R;3 _-Meeting of Board of Commissioners for County of JohnstonThe Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, June 10, 1975, at 8 oclockpm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMcMbers Absent NoneChairman Denning called the meeting to order and the following business was transacted1 County Administrator Reports to BoardKramer Jackson, County Administrator, reported to the Board of Commissioners that the StateDepartment of Social Services reclassifies positions with the Department of Social Services and if theCounty does not wish to move eligible personnel already with the department into these new classifiedpositions then the Director would have to hire from elsewhereMr Jackson also stated that the County Alcoholic Program consisted of the Johnston CountyMental Health Center, Day by Day Home and Cross Roads House Mr Jackson reported to the Board on thecost for rehabilitation at these centers and that the Mental Health Center is in no way connected withthe Day by Day Home or Cross Roads House in Selma2 Budget Discussion and StudyThe Board of Commissioners continued review and study of the various departments requestsin the 1975 - 1976 Fiscal Year BudgetThe Board discussed the request for a new bookmobile for the Public Library of JohnstonCounty and Smithfield They asked Commissioner Freddie Adams to examine the old bookmobile and toget some prices on a new vehicle The Chairman indicated that he would talk with the Mayor ofSmithfield and get his opinion of what the town would be willing to do in regards to a new bookmobilei 88June 10, 1975 Cont3 Sheltered Workshop for Retarded ChildrenKramer Jackson, County Administrator, advised the Board of Commissioners that he had talkedwith Mr Nolan Hinson and Mr Edwards who are setting up a Sheltered Workshop through the JohnstonCounty Association for Retarded Children here in Smithfield for retarded children and advised theBoard that Mr Hinson had requested furniture or any thing of surplus that the County might be ableto donate to use in this centerThe Board suggested that Mr Jackson donate any surplus furniture that the County might haveavailable to this Sheltered WorkshopTriangle Commission on Criminal JusticeAfter discussion, the Board of Commissioners tentatively agreed to appropriate 1,420 formembership fees to the Triangle Commission on Criminal JusticeExecutive SessionThe Board of Commissioners declared executive session for the discussion of a new CivilPreparedness BuildingLetter of Resignation - Wilson Broadwell, Director, office of Emergency PreparednessThe Board received a letter of resignation from Wilson Broadwell, Director, Johnston Countyoffice of Emergency Preparedness, effective July 1, 1975The Board discussed this matter at length, however, took no official action at this timeUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Frank B Holdingand carried unanimously, the Board recessed to meet again Wednesday, June 11, 1975, at 8 oclockpmNorman C Denning, ChairmanEleanor N Creec Clerk
