?iMeeting of Board of Commissioners County of JohnstonJune 3, 1975The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, June 3, 1975, at 745 pm,with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneChairman Denning called the meeting to order and the following business was transacted1 Renovation Plans - Johnston County JailHarry McGee, Architect, met with the Board of Commissioners and presented plans of the existjail and proposed plans for the renovation of the Johnston County Jail Mr McGee reviewed theseplans for renovation with the Board and explained that they meet all North Carolina State Detentionand Fire Marshall requirementsMr McGee explained that the revised plans includes space for 48 beds compared to 34 at thepresent timeMr McGee stated that unless the County plans to build a new jail facility that this is allthat can be done now, it may not be adequate for more than ten 10 more years, but it is all thecounty can do with the existing jail facility space, and he further stated that the States biggest complaint was maximum security in the county jailCommissioner Benton stated I am not satisfied with this plan because it is not adequate fora longer period of time The Board also stated that the renovation plans should include more ventilationAfter further discussion, Commissioner Freddie Adams moved that Harry McGee, Architect, beauthorized to advertise for bids as per revisions discussed for the furnishing of all labor,materials, items and equipment entering into the renovation of the Johnston County Jail, bids to beopened Thursday, June 26, 1975, at 230 pm, in the Johnston County Commissioners Room of theCourthouseCommissioner Howard Benton seconded the motion which was carried unanimously2 Budget Work StudyThe Board of Commissioners continued work, study and discussion of the 1975 -1976 proposedbudget through page 51in reviewing line items and requested amounts the Board discussed at length telephone, food,uniforms and supply expenses for various departmentsAfter review and discussion, the Board asked Mr Jackson to check on telephone calls, uniformsfor Sheriffs Department, food for county jail and central purchasing of office supplies and equipmentfor all departments3 County BailiffsThe Board of Commissioners discussed the per day pay for County Bailiffs who work Superiorand District Courts The Board recommended, at this time for consideration, that the bailiffs paybe raised from 1500 per day to 1700 per day4 Discussion of Building for Emergency PreparednessThe Board briefly talked about a building to house the office of Emergency Preparedness MrBroadwell, Director, had advised the Board earlier that he had to move, the building that he occupieswill be demolished and the Boardhad asked Mr Broadwell to find temporary quartersThe Board took no official action on a building for the Off-Ice of Emergency Preparedness atthis timeUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Freddie Adamsand carried unanimously, the Board recessed to meet again Monday, June 9, 1975, at 8 oclock pmEleanor N Creech, erkNorman C Denning, Chairman ,p i; 1,itIJ
