April 15, 1975The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, April 15, 1975, at 730 Utility Corporation, Smithfield, North Carolina, low bidderCommissioner Frank B Holding seconded the motion which was carried unanimouslyB Electrical ContractAfter discussion, Commissioner Howard Benton moved that the Electrical Contract beawarded to Watsons Electrical Company, Wilson, North Carolina, low bidderCommissioner Frank B Holding seconded the motion which was carried by the Office Space for Soil and Water Conservation DistrictCommissioner Freddie Adams moved that Chairman Norman C Denning be authorized to sign anagreement that the county provide office space for the Johnston County Soil and Water ConservationDistrict at no cost to this agencyCommissioner Frank B Holding seconded the motion which was carried unanimouslyIl6April 15, 1975 Cont3 Manpower CETA ConsortiumKramer Jackson, County Administrator, advised the Board of Commissioners that Wake Countyhad withdrawn form the Manpower CETA Consortium and that Johnston County had the following optionswhich could be considered for receiving CETA funds for the fiscal year 19761 Join with the City of Raleigh in forming a Consortium2 Join with Wake County in forming a Consortium3 By -pass items 1 and 2 and come under the State CETA programMr Jackson advised the Board that it was his recommendation that Johnston County join withthe City of RaleighAfter much discussion, Commissioner Frank B Holding moved that Johnston County join with theCity of Raleigh in forming a Consortium for receiving CETA funds for the fiscal year 1976Commissioner Howard Benton seconded the motion which was carried unanimously4 Ambulance Contract AwardedKramer Jackson, County Administrator, advised the Board that the Governors Highway SafetyProgram had reviewed the bids submitted for furnishing the County with two ambulances for the Kenlyand Selma Rescue Squads, and had approved and recommended that contracts be awarded to the low bidderAfter discussion, Commissioner Howard Benton moved that Star -Line Enterprises, Incorporated,Sanford, Florida, low bidder, at 12,61195 each, be awarded the contract to deliver two chevroletvan type ambulances to the Kenly and Selma Rescue SquadsCommissioner Freddie Adams seconded the motion which was carried unanimously5 Mobile Home at Health DepartmentThe Board authorized Chairman Norman C Denning to have the trailer moved from the HealthDepartment grounds that had served as office space for the sanitarians The Board asked the Chairmanto contact Roland Hatcher and see if the trailer could be parked at the County Landfill until theydecide whether or not to sell it6 Mobile Home Park Owners Requirements to Tax Supervisors OfficeKramer Jackson, County Administrator, advised the Board that Mobile Home Park owners arerequired by North Carolina State Law to furnish the Tax Supervisors Office with a list of parktenants, and that there were 80 mobile home park owners in Johnston County and only three had compliewith these regulations Mr Jackson further advised the Board that the Tax Office was advising thepark owners of this regulation7 EDA Funds AvailableKramer Jackson, County Administrator, advised the Board that Johnston County was in line toreceive about 30,000 from EDA Economic Development Administration through the Triangle J Councilof Governments to put unemployed people to work if the Board desired to accept this grantThe Board discussed this grant with Mr Jackson in regards to where these people could workand ask him to contact Mr Gilbert at the hospital as one possibility, social services, schools andetc maintenance crewCommissioner Frank BHolding moved that Johnston County accept this EDA grantCommissioner Howard Benton seconded the motion which was carried unanimously8 County Investment of Funds Interest EarnedKramer Jackson, County Administrator, reported that Johnston County in the past thirty 30days had earned 7,189 from interest on invested funds, and would receive 9,039 interest frominvested funds in the next thirty 30 days9 Recreation Grants - ApprovedCommissioner Howard Benton moved that the following recreation request be approved1 Meadow Athletic Association 3,000002 Kenly Kiwanis Club 500003 Town of Pine Level 60000Commissioner Hoyt Castleberry seconded the motion which was carried unanimously10 Sheriff Wood Request Additional Funds for Part -Time Employees for 1975Sheriff Wood met with the Board of Commissioners requesting additional funds for this year1974 -1975 to enable him to employ two part -time radio dispatchers to relieve the night dispatchersone night a week and the deputies from office work on the week -ends74April 15, 1975 ContSheriff Wood emphasized the need for the deputies to be able to leave the office when calledand especially at this time of the year when there are so many seasonal migrant workers in the countySheriff Wood presented two plans to the Board for consideration, Plan I would require a totalof 66000 and Alternate Plan a total of 55000 from now until June 30, 1975 The Sheriff alsoadvised the Board that he would be requesting money to fund these part -time positions in next yearsbudgetAfter discussion and upon the recommendation of Kramer Jackson, County Administrator,Commissioner Frank B Holding moved that the Sheriffs Department be granted approval of the AlternatePlan in the amount of 55000 for the employment of part -time dispatchers to relieve deputies andregular dispatchers of over time work in the Sheriffs Office from now until June 30, 1975Commissioner Howard Benton seconded the motion which was carried unanimously11 Mental Health Satellite ClinicsFred Wright, Director, Johnston County Mental Health Clinic, met with the Board of Commissiregarding the Mental Health Satellite ClinicsThe Board discussed with Mr Wright the services rendered, functions and purposes of theseclinics throughout the CountyThe Board advised Mr Wright of inquiries they had received regarding the services renderedat the Princeton Satellite Clinic It seems that the community got the impression that severalcommunity services would be rendered at this satellite clinic site, such as Social Services, FoodStamp, Senior Citizens, Health and Social Security, as well as Mental HealthMr Wright explained to the Board that these services would be welcomed in these satelliteclinic areas and it has been accomplished in Benson, with the exception of Social Security, whichhas a toll free number and does not satellite in any areaThe Board discussed this subject at length and determined that the satellite clinics in thiscounty needed serious thought, consideration and organization in order to provide and offer morecounty services in more areas of the county12 County Reconsiders Housing Rehabilitation GrantThe Board again discussed the proposal, presented to the Board at an earlier meeting April7, 1975, to join with the other five counties in Region J in applying for a federal CommunityDevelopment grant of 300,000 to expand an existing program in repairing substandard houses in RegionJ which includes Johnston County This expanded program would include tenant occupied dwellingsas well as owner occupied dwellings, whereas, the present program only applies to owner occupantsIt was explained that Triangle J Housing was proposing to purchase only property which the landlordis not interested in improvingCommissioner Howard Benton advised the Board that if Johnston County did not endorse thisapplication for federal funding it would simply be giving up federal funds for housing rehabilitationto another county and Johnston County has more substandard housing than any other county in Region JAfter much discussion, Commissioner Howard Benton introduced the following resolution andmoved that it be adoptedRESOLVED THAT THE COUNTY OF JOHNSTON join with the other five counties of Region J and theState of North Carolina, in submitting an application to the Secretary of the Department of Housingand Urban Development for a grant of up to 300,000 from discretionary funds available to her underthe Housing and Community Development Act of 1974 to support Innovative Community Development projectto implement a program of rural housing rehabilitation for owner and renter occupants in the six -county Region J if this grant is secured, the program described in the attached Abstract ofProposal will be carried out, in our behalf by the Triangle J Council of Governments and the TriangleHousing Development Corporation with the assistance of an agency or agencies of the State of NorthCarolinaCommissioner Hoyt Castleberry seconded the motion which was carried by the following voteAye Commissioners Howard Benton, Hoyt Castleberry, Frank B
