44January 21, 1975The Johnston County Board of Commissioners met in special session in the Johnston CountyCommissioners Room of the Johnston County Courthouse, Smithfield, North Carolina, January 21,1975, at 730 PM, with the following members presentNorman C Denning, Chairman, Frank B Holding, Howard Benton and Hoyt CastleberryMember Absent Freddie AdamsThe following business was transacted1 Mobile Home Park Owners Meet With BoardKramer Jackson, County Administrator, advised the Board of Commissioners that he had metwith Leon Powell, Sanitarian, and Bobby Corbett, Electrical Inspector regarding the administrationof enforcement of the Mobile Home and Mobile Home Park OrdinanceA delegation of Mobile Home Park owners met with the Board of Commissioners with manyquestions regarding the new county Mobile Home and Mobile Home Park Ordinance The mobile homepark owners did not ask the Board of Commissioners to repeal the new ordinance, however, they didappeal to the Board of Commissioners to make some changes in the requirements of this ordinance„as they feel that it is to restrictive in some areasMr M W Cooper, owner of Cooper Mobile Homes Estates near Clayton, acted as principalspokesman for the Mobile Home Park owners Mr Cooper was especially disturbed about the newordinance requirement of the lot size of 15,000 square feet Mr Cooper stated that to double thelot size will force mobile home park owners to increase their space rental charges and with theeconomic situation as it is at this time this is not going to be goodThere are many unanswered questions and problems regarding the new ordinance, however, theBoard feels that some ordinance will be beneficial to Mobile Home Park owners in that it willprevent abuse of trailers parked to close together The Board also expressed a feeling that someminor changes might have to be made in the ordinance before the final effective dateThe Board agreed with Mr Cooper, as he stated, that provisions requiring mobile homes tobe tied down before electric power is turned on is a little unreasonable, he feels that a ownershould be given some length of time to get his trailer tied downOne major question is how this ordinance will affect new parks and or parks planning toexpand or improve that are already planned or under construction when the new ordinance becomeseffectiveThe Board of Commissioners advised the Mobile Home park owners that they plan to reviewthis ordinance with the Johnston County Planning Board in an effort to clarify some of the majorproblems, and it may be a possibility that the effective date could be delayed even longer Themobile home park owners present requested copies of the revised Mobile Home and Mobile Home ParkOrdinance The clerk was instructed to mail copies to the owners requesting this information2 Welfare Lien - Mary MooreBilly Britt, Attorney, talked with the Board regarding a Welfare Lien against the propertyof Mary Moore, a welfare recipient until her death Mr Britt explained that Mrs Moores niecewanted to purchase the property and could manage to get 3,00000 to pay for this property MrBritt further stated that the house was in poor conditionThe Board instructed Mr Britt to get this property appraised and report back to the Board3 Highway Engineer - Regarding Mary Atkinson Girl Scout Camp RoadPaul Anderson, District Engineer, met with the Board again regarding the road leading intothe Mary Atkinson Girl Scout CampThe Clerk reported that she had contacted the office in Raleigh, but had had no responseas of this date, other than this would have to be a Board of Directors decision and they did notmeet again until March, and advised Mr Anderson that she would contact him as soon as she receivedany correspondence from the Raleigh office regarding this matter4 Road Petition - S R # 1318The Board was presented with a road petition from property owners on S R # 1318, PleasantGrove Township, requesting that this road be pavedCommissioner Howard Benton moved that this petition be mailed to the North Carolina StateDepartment of Transportation, Division of Highway, Wilson, North Carolina, with the Boards re-commendationsCommissioner Hoyt Castleberry seconded the motion which was carried unanimously1IINJanuary 21 Cont5 Paul Keller - Johnston County Community ActionPaul Keller, Director, Johnston County Community Action, met with the Board of Commissionersin regards to Community Actions effort to aid people at this time because of the economic situationand the number of people out of work Mr Keller stated that his agency has some funds for fuel andfood, but not near enough to meet the need of requests that they have had recentlyMr Keller asked the Board of Commissioners to call for a countywide conference to see ifchurchs and other organizations would be willing to put their funds together and form an emergencyassistance fund to help with this situationThe Board advised Mr Keller that they would take his request under advisement6 Wilson Broadwell - Reappointment Governors Highway Safety CouncilCommissioner Howard Benton moved that Wilson Broadwell, Director, Johnston County Officeof Emergency Preparedness, be reappointed as Johnston Countys representative on the GovernorsHighway Safety CouncilCommissioner Hoyt Castleberry seconded the motion which was carried unanimously7 Code Enforcement Officer Employment ConsideredKramer Jackson, County Administrator, reported to the Board that he had one applicant thatmight be qualified for the Countys Code Enforcement Officer, this position being funded under theEmergency Manpower Employment Program for one year Chairman Denning advised Mr Jackson that heand one of the Commissioners would be glad to interview this applicant at 11 30 am, Wednesday,January 22, 1975Mr Jackson further advised and reported on the Emergency Manpower Program and the progressthat had been made in the employment of qualified personnel8 Funding - Rescue SquadsKramer Jackson, County Administrator, talked with the Board regarding some type of formulaor system to determine how the county should fund the various County rescue squads It seems withthe numerous requests, the growth and expanding services offered and rendered by the county rescuesquads, the Board needs some uniform system on funding these squadsThe Board took no official action on this matter at this time9 County Payroll Service0Kramer Jackson, County Administrator, recommended to the Board of Commissioners that the 1IVCounty employ some bank that offers the services to handle the County payroll checks Mr Jacksonexplained the savings to the county under this type of service, and that the County would stillhave control over the payroll, the bank would just be writing the checks with a payroll print outfurnished to the County monthly with all the information that the Finance Office would need for itsrecordsThe Board asked Mr Jackson to check with several different banks to see what kind of servicould be offered10 Recreation ApplicationsKramer Jackson, County Administrator, presented to the Board for discussion a report onrecreation grants that were approved in the fiscal year 1973 -1974, that matching county funds hadnot been requested and also advised the Board of a letter that had been mailed to these applicants,asking for information on what their intentions are as far as the status of their project11 Change in Tax Listing of Motor VehiclesKramer Jackson, County Administrator, advised the Board of County Commissioners that he hadimplemented a simplier method of listing motor vehicles for property tax for Johnston County MrJackson advised after meeting with Frank Lewis, North Carolina Association of County Commissioners,and Tax Supervisors from several counties, he learned that most of the counties in the State wereusing a simplified sheet based on Red Book values, but does not require the determination of optionalequipment on various car models Mr Jackson further stated that the values from this sheet aresome lower than the Red Book, which seems a fairer and easier method of listing motor vehicles fortaxation and had been recommended by the North Carolina Tax Assessment Association12 Appointment - Mental Health Area BoardThe Board again discussed an appointment to the Johnston County Mental Health Area Board toreplace Dr Cleon Sanders, however, took no official action at this time13 Resolution - County of Johnston and Seaboard Coast Line Railroad CompanyBE IT RESOLVED BY THE Board of County Commissioners of the Johnston County, North Carolina,in regular meeting assembled that the Chairman of said Board be, and he hereby is, authorized toenter into an agreement with the SEABOARD COAST LINE RAILROAD COMPANY, and to sign same on behalf ofsaid County whereby said Railroad Company grants unto said County the right or license to install andmaintain, for the purpose of a water main, a line of 16 -inch ductile iron pipe across the right ofway and under the main track of said Railroad Company near Smithfield, North Carolina; as particulardescribed in said agreement, which agreement is dated October 4, 1974, a copy of which agreementisfiled with this Board of County Commissioners46January 21 Cont14 Clean Water Bond MoneyKramer Jackson, County Administrator, advised the Board of Commissioners that there was213,000 of Clean Water Bond money available for Johnston County, however, the deadline forapplication was March 31, 1975 The Board asked if this was additional money or a balance of theamount originally allocated for Johnston County Mr Jackson was not sure and the Board asked himto check into this and report back to the BoardThe Board also asked Mr Jackson to invite representatives from the EDA, FHA and CoastalPlains Regional Development to meet with the Board of Commissioners February 3, 1975, to discussthe possibility of State grants for the construction of water supply system improvements in JohnstonCountyI15 Confiscated Whiskey To Be Turned Over to Johnston CountyI?Commissioner Frank B Holding moved that M Kramer Jackson, Johnston County Administrator,be authorized to act as Agent for Johnston County, and as per order of Superior Court Judge, thatconfiscated whiskey be picked up and delivered to the Johnston County ABC Warehouse, that theJohnston County ABC Board pay to the County of Johnston 4900 per case to go to the JohnstonCounty Board of EducationCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the Board adjournedNorman C Denning, Chairman0Eleanor N Creec Clerk
