Meeting of Board of Commissioners for the County of JohnstonFebruary 18, 1975The Johnston County Board of Commissioners met in special session in the Commissioners Room,Courthouse, Smithfield, North Carolina, Tuesday, February 18, 1975, at 730 pm, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, Howard Benton and Hoyt CastleberryMember Absent Freddie AdamsChairman Denning called the meeting to order and Commissioner Hoyt Castleberry opened themeeting with prayerThe following business was transactedMr N B Grantham, Chairman, M A Morgan and Robert L Holt, members, Johnston CountyPlanning Board met again with the Johnston County Board of Commissioners in regards to severalrecommended amendments to the Johnston County Mobile Home and Mobile Home OrdinanceSeveral mobile home park owners were present at this meetingMr Grantham explained that the Johnston County Planning Board had met and stilled recommendedthat 15,000 square feet be required for mobile homes hooked to individual septic tanks for sewagedisposal, however, explained and reviewed the amendments recommended by the Planning BoardThe Commissioners discussed and agreed that the Planning Board should handle any problemswhere mobile home park expansions have been planned, but not completed by the time the new ordinancebecomes effective The Board further stated that mobile home park owners in this process or havingplans for expansion might need to register these plans with the Johnston County Planning Board todetermine at what stage of development their plans must meet requirements of the new ordinanceAfter much discussion, Commissioner Frank B Holding moved that the amendments to the JohnstonCounty Mobile Home and Mobile Home Park Ordinance recommended by the Johnston County Planning Boardbe adoptedCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyCommissioner Howard Benton further commented that he still has reservations about the 15,000square feet requirements for all areas of the county because of various types of soil conditions2 Region J Council of Governments - Request CETA Funds for CountyMr Joseph McAdams, Triangle Housing Development Corporation Rehabilitation Coordinator,along with Pamela Driscoll, Assistant Director, Triangle Housing, met with the Board of CountyCommissioners and explained that Triangle Housing Development Corporation has started work on a prograof rehabilitating deteriorated homes owned by low income citizens of Johnston CountyMr McAdams advised that Coastal Plains Regional Commission has made a grant to Triangle JCouncil of Governments to cover cost of one crew supervisor for Johnston County and Triangle J hasmade available Council of Governments staff to assist this program Mr McAdams further stated thatTriangle J is requesting the Johnston County Board of Commissioners to approve the allocation of sixCETA employment slots to provide the crew members and one additional CETA funded crew supervisor forfour 4 months in the amount of 12,716 as followsOne Crew SupervisorSix Crew Membersl0 Tools allowanceMr McAdams further explained that emphasis on the elderly is the aim of this program andHomeowner Rural Rehabilitation Program assists lower income homeowners to apply for a FHA or FederalLand Bank loan to pay for materials, and at this time they have twenty -five 25 applications fromJohnston CountyThe Board took no official action on this request at this time3 Council on Aging Request Fund for BusesMrs Sherry Stockton, Director, Johnston County Council on Aging, met with the Board ofCommissioners and explained that the Council on Aging must expand its transportation program forsenior citizens in order for its program to grow Mrs Stockton explained that the Council on Agingnow has only one bus, in which it is impossible to cover the entire county and reach all the seniorcitizens that need transportation to the doctor, to clinics and various other places, and so manyof these senior citizens have noone to depend on other than this source of transportationMrs Stockton further advised the Board that she is requesting county funds to help purchasetwo 2 mini buses for the Johnston County Council on Aging and that federal matching funds areavailable to help with the purchase of these buses, but local matching funds must be provided to securea federal grant0February 18 ContMrs Stockton told the Board that an estimated cost of two mini buses is approximately 15,986and the County would need to provide twenty percent 20 of this or 3,19700The Board asked Mrs Stockton how she planned to provide drivers for these two additionalbuses, and she explained that it was her intentions to request federal emergency employment fundsallocated to Johnston County to pay the salaries of these two bus drivers for next yearAfter discussion, Commissioner Hoyt Castleberry moved thatthe Board of County Commissionersgrant the Council on Aging a letter of intent to provide County matching funds for a federal grantto buy two more mini buses for this agencys transportation programCommissioner Frank B Holding seconded the motion which was carried unanimouslyMrs Stockton also had a copy of her 1975 -1976 budget request and was asked to file thiswith Kramer Jackson, County Administrator4 County to Apply for State Clean Water Grant for Clayton Water LineTom Moore, Engineer, Ragsdale Engineers, met with the Board of Commissioners regarding anengineering study on the Smithfield to Clayton Water LineMr Moore explained that if the Board wished to apply for a State Clean Water Bond Grant of25 of the estimated cost at approximately 13 million for the Clayton project, this applicationmust be filed by the March 31, 1975, deadline and if this grant should be approved the Board wouldhave until August, 1976 to award construction contracts, hoping that by this time county funds willbe available to finance the balance of the cost of this water line to ClaytonAfter discussion, Commissioner Hoyt Castleberry moved that Ragsdale Engineers be authorizedto file application for a State Clean Water Bond Grant of 25 of the total project cost of theSmithfield to Clayton Water LineCommissioner Frank B Holding seconded the motion which was carried unanimously5 Wynn Four Oaks Fire District To Petition for Special Tax LevyMr M E Johnson,, representing the Wynn Fire District, met with the Board of Commissionersand requested permission to petition the property owners in this district for a referendum that wouldauthorize a special tax levy to help finance the districts fire department This petition must besigned a least 15 of the districts eligible voters before a referendum can be heldCommissioner Hoyt Castleberry moved that the Wynn Fire District be granted this requestCommissioner Howard Benton seconded the notion which was carried unanimously6 Tax Releases GrantedCommissioner Howard Benton moved that the following tax releasesbe granteda Elevation Township - City of Raleigh, Wake, Chatham, Lee and Johnston CountiesKramer Jackson, County Administrator, advised the Board of Commissioners that it needs tomake a decision as to whether or not Johnston County wishes to remain a member of the ManpowerConsortium This consortium is responsible for allocating federal manpower training and emergencyemployment funds among the counties in the consortiumCommissioner Hoyt Castleberry moved that Johnston County remain in this manpower consortiumcomposed of the City of Raleigh, Wake, Chatham, Lee and Johnston CountiesCommissioner Howard Benton seconded the motion which was carried unanimouslyiaIrisFebruary 18, 19754Cont11 Recreation GrantsatKramer Jackson, County Administrator, presented the Board of Commissioners with informationregarding the balance of funds remaining in the recreation appropriation for 1974 -1975 from revenuesharing money Mr Jackson explained that 23,817 remained that had not been committedThe Board discussed the recreation funds, however, deferred any action on the approval ofrecreation applications until the March 3rd meeting12 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the February 3, 1975, board meetingCommissioner Howard Benton moved that the minutes of this meeting be approved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously13 Food Stamp Volunteer ProgramCommissioner Howard Benton moved that a letter of recognition and appreciation be writtento each volunteer worker that helped with the Food Stamp Program backlog of workCommissioner Hoyt Castleberry seconded the motion which was carried unanimously14 Tow -Away Zone ResolutionThe Board of Commissioners asked Kramer Jackson, County Administrator, to work with W RBritt, County Attorney, and draw up a resolution for the tow -away zone in the county parking lot15 Dog Vaccine Storage - H M JohnsonMr H M Johnson, Four Oaks, met with the Board of Commissioners and explained that he hadstored dog vaccine for about six 6 years and had never been paid for any of the storage time,however, Mr Johnson further explained that he had never presented the County with a statement ofcharges, so he was not complaining, he just thought at this time he would call it to the Boardsattention, and if they feel it justified could pay him for this storage timeAfter discussion, the Board of Commissioners asked Mr Jackson, County Administrator, totalk with Rubert C Barbour, Dog Warden, and work out something reasonable and satisfactory withMr JohnsonUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried unanimously, the Board adjourned7?Norman C Denning, ChairmanEleanor N Creec , Clerk
