Next page1 6Fit widthMeeting of Board of Commissioners forMarch 18, 1975The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, March 18, 1975, at 730 pm,with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneChairman Norman C Denning called the meeting to order and Commissioner Hoyt Castleberryopened the meeting with prayerThe following business was transacted1 Triangle J Council of Governments - Community Development FundsJeanie Beal and Pam Driscoll with Triangle J Council of Governments, Housing Development,met with the Board of Commissioners asking the County to file application seeking federal communitydevelopment funds along with four of the county muncipalities, Four Oaks, Clayton, Benson andSmithfield have already file application seeking funds for the 1975 -1976 fiscal year Ms Bealadvised the Board and representatives present from the countys muncipalities that 11 million hasbeen appropriated for North Carolina for qualifying towns and communities like Johnston County forCommunity Development Ms Beal advised the Board of Commissioners there was three alternativesthe county could consider in filing an application at this time, and noted that May 15, 1975, wasapplication deadline1 The county could filejoint application with the municipalities, based on the fourapplications already filed by the towns, but a county application would include all areas of JohnstonCounty2 The countycould submit a more modest application on its own for housing activities toassist the Triangle J Housing Development with its housing rehabilitation program for low- incomehomeowners in Johnston County3 The county could defer filing a Community Development application until next yearAfter much discussion with Ms Beal and the towns represented the Board of Commissioners wasvery reluctant to get County Government involved in Community Development funding at this late date,the Board expressed strong feelings regarding filing application now in fear that it might in someway jeopardize the applications already filed by four of the countys muncipalitiesThe Board of Commissioners expressed feelings that they did not have time to file anapplication this year and preferred the third alternative at this timeHowever, the Board advised the towns that they could get back in touch with them if they feltit wouldbenefit their applications in any way for the county to file application for CommunityDevelopment funds at this time2 Furniture for New Health AdditionJohn Dail and Mrs Helen Ray representing the Johnston County Health Department met with theBoard seeking authorization to order furniture for the new addition at the Johnston County HealthCenter Mr Dail presented a list of furniture needed totaling 12,07300After discussion, Commissioner Frank B Holding moved that the Health Department be authorito order the furniture with this expenditure to be paid out of the 1975 -1976 fiscal years budgetCommissioner Howard Benton seconded the motion which was carried unanimously3 Johnston County Bicentennial Commission - New Chairman AppointedThe Board of Commissioners discussed at length the Johnston County Bicentennial Commissionand serveral new projects that have been proposed since the commission has tried to come back aliveafter a period of inactivenessThe Commission had met and decided to ask the Board of Commissioners to appoint a newchairmanAfter discussion, Commissioner Hoyt Castleberry moved that Mr M A Happy Morgan beappointed to the Johnston County Bicentennial Commission as ChairmanCommissioner Freddie Adams seconded the motion which was carried unanimouslyMr Morgan being present at the meeting discussed with the Board some of the new projectsthat the Commission was interested in - the # 1 project being a written published history of JohnstonCounty Mr Morgan explained that author Thad Stem, Jr has almost finished early history ofJohnston County for Johnston Technical Institute and that the Technical Institute had indicated theircooperation for another year to help continue this project The Board of Commissioners indicated muchinterest in this project and that they would pay for the publication of this history if necessaryiMMarch 18, 1975 ContMr Morgan, the new chairman, mentioned another project that the Commission was interestedin, such as restoration of a one room schoolhouse that could be located on the new Technical Institucampus siteThe Board of Commissioners indicated much interest in the above mentioned projectsMr Morgan also stated there was several other projects that had been mentioned and discussed,and related that with the Boards cooperation he would try and reorganize this Commission4 Recreation Grant - American Legion Post 132Walter Stanfield, Richard Aycock; Jr and Nathan Lassiter met with the Board of Commissionersrequesting 3,00000 recreation funds for American Legion Post 132, this post sponsors the AmericanLegion Baseball Team, and Mr Stanfield explained that the American Legion ball team can no longeruse Bingham Park field, as it will be used strictly for softball It was further explained to theBoard that it will be necessary to fix up and light the old legion ball field for the American LegionTeam to use this yearMr Stanfield and Mr Lassiter further explained that the Town of Smithfield would take careof the lighting and the funds if granted by the County would be used to help purchase the poles forthe lightsAfter much discussion, Commissioner Frank B Holding moved that the January 1, 1975, recreaapplication deadline be waived in this case and this recreation grant request be granted to theAmerican Legion Bost # 132 in the amount of 3,00000Commissioner Freddie Adams seconded the motion which was carried unanimously5 Wilsons Mills Fire District - Special Tax Levy Election - ResolutionUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried unanimously, the following resolution was adoptedR F_qn TT T TnTTWHEREAS, a petition has been duly presented to the Johnston County Board of Commissioners byat least fifteen per cent of the residents living and residing in the area lying outside the corporatelimits of any municipality in Johnston County, which area is designated as Wilsons Mills FireDistrict, and being described as followsBEGINNING at the intersection of 70 Highway and 70A Highway; thence along the center of theroad in an easterly direction to the intersection of Cloverdale Drive and 70 Highway in Whitley Height ;thence along the center of the road in a southerly direction to a point on State Road # 1563 which is2 110th of a mile west of its intersection with 70 Highway; thence in an easterly direction to a pointon State Road # 1501 at a point which is 4110ths of a mile South of Berkett -Jones Crossroads; thencein a northerly direction to the intersection of 70 Highway and State Road 1918; thence in an easterldirection to a point on State Road # 1913 which is 1 10th of a mile North of Poplar Creek Bridge;thence in a northerly direction to Neuse River Bridge on 70A Highway; thence in a northwesterlydirection to an intersection of State Road # 1003 and State Road # 1908; thence in a southwesterlydirection to a point on Powhatan Road State Road # 1901 which is 14 miles west from intersectionof State Road # 1904 and Powhatan Road State Road # 1901; thence in a southerly direction to the_point of BEGINNINGIt is requested that the Board of Elections of Johnston County hold a special election in saidistrict for the purpose of submitting to the qualified voters in said area the question as to whetheror not there shall be levied and collected in said area a special tax not to exceed 150 on the 100in valuation of all taxable property, real or personal, in said area for the purpose of providing fireprotection in said fire district6 Designation of the Corinth - Holders Fire District BoundariesResolution Designating the Boundaries of the Corinth - Holders Fire DistrictWHEREAS, at a special meeting of the Board of County Commissioners of Johnston County, conveneand held on Tuesday, March 18, 1975, the matter of fixing and declaring the boundaries of the Corintholder Fire District was duly presented to the Board; and it appearing to the Board that the Corinth -Holders Fire Department has complied with the provisions of resolution providing for the establishmentof fire districts in Johnston County, which was duly adopted by the Board of County Commissioners onOctober 3, 1955; has met the minimum requirement for personnel and equipment required by said resolutiand is receiving financial assistance from the County, and the Corinth - Holders Fire District Area havi been fixed and established by metes and bounds, and duly submitted to the County Board of Commissionerfor approval;NOW, THEREFORE, BE IT RESOLVED that the boundaries of the Corinth - Holders Fire District to beserved by the Corinth- Holders Fire Department be officially designed and fixed as follows;BEGINNING at a point 1 on Highway # 96 four- tenths 4 of a mile North of its intersectionwith the Wendell Middlesex Road #1723; S R # 1518For PavingThe Board of Commissioners received a petition from property owners on Secondary Road # 1518,priority number 142, Pleasant Grove Township, requesting that this road be pavedCommissioner Howard Benton moved that this petition be mailed to the North Carolina Departmenof Transportation and Highway Safety, Division of Highways, Wilson, North Carolina, with the BoardsrecommendationsCommissioner Frank B Holding seconded the motion which was carried unanimously14 1973 -1974 Town of Kenly Recreation, Grant To Be DisbursedThe Board of Commissioners authorized the Clerk to disburse recreation funds to the Town ofKenly for a 1973 -1974 recreation grant approved May 21, 1974, for tennis courts project CountyMemorandum # 5915 Paving - Rural Firehouse and Rescue Squad ProjectsThe Board of Commissioners was informed by letter from the State of North Carolina Departmentof Transportation and Highway Safety that paving of rural firehouses and rescue squads drives canbe paved from secondary road construction funds alloted to each county, if approved by the Board ofCounty Commissioners that these funds be used for this purposeThe County had requests from several fire departments and rescue squads that drive entrancesbe paved from State fundsThe Board of County Commissioners took no action on this matter at this time II62March 18, 1975 Cont16 State Grant for Cutter Laboratory Project — ClaytonThe Board was advised by Kramer Jackson, County Administrator, that the County of Johnstonwas receiving 69,56000 from the State grant applied for on the Cutter Laboratory water line projectat Clayton17 Deer Hunting Bill for Johnston County ,Senator Edward Renfrow advised the Board of Commissioners of a Wildlife Bill regarding deerhunting in Johnston County to be introduced and asked the Boards favor of this bill This bill to;1 Prohibit hunting deer inJohnstonCounty with dogs2 Prohibit hunting deer with rifles, unless hunter has written permission from landowner3 Unlawful to hunt all game from highway right of way with loaded firearms4 Unlawful to hunt deerwith artifical lights after 11 oclock pm, and one -half hourbefore sunriseAfter discussion, the Board took no action, indicating they needed more information on thissubject18 Johnston County Alloted Additional Employment Manpower FundsKramer Jackson, County Administrator, advised the Board that JohnstonCounty was receivingadditional funds for the Emergency Employment Program Title VI for Public Service jobs in theamount of 45,09700, these funds to expire as of February 9, 1976Mr Jackson stated to the Board that he recommended allocation sub - grant of these fundsto the nine municipalities in the amount of 5,00000 eachBoardCommissioner Frank B Holding moved that Mr Jacksons recommendation be adopted by theCommissioner Freddie Adams seconded the motion which was carried unanimously19 Employment of Tax Clerk - Tax Supervisors OfficeKramer Jackson, County Administrator, advised the Board that Blannie Jenkins, a Tax Clerk,in the Tax Supervisors Office had resigned effective March 14, 1975, and further that he recommendedthe employment of Judy Bass of Kenly to fill this postionCommissioner Freddie Adams moved that the Board accept Mr Jacksons recommendation in theemployment of Judy Bass to work as a Tax Clerk in the Tax Supervisors OfficeCommissioner Hoyt Castleberry seconded the motion which was carried unanimously20 Smithfield Community Appearance CommitteeKramer Jackson, County Administrator, advised the Board that Mrs Tom Lassiter and MrsM A Morgan had requested a person to work in Smithfield keeping the streets and walkways clean,hoping this would encourage the Town of Smithfield to employ a full -time person for this workThe Board advised Mr Jackson that Mrs Lassiter and Mrs Morgan should go directly to theTown of Smithfield for assistance in this matter21 Soil Technician to Continue at Soil Conservation OfficeCommissioner Hoyt Castleberry moved that Treat Brown be allowed to continue work with theSoil and Water Conservation Office, using 1974 -1975 funds appropriated for a secretary, funds thathave not been used in this position because of a vacancy since January 1,1975Commissioner Howard Benton seconded the motion which was carried unanimously22 Princeton Area 201 StudyThe Board was asked for a resolution for a 201 Facility Plan Study for the Princeton Areaand requested to appropriate 40500 as the Countys share of this studyThe Board of Commissioners deferred action on this matter at this time23 Resolution from County of Cumberland Raise in Electrical RatesThe Johnston County Board of Commissioners received a resolution adopted by the Board ofCommissioners of Cumberland County January 20, 1975, concerning the electrical rate increases ThisBoard asking the Johnston County Board of Commissioners support in efforts to reduce these largeincreases experienced in recent monthsCommissioner Freddie Adams moved that the Johnston County Board of Commissioners adopt asimilar resolution in support of the reduction in electrical rates and that this resolution be mailedto the senators and congressmen representing North CarolinaCommissioner Howard Benton seconded the motion which was carried unanimouslyiItS24 Deputies for Sheriffs Department - Triangle Commission on Criminal JusticeThe Board was advised by Kramer Jackson, County Administrator, that through the TriangleCommission on Criminal Justice the Johnston County Sheriffs Department could employ four 4 deputiesat a cost to the county of five 5 percent the first year, twenty five 25 percent the second yearseventy five 75 percent the third year and one hundred 100 percent the fourth yearThe Board deferred action on this matter at this time25 Kenly Rescue SquadKramer Jackson, County Administrator, advised the Board that the Kenly Rescue Squad had askedif the County would pay for their 25 on the ambulance and let them reimburse the County at a laterdateThe Board advised Mr Jackson that this would not be feasible, as it would set a precendent,if the County paid Kenlys share and then asked for reimbursementUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Freddie Adams andcarried the Board adjourned•1 Ail `e ,??Norman C Denning, Chairman , il Eeanor N Creech, lerk
