Church PropertyMr Woodrow Massengill met with the Board inquiring of the Board what had to be done inregards to listing church property with the Tax Supervisors OfficeKramer Jackson, County Administrator, explained that the law requires that all church properas well as all other tax exempt property be listed on a special tax form, and that the CountyBoard of Commissioners may then grant an exemption from property tax Mr Jackson further explainedthat this procedure will probably be a one time thing, unless it acquires more property or changesare made and then this must be reportedThe Board of Commissioners referred Mr Massengill to the Tax Supervisors Office forassistance4 Public Confusion of Mobile Home and Mobile Home Park Ordinance -Attorney Yates Dobson appeared before the Board inbehalf of a client- Mr Hicks regardingthe Mobile Home and Mobile Home Park Ordinance Mr Hicks is a Mobile Home Park owner, and Mr Dobsexplained to the Board that his client is in the process of improving his mobile home property andasked the Board if he could continue under the old regulations or if he must comply with the newordinanceThe Board explained to Mr Dobson that there seemed to be some confusion regarding therequirements and the administration of the new County Mobile Home and Mobile Home Park Ordinance, inas much as there is no one to enforce this ordinance at this timeThe Board asked Mr Dobson to come back to the Board with his client at a later date, andpresent his mobile home park plans, so that the Board could determine their authority in the progressof this particular parkThe Board of Commissioners also instructed Kramer Jackson, County Administrator, to discussthese problems with the Health Department sanitarians and the County Electrical Inspector todetermine if they could help administer and enforce this ordinance,or make any suggestions toalleviate some of the problemsMr Jackson also advised the Board that he too had had many questions and complaintsregarding the new ordinance and had talked with Dr Buren Oliver regarding the development of amobile home park, with some of his blueprints already drawnAfter much discussion, Commissioner Hoyt Castleberry moved tha_tthe effective date of thisMobile Home and Mobile Home Park Ordinance be extended another thirty 30 days, until February15, 1975, in order to determine proper and legal administration of this ordinanceCommissioner Howard Benton seconded the motion which was carried unanimously5 Smithfield - Wilsons Mills Junior High School Water Line Contract AwardedTom Moore, Engineer, Ragsdale Engineers, appeared before the Board and reported that hehad reviewed the bids for the Smithfield - Wilsons Mills Junior High School water lineAfter discussion of bids and materials, Commissioner Hoyt Castleberry moved that the contractfor construction of the new water line from Smithfield water plant site to the new Smithfield -Wilsons Mills Junior High School be awarded to J F Wilkerson Contracting Company of Cary, NorthCarolina, at the bid price of 67,05600Commissioner Howard Benton seconded the motion which was carried unanimously6 ReportsThe following reports were filed with the BoardRubert C BarbourHarper GodwinBobby CorbettC W TarltonL P Creech7 Recommendations for County JailDog WardenTax CollectorElectrical InspectorExtension ServiceVeterans Service OfficerSheriff Aaron Wood met with the Board of Commissioners and reported that he had severalrecommendations for improvements for the county jail The sheriff stated that the jail needednew locks, the locks were old and hard to open and also that the jail did not need portable cots,this type of bedding could be dismantled and used for weaponsThe following recommendations were also submitted to the Board of Commissioners from theJohnston County Fire Marshall1 Extra keys should be made for the jail back exit The jailer should carry oneseparately on a properly labeled ring2 A key to this exit should also be left with the night dispatcher in the sheriffsoffice3 The cell numbers should be put on each cell, preferably above both the facing and thelock4 Fire extinguishers should be properly installed on the walls5 A matron should be on call to search female prisoners6 Drunken prisonersshould not be mixed with other prisoners until they are sober7 U L approved smoke detectorsshould be installed in the corridors, as specified inSection 5162 of amendments to the North Carolina State Building Code8 Flame retardant mattresses and blankets should be used9 Two pieces of breathing equipment should be available in case fire should necessitatejailers entering through fire and smoke Filter type equipment should suffice8 Bids - I9 Benson - Dunn Water Line ReportMayor Whitley Hood and Edison Temple met with the Board of County Commissioners and reportedon the progress of the Benson -Dunn Water Line link Mr Temple discussed the route, cost andadvertisement for bids on the construction of this line, and stated further that advertisement shouldibe in about two weeksThe Board expressed much interest in this report and asked Mayor Hood and Mr Temple to comeback to the Board when they received bids on this projectBudget Report10 Health Department Bud? gKramer Jackson, County Administrator, reported to the Board of Commissioners that it washis feeling that the Johnston County Health Department Budget was going to work out with fundswith aid from the State to continue satisfactory operation for the remainder of this fiscal yearV 11 State To Be Requested to Mail County Grant ChecksKramer Jackson, County Administrator, talked with the Board of Commissioners regarding themailing of AFDC, APTD and OAA grant checks At the present time these checks are being mailed torecipients from the County Mr Jackson recommended to the Board that these checks be mailed torecipients directly from the State Office, which will eliminate the work involved herein the FinanceOffice and also the cost of mailingCommissioner Howard Benton moved that Kramer Jackson, County Administrator, be instructedto correspond with the State Department of Social Services requesting that the State assume theresponsibility for mailing all grant checks, AFDC, APTD and OAA, directly to recipientsCommissioner Hoyt Castleberry seconded the motion which was carried unanimously12 Tax Release - Dogwood Nursery - Clayton TownshipAfter further inquiry and correspondence with Dogwood Nursery Clayton Township to determinethe status of a request for a tax release, due to an incorrect inventory listing, CommissionerHoward Benton moved that the tax release be granted and taxes recharged correctly in the afterlistfor 1974 in the Office of Tax SupervisorCommissioner Hoyt Castleberry seconded the motion which was carried unanimously13 Request for Tax Listing Extension - Homeway Furniture CompanyKramer Jackson, County Administrator, advised the Board of Commissioners that he had receiveda request for a tax listing extension until March 31, 1975, from Homeway Furniture Stores and theyhad stated reason for request as fiscal year inventoriesII The Board took no official action on this request at this time, however, asked the CountyAdministrator to check into the matterII14 Jail Renovation Grant ApprovedKramer Jackson, County Administrator, reported to the Board that the Jail Renovation Granthad been approved15 Information - Pending LegislationKramer Jackson, County Administrator, reported on correspondence received from the NorthCarolina Association of County Commissioner regarding pending legislation school budget16 Letter - North Carolina Department of Correction Safekeeping of PrisonersKramer Jackson, County Administrator, advised the Board of correspondence from the NorthCarolina Department of Correction, advising that the County of Johnston was in arrears to thedepartment in the amount of 12,06079 for maintaining prisoners for safekeeping Mr Jacksonexplained that these amounts have been accumulating since 1969It was explained in this letter that N C General Statute 162 -39 states that the Departmentof Correction is entitled to be paid by the County the actual cost of maintaining prisoners forsafekeeping , however, the statute further provides that if the County Commissioners shall certifyto the Governor they are unable to pay the bill, the Governor may recommend to the Council of Statethat the State of North Carolina, upon approval of the Council of State,-may pay the amount approvedto the Department of Correction from Contingency and Emergency FundsAfter much discussion, the Board of Commissioners instructed the Clerk to write the NorthCarolina Department of Correction and petition the State to pay this bill for Johnston County outof State Contingency and Emergency FundsFit WACulJanuary 6 Cont` `17 Resignation - Larry Kimball - Bicentennial CommissionThe Board of Commissioners was notified of the resignation of Larry Kimball who was employedby the Johnston County Bicentennial CommissionIt was also called to the attention of the Board that the artifacts that had been discoveredwere stored at the Public Library of Johnston County and Smithfield18 Resolution - Support of Revenue SharingThe Board received a letter from Edward Renfrow, State Senator, seeking the Boards supportand feeling on the continuation of the Revenue Sharing ProgramCOUNTY OF JOHNSTON - RESOLUTIONSUPPORT OF REVENUE SHARINGWHEREAS, Congress in 1972 enacted legislation setting up a Revenue Sharing Program and -hasdistributed to local governments throughout the nation monies which have been used generally forneeded capital improvements;WHEREAS, the Revenue Sharing Program will expire in 1976 unless the 94th Congress sees fitto extend the effective date of said program and also provide funds for it;WHEREAS,Johnston County has been allocated 31 million dollars in actual and anticipatedrevenue and anticipated revenue sharing payments; andWHEREAS, ALMOST one -third of that amount has been spent on construction of new classroombuildings and other public school facilities;WHEREAS, MORE THAN 760,000 has been allocated for the countys new garbage landfill, andmore than 520,000 has been spent or budgeted for rural water and sewer lines to become a part of aplanned county -wide system;WHEREAS, more than 350,000 has been allocated for improvements to the buildings and groundsat Johnston Memorial Hospital and for new medical equipment needed by the hospital;WHEREAS, 285,000 has been allotted to Johnston Technical Institute and an additional 230,000has been promised Johnston Technical Institute for a portion of the cost of the new site and building;WHEREAS, 160,000 has been set aside to the County Health Departmentto- expand the CountyHealth Center;WHEREAS, 125,000 has been set aside for grants aiding more than fifty community recreationalfacilities throughout the County; andWHEREAS, the rest of the County revenue sharing money has been divided emong numerous countyservices and agencies to supplement county aid to the poor and needy persons, to remodel and equipthe old County Hospital to house the Department of Social Services, to help volunteer rescue squadsin the purchase of new ambulances and other necessary equipment and to renovate their quarters,assistance to the Johnston -Lee Community Action in transporting indigent persons to out -of- countymedical clinics, and assistance to the Public Library of Johnston County and Smithfield;WHEREAS, the towns of Johnston County have likewise allotted revenue sharing monies receivedby them for largely capital improvements which have been much needed; andWHEREAS, it is the sense of the Board of Commissioners of Johnston County that additionalimprovements are needed to be made both by the County of Johnston and all of the municipalities inJohnston County and that the Federal Revenue Sharing Program should be extended by Congress andthereafter funded to continue this programNOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Johnston County that lettersbe sent to Senator Jesse Helms, Senator Robert B Morgan, and Congressman David Henderson advisingthem of the Boards position on this important matter and to let our Senators and Congressman knowthat the needs of the people of Johnston County continue for the worthwhile benefits received bythem as a result of the Federal Revenue Sharing Program It is further resolved that a copy of thisResolution be sent to Senator Helms, Senator Morgan, and to Congressman Henderson, and also to eachof the other ninety -nine Boards of Commissioners of North Carolina with the hope that all of thecounties of North Carolina will join with Johnston in support of this programThe foregoing motion was made by Commissioner Hoyt Castleberry, seconded by CommissionerHoward Benton, and carried unanimously19 Emergency Manpower Employment ProgramKramer Jackson, County Administrator, and the Board of Commissioners discussed thoroughlythe federal funds to be received by Johnston County under the new Emergency Job and UnemploymentAssistance Act, now enacted for one year Mr Jackson recommended that the employment program beadministered through the County Administrators Office and explained that applicants must be un-employed for at least thirty 30 days, according to federal guide lines, in order to be eligibleto participate, and further that applicants must be referred by the Employment Security Commissionto the County Administrators Office Salaries under this program may run as high as 10,000, butaverage pay may be around 7,500Mr Jackson and the Board of Commissioners discussed positions needed by the County, and42January 6, Contdetermined many areas where the County needs different type of personnel to work, Old Hospitalproject, County clean up campaign trash dumps Eligibility Specialist, Department of SocialServices, to help reduce the food stamp backlog Mr Jackson advised the Board that he plans to meewith County department heads to see where personnel is needed The Board was advised at this timeJohnston County should receive approximately 114,500After a lengthy discussion, Commissioner Hoyt Castleberry moved that M Kramer Jackson,County Administrator, be authorized to represent the County as agent for the Federal EmergencyJobs and Unemployment Program and to proceed immediately with this program according to the federalguide lines in the employment of qualifying personnelCommissioner Howard Benton seconded the motion which was carried unanimously20 Recreation Applications Funding RequestsKramer Jackson, County Administrator, presented to the Board of Commissioners a financialreport on the County recreation grants These grants were started by the County from revenue sharifunds in the fiscal year 1973 - 1974, with 50,000 appropriated, 1974 -1975 fiscal year 75,000 wasappropriated for recreation, this being atotal of 125,000 appropriated for a two year period Asof this date 122,89500 in funds have been expended or committed for recreation grantapplicationsleaving a balance of 2,10500 However, the Board was advised that some of the 1973 -1974 approvedapplicants with approved requests amounting to approximately 20,40000 have not responded in anyway or requested any county matching funds as of this dateThe Board of Commissioners instructed Kramer Jackson, County Administrator, to contactthese applicants to see what their intentions are regarding their projects and if they plan toproceed, if not, these funds can be applied toward recreation request that have not been approvedor funded21 Mary Atkinson Girl Scout Camp - RoadPaul Anderson, District Engineer, State Highway Commission, met with the Board of Commissers and advised that the road leading into the Mary Atkinson Girl Scout Camp was on the StateSecondary Road System, however, there was at this time a gate at the entrance of this road, whichwould have to be removed in order for this road to stay on the State Secondary Road System formaintenance, and if the camp officials should choose to leave the gate upthis road would have tobe abandoned, by a resolution from the Johnston County Board of Commissioners, from the StateSecondary Road SystemAfter discussion, the Board asked the Clerk to contact a representative of the Mary AtkinsonGirl Scout Camp office in Raleigh, North Carolina, and get an opinion and comments on what actionthey would like the Board of Commissioners to take regarding this roadThe Board of Commissioners also talked with Paul Anderson regarding the paving of SecondaryRoad # 2529, this road carries a priority of # 10, however, the State has been unable to secureright of ways on this roadThe Board also discussed with Mr Anderson about adding a road to the Secondary Road SystemMr Anderson explained that the State could build a road and add it to the system, but theconstruction ,cost would befuxtded fromthe Secondary Road Paving Program monies, if the Board isinterested in using paving allocations for building or adding a road to the Secondary Road System22 Purchase of Lot in SelmaMayor Jack Holt, Colonel Collings, Town Manager, and John Taylor, representative, UrbanRenewal Development appeared before the Board of Commissioners regarding the purchase of a tractof land lot along Noble, South Pollock and Raiford Streets in Selma The Board of CountyCommissioners have been negotiating with the Urban Renewal Development representatives about thispiece of property for sometime, as the Board had budgeted funds to purchase the lot, but not fundsfor the construction of a building until next year, however, federal guide lines on renewal propertyfor redevelopment require construction to begin within 90 days of purchaseAfter discussion, Commissioner Howard Benton moved that this lot owned by Urban RenewalDevelopment on Noble, South Pollock and Raiford Streets in Selma be purchased by the County at aprice of 17,19375Commissioner Hoyt Castleberry, seconded the motion which was carried unanimously23 Additional Office Space for Department of Social ServicesCommissioner Hoyt Castleberry moved that additional space next door to the Food Stamp Officebe rented by the County for a period of six months to provide office quarters to house volunteerworkers helping with the countys food stamp backlog, and also to house additional workers employedunder the Emergency Manpower Employment Program Commissioner Castleberry further moved that thisexpenditure be authorized and funded from the Social Services Contingency FundCommissioner Howard Benton seconded the motion CountyAgricultural Extension Agent, be accepted with regret Commissioner Castleberry further moved thatMr Allens resignation be acknowledged stating the fine job he had done as an agricultural agentin Johnston CountyCommissioner Howard Benton seconded the motion which was carried unanimously25 Aid to Town of Pine Level - Closing Garbage DumpCommissioner Hoyt Castleberry moved that the Town of Pine Level be paid 50000 to aid inthe closing of their garbage dump to comply with State Health Department regulationsReference to previous order adopted by the Board of County Commissioners May 6, 1974Commissioner Howard Benton seconded the motion which was carried unanimously26 Minutes Approved - November 4, 1974The Board of County Commissioners reviewed the minutes of the November 4, 1974, boardmeetingCommissioner Howard Benton moved that the minutes of this meeting November 4, 1974 beapproved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously27 County Grant - Clayton Rescue SquadCommissioner Hoyt Castleberry moved that the Clayton Rescue Squad be granted 3,50000from the Miscellaneous Account of the Revenue Sharing Budget to help purchase additional equipmentCommissioner Howard Benton seconded the motion which was carried unanimously28 County Grant - Kenly Rescue SquadCommissioner Hoyt Castleberry moved that the Kenly Rescue Squad be
