Commissioners reviewed the minutes of the March 3, 1975, board meetingCommissioner Howard Benton moved that the minutes of the above meeting be approved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously2 Pleasant Grove Community BuildingBoard of TrusteesCommissioner Hoyt Castleberry moved that the following persons be appointed to the PleasantGrove Community Building Board of Trustees for a four 4 year term, retro- active to May 4, 1974,expiring May 4, 1978;Shaw T Fish, Route # 1, Angier, Lynn F Stephenson, Route # 1, Angier, North Carolina,L R Holland, Route # 1, Angier, N C, George H Carroll, Route # 1, Willow Springs, N C,Wilbert Coats, Route # 3, Benson, N CCommissioner Howard Benton seconded the motion which was carried unanimously3 Schedule B License - ResolutionUpon the recommendation of Harper Godwin, Tax Collector, Commissioner Howard Benton moved thatthe following resolution be adoptedWHEREAS, it is provided in Chapter 158, Public Laws of 1939, in an act entitled, Revenue Actof 1939 , under Article II Section B, License Taxes of said Chapter, as amended, that the countiesof North Carolina or any of them may impose and levy a county license or privilege taxes for theprivilege of carrying on the business exercises, exercising the privilege of doing the act namedtherein, beginning June 1, 1975 and ending May 30, 1976;WHEREAS, the County of Johnston, a body corporate and politic in the State of North Carolina,by and through its Board of Commissioners, desires to impose and levy said licenses and privilege taxein Johnston County for the said tax year 1975 -1976, in strict accordance with the provisions of saidArticle II, Schedule B; and to impose and levy said taxes, and to require reasonable reports fromdistributors in order to make the tax levy and collection effective, in amounts to full extent andlimit authorized under said Article II, Schedule B;NOW THEREFORE, DID RESOLVE, that the Board of Commissioners of Johnston County do hereby imposand levy in and for the County of Johnston, North Carolina, for the tax year beginning June 1, 1975,and ending May 31, 1976, license and privilege taxes provided for and authorized under the provisionsof Article II, Schedule B, of Chapter 158, Public Laws of 1939, as amended, and which under saidArticle the Counties of North Carolina are authorized and empowered to impose and levy, collect andrequire reasonable reports from distributors in order to make the tax levy and collection effective;and did resolve further, that said Board of Commissioners does hereby impose, levy and require reason-able reports from distributors in order to make the tax levy and collection effective in amounts tothe full extent and limit authorized under said Article II, Schedule BCommissioner Hoyt Castleberry seconded the motion which was carried unanimously4 Inspection Report - Recreation SitesThe Board of Commissioners was furnished with an inspection report on recreation sites werecounty revenue sharing funds were used for recreationThe following sites were inspected with reports filed inthe Office of the County AdministratoSouth Smithfield Elementary School, Little River Picnic Park, Wilsons Mills Elementary SchoolArcher Lodge Community Center, Inc, Town of Pine Level, Town of Selma, Meadow Athletic AssocBenson Recreation Committee, Benson Elementary School, South Johnston High School, Four OaksCivitan Club, Four Oaks Elementary School, Johnston County Extension Service, Wade H AtkinsonMemorial Library and Community Building,The Board discussed at length revenue sharing funds used or appropriated for recreation projectsin the County, and it is the feeling of the Board that more specific guide lines needs to be County Administrator, be authorizedto advertise for bids for the demolition of the remains of the Thornton Building, which was destroyedby fire March 26, 1975, bids to be opened April 29, 1975 Commissioner Castleberry further movedthat Kramer Jackson, County Administrator, and Norman C Denning, Chairman, Johnston County Board ofCommissioners, be authorized to award bid for this workCommissioner Howard Benton seconded the motion which was carried unanimouslyi7 Sheriff Request Additional Funds for Radio Operators Week -endsSheriff Aaron Wood asked Kramer Jackson, County Administrator, to request 150 for the Sherif sDepartment for a period of three months to be used to employ radio operators to work during the dayon week -ends To enable relief for the deputies having to stay in the office during Saturday andSundayAfter discussion, the Board of Commissioners took no action on this request at this time8 County Employs Agriculture Agent Livestock SpecialistUpon the recommendation of C W Tarlton, Johnston County Extension Chairman, CommissionerHoyt Castleberry moved that Phillip Ray Ricks be employed as a Livestock Agent with the JohnstonCounty Extension Service, effective May 15, 1975iCommissioner Howard Benton seconded the motion which was carried unanimously9 Tree Program - Johnston County IThe Board also talked with Mr Tarlton regarding the response and effectiveness of the pecanand pear trees order for the county through the Johnston County Extension Service IMr Tarlton agreed with the Board and expressed his feelings in the same manner that thiswas a good program for the County The Board instructed Mr Tarlton to order fruit trees and bushes,such as pears, pecans, figs, grape vines and blackberry, if he feels the grape vines and blackberrybushes are feasible to handle10 Triangle J - Housing Aide GrantiJeanie Beal with the Triangle J Housing Development Corporation asked the Board of Commissionqrsto join with the other five counties Region J in submitting an application for a federal grant fora rural housing rehabilitation program which would be administered through the Triangle J Council ofGovernmentsThis application would be for a grant up to 300,000 to implement a program of rural housingrehabilitation for owner and rental occupants in the six county Region J, renfal- occupants would bequalified provided that Triangle J acquired the property jJohnston County has an existing rehabilitation housing program at this time for ownerioccupants, but it does not affect tenant dwellings 4After discussion, Commissioner Howard Benton moved that Johnston County join with the otherfive counties in Region J in making application for this federal housing grantCommissioner Hoyt Castleberry seconded the motion, the motion receiving the determined that the Lesley G Barnes property listed asPublic Services property was located in Wilson County and requested that it be released from theJohnston County Tax Records and further that the 1972 and 1973 tax statements billed to Lesley GBarnes be releasedCommissioner Frank B Holding moved that the above property of Lesley G Barnes be releasedfrom the Johnston County Tax Records and that Highway Safety Program Office for review andapprovalChairman Norman C Denning stated that a purchase order would be issued at the Commissionersmeeting on April 15, 1975, tending approval of the Governors Highway Safety Program15 Request for Assistance from Selma Community DevelopmentJohn Taylor, Community Development Selma Area, met with the Board requesting 16,000 Countyassistance for a Community Service Officer which would provide full -time counseling and assistanceto familites in this CD areaAfter discussion, Commissioner Frank B Holding moved that Mr Taylors request be deniedCommissioner Howard Benton seconded the motion which was carried unanimously16 Jonathan Woodard LienMr George Sturgeon, Council on Aging, remind the Board that on March 4, 1974, the Board ofCommissionerspassed an order to release to the FHA the County lien on the Jonathan Woodard propertyHouse and Lot in Princeton This action was to enable Mr Mrs Woodard to get a FHA Loan to adda bathroom giving the FHA first lien on the property In the meantime Mr Woodard had passed awayand Mrs Woodard has been unable to proceed with her plans until this time and Mr Sturgeon is hererepresenting Mrs Woodards request, and that she is now ready to proceed with her bathroom plansAfter discussion, Commissioner Howard Benton moved that the County take a subordinate liento FHA on the Jonathan Woodard house and lot in Princeton, and that Chairman Norman C Denning beauthorized to execute such lienCommissioner Frank B Holding seconded the motion which was carried unanimously16a Harper Godwin, Tax Collector, talked with the Board regarding the selling of Schedule BLicense and informed the Board that he had an inquiry regarding a license for a Palm Reader or FortuneTeller, however, according to law this is illegal in Johnston County After discussion CommissionerFrank B Holding moved that in any case where the Tax Collector felt that the party was negligent, thahe require references and sufficient background information on the party or parties, so that the publiwill not be abused and further if the Tax Collector felt it necessary have the Sheriffs Departmentinvestigate the applicant Commissioner Howard Benton seconded the motion which was carried unanimousr 68April 7, 1975 Cont17 Secondary Road Added to 1974 -1975 Program for Construction WorkMr Paul Anderson, District Engineer, with the Division of Highways, North Carolina StateDepartment of Transportation and Highway Safety, appeared before the Board of Commissioners andpresented the Secondary Road Program for Stage Construction survey and right of way of secondaryroad # 2134After reviewing with Mr Anderson the proposed construction work on this road for 1974 -1975,Commissioner Hoyt Castleberry moved that the following resolution be adoptedWHEREAS, The Board of County Commissioners of Johnston County have`- received from PaulAnderson, District Engineer, Division of Highway, the Secondary Road Program for construction Surand right of way of secondary road # 2134 for 1974 -1975 as presented by Mr Anderson, said roadbeing a part of the system maintained by the North Carolina State Department of Transportation andHighway Safety;AND WHEREAS, after careful consideration of the services rendered by said road and thetraffic demands of said County, it is deemed necessary that said road be improved, in order tobetter serve the interest of the people of the County;NOW THREFORE, BE IT RESOLVED that the Board of Commissioners of Johnston County herebyapprove and request that the North Carolina State Department of Transportation and Highway Safetymake the following improvements in said road listed;Priority # Road # From To Length Grade, Drain Pave Bridge or which was carried unanimouslyPaul Anderson advised the Board of Commissioners that he would work with Mr Leei19 Old Covered Bridge - Wilders TownshipCommissioner Hoyt Castleberry talked with Paul Anderson about the condition of the oldcovered bridge in Wilders Township Mr Anderson assured Commissioner Castleberry that he wouldcheck on this bridgeSpeed Limit at Archer Lodge; Commissioner Castleberry also talked with Mr Anderson regardia speed limit at Archer Lodge Community Mr Anderson referred Commissioner Castleberry to TraffiDepartment, explaining that this matter would have to go before this department for approval20 Worley RoadThe Board talked with Paul Anderson about the Worley Road Mr Anderson advised that theState Department was still unable to secure all right of ways from property owners on this roadThe Board asked Chairman Norman C Denning to work with Mr Anderson regarding right of wayon this road21 Mental Health Satellite Clinic - Princeton AreaThe Board briefly discussed complaints received regarding services promised and servicesbeing rendered at the Princeton Satellite Mental Health ClinicThe Board asked the Clerk to contact Fred Wright, Director, Johnston County Mental HealthClinic and ask him to meet with the Board at the April 15, 1975, meeting?I 22 Wynn Fire District - Special ElectionCommissioner Hoyt Castleberry moved that the following resolution be adoptedRESOLUTION CALLING SPECIAL ELECTIONWHEREAS, a petition has been duly presented to the Johnston County Board of Commissionersby at least fifteen per cent of the residents living and residing in the area lying outside thecorporate limits of any municipality in Johnston County, and particularly outside the Town of FourOaks, N C, which area is designated as Wynn Fire District , and being described as followsBEGINNING at the Black Creek crossing on the Lassiter Road north of Four Oaks at a point 1and proceeding easterly with the run of Black Creek and Holts Lake to a point on Holts Lake Bridgeon 301`Highway at a point 2; thence south to overhead bridge on Highway 701,_crossing with Inter-state Highway 95 at a point 3; thence southward crossing Martin Pond Road two - tenths Britt, County Attorney, reported that he had received three appraisals on the MaryMoore property, lots 41, 42 and 43, Washington Heights, Clayton, North Carolina The Board ofCommissioners at the January 21st meeting instructed Mr Britt to get this property appraisedMr Britt stated that the lots were appraised at 500 each, equalling 1500, and the houseappraised at 1500, in its present condition, which is very poor, making a total of 3000 for theentire propertyAfter discussion, the Board asked Commissioner Hoyt Castleberry to appraise this propertyand report back to this Board on April 15, 1975, and also asked Mr Britt to check on the countytax due, if anyUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Hoyt Castleberryand carried unanimously, the
