1 2Fit widthRMIMml{March 27, 1975The Johnston County Board of Commissioners met in emergency called session Thursday, March 27,1975, at 10 oclock am, relative to the Courthouse Annex Thornton Building being destroyed by firethe night of March 26, 1975The following members were present Norman C Denning, Chairman, Frank B Holding, ViceChairman, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneChairman Norman C Denning called the meeting to order and Commissioner Hoyt Castleberry o,the meeting with prayerThe following business was transacted1 Courthouse Annex - Thornton Building Destroyed by Fire - March 26, 1975As the result of the destruction by fire of the Courthouse Annex Thornton Building theJohnston County Board of Commissioners discussed possible sources of housing for the Johnston CountyDepartment of Social Services which was located in the Thornton BuildingWhile the Board was meeting the Department of Social Services set up temporary quarters atWesley Hall of the Cenetary Methodist ChurchMr E S Simpson, Superintendent of Schools, offered space at South Campus, the gymnasiumor school cafertia, and Mr James L Pittman and Mr Dixon Hamilton met with the Board with informaregarding this space Mr Hamilton also offered surplus furniture desk and chairs until theDepartment of Social Services could get furnitureThe Board of Commissioners expressed their deep appreciation to the Board of Education forits assistance and cooperation and stated that they would inspect these sites after they adjournedthis meeting to see which site would be more suitableThe Board briefly discussed the possibility of using the auditorium at the Johnston CountyAgriculture BuildingThe Board at this time talked with Max Creech, County Insurance Agent, and he advised that theThornton Building was insured for 50,000 and contents insured for 20,000, and also advised of theinsurance coverage for the Johnston County District Court Building which was damaged by smokeThe Board instructed Kramer Jackson, County Administrator, to negotiate immediately with theinsurance company regarding contents, structure and smoke damage at the District Court Building adjaceto the Thornton BuildingThe Board further instructed Mr Jackson that as soon asthe insurance settlement is made toget this building demolished because of the hazard that a situation of this kind presentsThe Board was advised that in an emergency situation the County could by pass bid procedures64March 27, 1975 ContMrs Park was instructed to get an inventory list of building contents for insurancepurposes and replacementsThe Board of Commissioners decided they would inspect the South Campus cafertia andgymnasium to see which building would be more suitable to house the Department of Social Servicesuntil they could move in the old hospital building which is being renovated at this timeCommissioner Frank B Holding moved that Kramer Jackson, County Administrator, working withCommissioner Howard Benton, be authorized to purchase furniture and equipment for the Department ofSocial Services at this time up to 15,000, keeping in mind furniture and equipment that can be usedin the new office buildingCommissioner Howard Benton seconded the motion which was carried unanimouslyThe Board of Commissioners talked with Harry McGee, Architect, regarding the elevator,heating and air conditioning work to be done at the old hospital Mr McGee advised the Board thathe was ready to proceed with this workAfter discussion, Commissioner Hoyt Castleberry moved that the architect be authorized toadvertise for the furnishing of all labor, material, items and equipment for contracts for theelevator, heating and air conditioning renovation of the old hospital building These bids to beopened Tuesday, April 15, 1975, at 730 pm, in the Commissioners Room of the Johnston CountyCourthouse, Smithfield, North CarolinaCommissioner Frank B Holding seconded the motion which was carried unanimouslyUpon a motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank BHolding and carried, the Board adjourned71 1?lrJ?t?r?M???rNorman C Denning, ChairmanEleanor N Creec , Clerk
