Sub - Division Regulations Proposed for Johnston CountyThe Board of Commissioners opened the meeting with the PUBLIC HEARING on the proposedSub - Division Regulations as advertised and scheduled for 10 oclock am, this date Ken Windley,County Planner, M A Morgan and R L Holt, Johnston County Planning Board members were presentMr Ross Lampe, Smithfield Developer, met with the Board of Commissioners regarding theSub - Division Regulations proposed for Johnston CountyMr Lampe told the Board of Commissioners that Johnston County does not need Sub - DivisionRegulations, it already has all the regulations needed and the adoption of sub - division regulationswould just duplicate land use laws already in existence making local development and housing moreexpensive for the developer and home ownerMr Lampe further emphasized that homes are needed in a sub- division, as stores areneeded in a shopping center and more regulations will only create strip development creatingtraffic hazards and urban disorder Mr Lampe stated that existing state highway and HealthDepartment regulations pretty well cover the field when it relates to land use for housing andhousing developmentsThe Board discussed these regulations at length with Mr LampeKen Windley, County Planner, defended the Sub - Division Regulations by stating that theCounty needs more regulations of land use on a local level rather than State or Federal levels, andif the county does not see fit to adopt the Sub - Division Regulations, then the State will eventuallydo it Mr Windley further stated that surrounding counties have already adopted regulations thatdont seem to be hindering development and good developers already do most of- things sub - divisionregulations requireMr M A Morgan responded that if the county is going to have growth there needs to beregulations for standard streets that the State Highway Commission can take over and maintain, orderlyand growth that will be a credit to Johnston CountyMr R L Holt questioned can the county do without these regulationsThe Board of Commissioners responded that the County needs some kind of control and regulations for urban and certain development areas, but seem doubtful about the rural areas that arenot yet faced with immediate development and regulations that are not properly enforced are no goodThe Chairman indicated that the Board would further consider these proposed Sub - DivisionRegulationsThe Board of Commissioners at this time 11 oclock am recessed until 230 pm, forthe funeral service of Cameron M Garris, deceased County Agricultural Extension AgentReconvened 230 bm2 ReportsThe following reports were filed with the BoardHarper Godwin Tax CollectorRubert C Barbour Dog WardenBobby Corbert Electrical InspectorPaul Keller Johnston Lee Community ActionOut of County Transportation ReportFuel and EnergySherry Stockton Council on Aging140December 1, 1975 Cont 3 C A Byrd - Byrds WholesaleMr C A Byrd met with the Board of Commissioners regarding an inspection made by theJohnston County Health Department and the North Carolina Department of Agriculture of his wholesalefacility intended for the use of food processingMr Byrd stated that the Health Department did not approve this facility for the processingof food and advised him that all food processing cease until this facility had met acceptablestandards for such an operationMr Byrd further stated to the Board of Commissioners that it is his belief that a JohnstonCounty Sanitarian has personal animosities toward him that prevent fairness in approving this facilit Chairman Denning, member of the Johnston County Board of Health, advised Mr Byrd that hewould look into this situation4 Storage Space - Courthouse Clerk of Superior CourtMr James C Woodard, Clerk of Superior Court, met with the Board advising that his officeneeds more storage space Mr Woodard told the Board members that the law requires that more recordsbe kept than ever before by his office and county court systems and the storage space for theserecords is very limitedThe Board assured Mr Woodard that this matter would be taken under advisement5 Paul Anderson - State Highway EngineerMr Paul Anderson, District Engineer, met with the Board of Commissioners regarding the15 Johnston County retainage money, the State wants to use this money and program it for surveysand right of waysMr Anderson advised the Board that Mr T E Ricks, State Highway Councilman, would liketo visit with the Board at the December 16, 1975, board meeting6 Mobile Home Ordinance - EnforcementWayne Strickland, County Code Enforcement Officer, met with the Board requesting more actionon the part of the Board of Commissioners in dealing with several mobile home owners who have beendelinquent in complying with the Johnston County Mobile Home and Mobile Home Park OrdinanceMr Strickland told the Board that every possible effort has been made in contacting and 4advising these mobile home owners of the requirements of the Mobile Home Ordinance, and that mobilehome owners that have complied are questioning the fact that a few people are still allowed to getby without complying with the ordinance, which tends to make his efforts seem uselessMr Strickland further advised the Board that one reason for this is that some mobile homedealers are passing information along that the county will not take any action against them if theyfail to complyMr Strickland furnish the Board with a list of the mobile home owners who have failed tocomply with the County ordinance as followsRonnie Eugene Beasley Ricky BarbourRoute # 2 Route # 1Benson, North Carolina Benson, North CarolinaPhillip Driver Jimmy Ray NarronRoute # 1, Box 183B Route # 2Zebulon, North Carolina Selma, North CarolinaTimothy Mann William A McLambRoute # 1, Lot # 15 Route # 1co Dupree Mobile Park Clayton, North CarolinaWillow Springs, North CarolinaSamuel Wilder727 Wildwood DriveClayton, North CarolinaAfter discussion, the Board instructed Kramer Jackson, County Administrator, to communicatewith these individuals above list by certified mail giving them notice that unless they havecomplied with the Johnston County Mobile Home Ordinance by January 1, 1976, the County will beforced to issue a warrant against them in compliance with Section D, Article IX, of this ordinanceAt this time, Chairman Denning presented Wayne Strickland a certificate as Director of theJohnston County Office of Emergency PreparednessDecember 1, 1975 Cont7 Minutes ApprovedThe Board of Commissioners reviewed the minutes of the November 3, 1975, board meetingCommissioner Howard Benton moved that the minutes of the November 3, 1975, board meeting beapproved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon a motion by Commissioner Freddie Adams, seconded by Commissioner Hoyt Castleberry andcarried unanimously, the Board recessed until December 16, 1975, at 730 pmEleanor NClerk
