMarch 3, 1975 ContAfter discussion and upon the recommendation of Kramer Jackson, County Administrator,Commissioner Freddie Adams moved that the Classification and Salary Range Part II PersonnelResolution for county employees proposed by the County Administrator be adopted effective July 1,1975Commissioner Howard Benton seconded the motion which was carried unanimously15 Triangle J Housing Rehabilitation ProgramCommissioner Howard Benton moved that 12,000 of Johnston Countys CETA Title I Funds beallocated and appropriated to be used by Triangle J Housing Development Corporation, to help financea housing rehabilitation program in Johnston County, provided that these funds are used in JohnstonCounty and laborers hired from Johnston County Funds are to be disbursed as needed from theJohnston County Finance DepartmentCommissioner Hoyt Castleberry seconded the motion which was carried unanimously16 Recreation Applications Presented to Board for ApprovalThe Board of Commissioners deferred action on recreation applications until the March 18,1975, board meeting, in order to be able to give these applications proper consideration and thought17 Special Deputies - Johnston County Sheriffs DepartmentSheriff Aaron Wood met with the Board of Commissioners requesting that Walter J Warren ofMicro, James Lester Martin of Bentonville and Albert Pearsall of Smithfield be appointed as specialdeputies of the Johnston County Sheriffs DepartmentSheriff Wood explained that these men would not be uniformed, but used to serve certainlegal papers and assist regular deputies only when absolutely necessary and when called uponCommissioner ,Fxank B Holding moved that Sheriff Wood be authorized to appoint these threeabove named men as special deputies of the Johnston County Sheriffs DepartmentCommissioner Howard Benton seconded the motion which was carried unanimously18 Mrs Mildred Strickland Opposes New School Administrative BuildingMrs Mildred Strickland, a librarian at Smithfield -Selma Senior High School and a memberof the State Board of Education, met with the Board of County Commissioners and expressed her concernregarding the Johnston County Board of Educations plans to construct a new County School Administration Building,Mrs Stricklands main objective was taking funds previously allocated for a new junior highschool and reallocating these funds for immediate construction of a new county school administrationbuildingMrs Strickland was very much concern with priority and related that when it comes to schoolbuildings and repairs, where desparately needed for school children compared to a new administrationbuilding, especially when there are possibilities that adequate buildings are already available foran administration building, such as South Campus, SmithfieldMrs Strickland stated, I have nothing against an administration building, the only thingI am questioning is priorityCommissioner Freddie Adams told Mrs Strickland that the Board of County Commissioners hadbeen assured by the Board of Education that these other things, such as new schools and necessaryschool repairs were going to be taken care of first, being first priorityMrs Strickland advised the Board of County Commissioners that she could not supportthe new county school administration building project as the number one priority at this timeUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board recessed to meet again Tuesday, March 18, 1975, at 730 pmI I 4,7?v, ,Eleanor N Creech—, ClerkNorman C Denning, ChairmanJohnston County Board of Commissione
