The Johnston County Board of Commissioners met in regular session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, July 7, 1975, at 10 oclock am, withthe following members presentNorman C Denning Chairman, Frank B Holding, Vice Chairman, Howard Benton and Hoyt CastleberryMember Absent Freddie AdamsThe following business was transacted1 Minutes Approvedj? The Board of Commissioners reviewed minutes of the May 27, June 2, June 3, June 9, June 10,Ij June 11 and June 17, board meetingsCommissioner Howard Benton moved that the minutes of the above board meetings be approved asrecordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously2 Request from Day by Day Home - Selma Alcoholic RehabilitationRepresentatives from the Day by Day Home of Johnston County, explained its program as a live -in home for the recovery of alcoholics and requested funds of about 1500 from the Board of CountyCommissioners to help purchase materials needed to complete renovation of this home in SelmaThe Commissioners discussed this matter and asked Mr Jackson, County Administrator and theserepresentatives to contact the Mental Health Center to seek additional funds for this project3 N B Grantham - Johnston County Planning Board - Federal Flood InsuranceMr N B Grantham, Chairman, Johnston County Planning Board, and Ken Windley, County Manner,met with the Board and discussed Johnston County seeking Federal Flood Insurance, which would enablecounty property owners in flood areas to secure federal flood insurance assistance Mr Granthamexplained that federal regulations would require counties to issue building permits for all countyconstructions in order to qualify for federal flood insurance assistance it was futher explainedthat Johnston County had until January, 1976 to seek eligibilityThe Board of Commissioners discussed this matter at length and were very reluctant to considerthe adoption of a resolution requiring building permits for all future county construction Boardmembers questioned the fact of why not require building permits for just the flood prone areasThe Board felt that it needed the feelings of the people of the county and also needed moretime for thought and consideration regarding this matter It was further recommended that thePlanning Board and Mr Jackson, County Administrator, seek more information regarding Federal FloodInsurance assistanceJuly 7, 1975 Cont4 Triangle J Housing Rehabilitation ProgramLane Sarver and representatives from Triangle J Housing Rehabilitation met with the Boardreporting on the Housing Rehabilitation Program in Johnston County Mr Sarver stated that twelve12 homes of the elderly had been repaired in the past three months and they find a great need forthe continuation of this program as there are many more homes approximately 92 that are in needof repairs per reports from the Johnston County Council on AgingThe Board discussed this matter, advising Mr Sarver that at this time all federal fundsavailable have been committed, however, the Board continued that the county is expecting additionalCETA funds, and if the money should be allocated to Johnston County the Board will give furtherconsideration to the continuation of the Housing Rehabilitation Program in Johnston CountyMr Jackson, County Administrator, advised the Board at this time that Johnston - LeeCommunity Action is starting a similar Housing Repair Program in the county5 HUD Housing and Development ActKramer Jackson, County Administrator, advised the Board of Commissioners that HUD had 256,53to offer Johnston County this year for rent supplements and these funds are allocated under TitleVIII, and grants may be renewed for a period of twenty 20 years Mr Jackson further explainedthe two possibilities were that the county may apply for the grant or Eastern Regional HousingAuthority may apply and the county could subcontract with other agenciesIf the towns or one town receives the money the expenditures of these funds is limited toa ten mile radius, if the county received the money it may be spent county wideLane Sarver, with Triangle J Housing, present at this meeting at this time, explained thatthe rent supplements would pay the difference between 250 of a poor familys income and the fairmarket cost of renting a standard home After discussion, the Board of Commissioners agreed to call a meeting of all interestedhousing agencies to consider whether or not Johnston County will participate in the HUD RentSupplement ProgramIt was reported at this time by Pam Driscoll, Triangle J Housing, that twelve housing unitshave been approved for Clayton and they are hoping for four more units6 Bicentennial FlagIChairman Norman C Denning and Kramer Jackson, County Administrator, presented to the Boardof County Commissioners the Bicentennial Flag presented to Johnston County on July 4, 1975, at theFireworks Display at Bingham Park7 ReportsThe following reports were filed with the BoardRubert C Barbour Dog WardenBobby Corbett Electrical InspectorRoland Hatcher Manager, LandfillHarper Godwin Tax CollectorC W Tarlton Extension ChairmanKramer Jackson Report of Expenditures8 Contracts Awarded on Four Oaks Water LineTim Broone, Ragsdale Engineers, met with the Board of Commissioners and explained, reviewedand discussed bids received on the Smithfield to Four Oaks Water Supply FacilitiesThe Board discussed at length whether to use ductile iron pipe, called for in the base bid,or asbestos cement pipe, called for in the alternate bid Mr Broome advised that he was wellpleased __with the pipe bids and did not feel they could have received any better bids The Boardfurther discussed awarding contracts for the entire water line even though funds have been appropriatin this years budget for only half of the line The Board proposed financing the balance of thecountys share, if the entire contract is awarded, through a non- profit development corporation,in turn the county would pay back the borrowed money plus interestThe Board discussed further the total cost of the project of 592,410 and considered CleanWater Bond money committed to Johnston County of 150,500, compared to budgeted amounts andanticipated revenues for this project, there would be a deficit of approximately 216,910 budgetedfor this project The Board also indicated that ABC money not committed will be used to financedebt created by the Smithfield to Four Oaks Water LineAfter further discussion, Commissioner Howard Benton moved that contracts for the entirewater line from Smithfield to Four Oaks be awarded to the low bidders as followsDivision I - Electrical WorkEdwards Electric Company_ 7,40000TOTAL - ALL DIVISIONSWith Base Bids on Divisions I II 556,75914Commissioner Hoyt Castleberry seconded the motion which was carried unanimously9 Proposal of Post Office Selling Food StampsKramer Jackson, County Administrator, presented to the Board of Commissioners a proposal fromthe Department of Social Services to begin selling Food Stamps at Post Offices in the county TheDepartment proposed that participation would double if the county went to Post Office issuance andadministrative cost would increase by approximately 18,736 if participation doubledThe Board discussed this matter and decided that it needed more study to see if a moreeconomical way could be wgt?ked out to issue food stamps, with the possibility of issuance in townson different days rather issuing stamps from the post office10 County Grants State Highway Commission Right of WayProfessor R L Holt of Four Oaks requested that the County grant permission to the NorthCarolina State Highway Department the right of ingress and egress over county property adjoining hispropertyCommissioner Frank B Holding moved that Professor Holts request be grantedCommissioner Howard Benton seconded the motion which was carried unanimously11 State Participation in Emergency Preparedness AgencyKramer Jackson, County Administrator, told the Board that the State Agency of EmergencyPreparedness will participate in the cost of the county Agency of Emergency Preparedness in the amountof 50 The Board further discussed the County Office of Emergency Preparedness and instructed MrJackson to put the Emergency Preparedness secretary in the Office of the County Planner for the timebeing until definite decisions are made regarding the office12 County Audit ContractThe Board again discussed the cost of audit contracts prepared by Daniel G Matthews, CPA, toaudit the county accounts Mr Jackson had talked with Mr Matthews in regards to a reduction in thecontract prices and reported to the Board that Mr Matthews would not consider reducing the costThe Board decided to further negotiate with Mr Matthews and took no official action on thematter at this time13 County to Employ MechanicKramer Jackson, County Administrator, discussed with the Board the possibility of employinga full time county mechanic on a trial basis to service and repair all county vehicles Mr Jacksonadvised that the person could be hired with emergency employment funds and could work at the countylandfill garage Mr Jackson further advised the Board that it was his opinion that a county mechanicwould save the county money on repairs and labor of county vehiclesAfter discussion, Commissioner Hoyt Castleberry moved that Mr Jackson employ a county mechanion a six 6 month trial basisCommissioner Howard Benton seconded the motion which was carried unanimously14 North Carolina Association of County Commissioners ConventionKramer Jackson, County Administrator, advised the Board that the North Carolina Associationof County Commissioners Convention was being held in Asheville, North Carolina, July 31, August 1,2 and 3The Board of Commissioners designated Mr Jackson as voting delegate for Johnston County atthe Commissioners ConventionI98July 7, 1975 Cont15 Hospital Budget DiscussionKramer Jackson, County Administrator, advised the Board that the Hospital Board of Trusteeshad questioned whether or not the Board of County Commissioners had considered their request regardingsalary increases at the hospitalThe Board asked Mr Jackson to talk with Mr Gilbert in regards to the Hospital Budget requestit was the Board of Commissioners opinion that the hospital budget had been approved as requested16 Cleaning of County LotJohn Herring of the Johnston County Rescue Squad requested permission to hire someone to cleanand clear the county owned lot behind the Johnston,County Civil Defense Rescue Squad BuildingThe Board instructed Mr Jackson to have Buck McLamb, Maintenance Supervisor, to get the lotcleared and advise Mr Herring accordingly17Transfer of School Funds - Line ItemsMr E S Simpson, Superintendent of Schools, requested that 13500 be transferred fromCapital Outlay to Debt Service to cover an amount which Debt Service was under budgeted for the fiscalyear 1974 - 1975requestCommissioner Frank BHolding moved that 13500 be transferred according to Mr SimpsonsCommissioner Hoyt Castleberry seconded the motion which was carried18 Emergency Employees to Paint Fire Stations in CountyiUpon the recommendation of Commissioner Hoyt Castleberry the Board of Commissioners agreedto provide work crews from the Emergency Employment Program to paint fire stations throughout thecounty The Board indicated that in order to receive this assistance a fire department will have tofurnish the paint and any other supplies or materials needed for the work19 Frank Lewis - North Carolina Association of County CommissionersMr Frank Lewis with the North Carolina Association of County Commissioners visited with theBoard of Commissioners Mr Lewis expressed to the Board members that he was pleased that they haddecided to join NaCo20 Soil Survey - Johnston CountyCommissioner Frank B Holding moved that Chairman Norman C Denning be authorized to requestthe North Carolina Extension Service to assign a priority for a Soil Survey in Johnston CountyCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyEverette Barefoot and C W Tarlton presented to the Board of Commissioners A CooperativeProgram to Accelerate North Carolina Soil Surveys and explained that about 20 of Johnston Countyhas been mapped21 1975 - 77 Secondary Road Priority Ratings Presented to BoardPaul Anderson, District Engineer, North Carolina Department of Transportation, and Don Creech,Assistant, met with the Board and presented the 1975 - 1977 Secondary Road Ratings for JohnstonCountyThe Board discussed this new program with Mr Andersoni22 Sheriff Wood to Employ Student for Training Education ProgramSheriff Wood met with the Board requesting permission to employEric Kornegay for a period ofabout three 3 months using Emergency Employment Funds Sheriff Wood explained that this personwas a student studying law enforcement and needed sixteen 16 hours of training required for creditsby the schooliThe Board authorized Mr Jackson, County Administrator, to work with the Sheriff in regardsto the employment of this person23 Recreation Grant Extension Granted to Comet Athletic Club, ClaytonFCommissioner Hoyt Castleberry moved that the Comet Athletic Club of Clayton be granted anextension of time to complete work on a recreation project of improving the baseball park at ClaytonIHigh School, which has been subsidized with 900 of Revenue Sharing funds granted by the County in1974 -75Commissioner Frank B Holding seconded the motion which was carried unanimouslyMEJuly 7, 1975 -ContUpon a motion by CommissionerHolding and carried unanimously, the3Eleanor N Creech, erkHoyt Castleberry, duly seconded by Commissioner Frank BBoard recessed to meet again July 15, 1975, at 8 oclock pm
