The Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, July 15, 1975, at8 oclock pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Freddie Adams, Howard Bentonand Hoyt CastleberryMembers Absent NoneCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transacted1 Request from Johnston County Rescue Squad AssociationPaul Langdon, President, Johnston County Rescue Squad Association, and Art Mercer, met withthe Board on behalf of the Johnston County Rescue Squad Association and requested that the Countyemploy four 4 Emergency Medical Technicians to staff the two 2 ambulances at Johnston MemorialHospital in order to relieve the County Rescue Squads of regular ambulance type calls Mr Langdonexplained that the rescue squads are to receive the emergency calls and can not possibly respond toall the ambulance type calls that the squads are receiving Mr Landgon and Mr Mercer advised theBoard of Commissioners that the situation is really getting to be a serious problem with the volunteErescue squadsThe Board of Commissioners discussed this matter at length and with great concern, andindicated that something had to be done to relieve the volunteer rescue squads of regular ambulancetype calls that are not emergencies Chairman Norman C Denning asked Commissioner Howard Bentonand Commissioner Hoyt Castleberry to meet with Lloyd Gilbert, Administrator, Johnston MemorialHospital, to work on this matter and report back to the Board with recommendations on August 4, 19752 Federal Flood Insurance Assistance DiscussedN B Grantham, Chairman, Johnston County Planning Board and Ken Windley, County Planner,introduced to the Board Mr Craig Barfield and Mr Ralph Lassen, with the North Carolina Departmentof Natural and Economic Resources to further explain to the Board the availability of Federal FloodInsuranceMr Barfield explained the purpose of the Federal Flood Insurance Program that started in1968 was to help flood victims and institutions with an insurance assistance program It wasfurther explained that it will be in violation of FICA regulations for banks and lending institutionsto loan to a person in a flood prone area without federal flood insuranceThe Board discussed this federal flood insurance program at length with Mr Barfield andMr Lassen, but were of the opinion that they should determine what the people of the County andlending institutions want before making a decision3 Applicate Interviewed for Tax SupervisorThe Board of Commissioners interviewed an applicate for the position of Tax Supervisor,however, took no official action at this time4 Road Request # 1355 - PavingFJeff Morgan of Benson met with the Board of Commissioners regarding the paving of SecondaryRoad # 1355 The Board talked with Mr Morgan at length regarding the priority system of pavingsecondary roadsin Johnston County, this road carrying a priority rating of # 42After discussion, Commissioner Howard Benton moved that this petition, presented by MrMorgan for the paving of Secondary Road # 1355, be mailed to the North Carolina Department ofTransportation, Division of Highways, with the Boardsfavorable recommendationsCommissioner Frank B Holding seconded the motion which was carried unanimously100July 15, 1975 Cont5 Johnston Memorial Hospital Board Request Aid for BuildingJ Marvin Johnson, Chairman, Hubert Massengill, member, Johnston Memorial Hospital Boardof Trustees, along with Lloyd Gilbert, Administrator, and Bob Terrell, Assistant Administrator, metwith the Board of Commissioners requesting funds of approximately 67,000 to purchase a modular typebuilding to add additional space at the hospital Mr Johnson and Mr Gilbert explained that thisadditional space is desparately needed for recovery room, office and storage Mr Johnson furtherexplained that this space is also required in order for the hospital to meet accreditation require-mentsThe Board of Commissioners discussed this at length with Mr Johnson and Mr Gilbert andadvised that they would take this request under serious consideration and asked the hospital boardmembers to meet with them again on August 4, 19756 Culter- Hammer Expansion DiscussedCommissioner Frank B Holding advised the Board of Commissioners that Culter- Hammer ofSelma, North Carolina, is anticipating an expansion with plans for a new building on highway 70 eastof SmithfieldCommissioner Holding further advised that formal announce of the expansion would be madeon Thursday, July 17, 1975, and the Board would need to consider the construction of water and sewerlines to the industryAfter discussion, Commissioner Freddie Adams moved that the County of Johnston agree toappropriate funds interest not to exceed six 6 percent for the construction of water and sewerlines to the new industrial site of Culter- Hammer Industries on highway 70 east of Smithfield, andthat water and sewer line construction not begin until contracts are let for the construction of thebuildingCommissioner Adams further moved that if and when ABC Revenues become sufficient, that thesefunds be used to repay the loan for the construction of these lines to the new industrial siteCommissioner Howard Benton seconded the motion which was carried unanimously7 CETA Progam Title II and Title VIKramer Jackson, County Administrator, presented to the Board a budget in the amount of1,020,686 prepared for the CETA Program Title II and Title VI This budget includes funds onhand and the new money the county will be receiving from the Emergency Employment Program MrJackson proposed positions for all county agencies requesting personnel through June 30, 1976Mr Jackson talked with the Board in regards to renting office space and hiring a CETACoordinator and Bookkeeper - Secretary to administer this programThe Board authorized Mr Jackson to rent office space and employ a bookkeeper- secretary,however, they further requested that he employ a coordinator subject to the approval of the board8 Transfer of Funds - Board of EducationUpon a request from E S Simpson and action taken by the Board of Education, CommissionerFrank B Holding moved that 140,000 be transferred from codes 68136 and 9863 of the Capital Outlayappropriations to codes 632 and 633 fuel, electricity, coal and water of the Current Expenseappropriations for the fiscal year 1974 -1975Commissioner Howard Benton seconded the motion which was carried unanimously9 Johnston Technical Institute Request Budget AmendmentKramer Jackson, County Administrator, presented a letter from Louis V Ward, BusinessManager, Johnston Technical Institute, requesting that the Johnston Technical Institute Budget for1974 -1975 be amended in the amount of 2,23900 and distributed as follows6113 Supplies and Materials - operations 402006223 Repairs - Building and Grounds 1,653007121 Telephone 18400Mr Ward explained in his letter that the total county budget approved for 1974 -1975 for theTechnical Institute was 78,02700 and the total county expenditures for 1974 -1975 were 80,26600After discussion, Commissioner Howard Benton moved that the Johnston Technical InstituteBudget for 1974 -1975 be amended in the amount of 2,23900 and distributed as requestedCommissioner Freddie Adams seconded the motion which was carried unanimously4fiIitJuly 15, 1975 Cont10 County to Sell Old CarsCommissioner Freddie Adams moved that the five 5 used cars owned by the County and usedby the Johnston County Sheriffs Department be sold at the car dealers auction saleCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board adjournedNorman C Denning, ChairmanEleanor N Cre , Clerk
