The Johnston County Board of Commissioners met in regular session Monday, June 2, 1975, inthe Commissioners Room of the Johnston County Courthouse, Smithfield, North Carolina, at 10 oclockam, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneChairman Norman C Denning called the meeting to order and Commissioner Hoyt Castleberryopened the meeting with prayerThe following business was transacted1 Approval of MinutesThe Board of Commissioners reviewed the minutes of the May 7 and May 20 board meetingsCommissioner Hoyt Castleberry moved that the minutes of the May 7 and May 20 board meetingsbe approved as recordedCommissioner Freddie Adams seconded the motion which was carried unanimously2 ReportsThe following reports were filed with the BoardKramer Jackson Report of ExpendituresHarper Godwin Tax CollectorBobby Corbett Electrical InspectorC W Tarlton Extension ServiceRubert C Barbour Dog Warden3 Portraits - Johnston County Superior CourtroomKramer Jackson, County Administrator, advised the Board of Commissioners that Mrs EleanorHooks-had called him in regards to a committee appointed some years ago to determine what portraitswould be placed in the Superior Courtroom, in respect of a portrait to be painted of The HonorableWilliam I Godwin, Judge, who retired June 1, 1975The Board discussed thisbriefly, however, did not recall the members of the committee thathad been appointed4 Technical Institute - Term Expiration of John ShallcrossKramer Jackson, County Administrator, advised the Board that he had received a letter fromthe Technical Institute relative to the expiration date of July 1, 1975 of John Shallcross, member,Board of Trustees, Johnston Technical Institute Mr Shallcross held an eight 8 year termThe Board took no official action at this time5 County Jail Renovation ProjectKramer Jackson, County Administrator, advised the Board that if contracts for the renovationof the Johnston County Jail are not awarded by July 1, 1975, the county stands to lose the federalgrant appropriated for this projectThe Board of Commissioners instructed Kramer Jackson, County Administrator, to contact HarryMcGee, Architect, and advise Mr McGee to present the jail renovation plans to the Board Tuesday,June 3, 1975; at 745 pm for review and discussion11lEJune 2, 1975 Cont6 Appointment - Board Member - Department of Social ServicesCommissioner Hoyt Castleberry moved that David Richardson be reappointed to the Departmentof Social Services Board for a term of three 3 years effective July 1, 1975Commissioner Freddie Adams seconded the motion which was carried unanimously7 Request from Morton - Pritchard Farm Raleigh Rescue MissionThe Rev Waymon Pritchard, Director, Morton - Pritchard Farm for Alcoholic Rehabilitation, metwith the Board of County Commissioners seeking financial assistance from the County to help completeconstruction of a dining hall at the rehabilitation farm Mr Charles Beddingfield of Clayton,member of the Board of Directors of the Raleigh Rescue Mission appeared with Rev PritchardRev Pritchard explained that the farm is operated as a division of the Raleigh Rescue Missiolocated in Johnston County and operates primarily own its own and with private donations as a non-profit agency Rev Pritchard showed slides of the mission before and after aspects and explainedthat since its beginning in 1969, besides all the other improvements, they had built a 44 beddormitory, but had never been able to use the dormitory to its maximum capability because of inadequafood preparation facilities So, Rev Pritchard advised the Board that a new dining hall has beenstarted, however, work has been suspended because the farm does not have the funds to continue withthis buildingRev Pritchard told the Board that at this time there are twenty -three 23 men at the farmand seven 7 are from Johnston County, however, the center takes patients from many different areasand countiesThe Board of Commissioners was very attentive and very interested in the alcoholic rehabilit-ation farm and the work and progress it has made since 1969After much discussion, the Board advised and urged Rev Pritchard, with their blessings, tocontact Fred Wright, Director, Johnston County Mental Health Center, and present a request forfinancial assistance through the Mental Health Center Alcoholic Rehabilitation ProgramThe Board took no official action on this request at this time, however, advised Rev Pritcto make a formal budget request to Mr Jackson, County Administrator8 Delinquent Taxes - Joseph OverbyMr Joseph Overby met with the Board of Commissioners regarding his delinquent taxes, someback taxes as far back as 1963After discussion, the Board advised Mr Overby that they would give him until June 15, 1975pay these back taxes9 Juvenile Detention Home ServicesKramer Jackson, County Administrator, reported that contact had been made with Mr FredHenson, Director, Wake County Juvenile Detention Home, and Mr Henson stated that he has only six 6rooms and fourteen 14 beds in a small building with no room for expansion and can not take care ofWake Countys needs, and there is no way possible to help Johnston County under these presentconditions and circumstancesUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Hoyt Castleand carried unanimously, the Board recessed to meet again Tuesday, June 3, 1975, at 745 pm,fNorman C Denning, ChairmanEleanor N Creech,-Clerk
