September 17, 1974 - Regular1 3Fit widthSeptember 17, 1974The Johnston County Boardof Commissioners met in regular session in the Johnston CountyCommissioners Room; Courthouse, Smithfield, North Carolina, Tuesday, September 17, 1974, at 830pm, with the following members presentFrank BHolding, Vice Chairman,`Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent Norman C Denning, ChairmanThe following business was transacted1 Arthur Goetz - Library DirectorMr Arthur Goetz, Director, Public Library of Johnston County and Smithfield, met with theBoard regarding the condition of the present bookmobile Mr Goetz stated that the bookmobile isgiving mechanical trouble transmission, gear shaft and air`conditioning and wantedto know if theBoard of Commissioners wanted to repair this one, which was purchased in 1953, new chassis 1966or buy a new one Mr Goetz gave the Board some approximate figures on a new unitAfter much discussion, the Board of Commissioners encouraged Mr`Goetz to repair the presentbookmobile2 Town of Kenly - Recreation RequestJimmy Bailey, Ed Tindal and O W Raper of Kenly appeared before the Board of Commissionersrequesting recreation funds for the Town of Kenly in the amount of 3,00000 or 60 of 5,00000project The recreation project for 1974-1975 will be tennis courtsThe Kenly representatives had not filed official application with the Clerk and were askedto prepare this application so it could be presented to the Board of approvalHowever, it was called to the Boards attention that the Town of Kenly had not receivedits matching recreation funds 3,000 from the County that was approved May 21, 1974, and furtherrequested these funds Commissioner Freddie Adams moved that the Town of Kenly be paid in the amount of 3,00000which was approved by the Board of Commissioners May 21, 1974, thisgrant is a 1973 - 1974 approvedrecreation grant,not received in 1973 -74Commissioner Hoyt Castleberry seconded the motion which was carried3 Renovation - Old Hospital Department of Social ServicesGeorge Mast talkedwith the Board regarding renovation plans at the old hospital which willhouse the Department of Social Services upon completion It was suggested and discussed that theceilings should be dropped that it would save money on wiring, heating and air conditioning TheBoard suggested that prices be secured on dropped ceilings for this building4 Mobile Home OrdinanceMr Norman C Grantham, Chairman, Johnston County Planning Board, presented to the Board ofCounty Commissioners for consideration a proposed ordinance to regulate mobile home parks in JohnstonCounty Mr Grantham advised the Board that this was the third draft of this ordinance and wasprepared by the Johnston County Planning Board, with the technical assistance from the Triangle JCouncil of Governments Mr Grantham further advised the Board that this ordinance was therecommendations of the Johnston County Planning Board5 Appointment - Members - Johnston County Planning BoardCommissioner Freddie Adams moved that William J Sugg of Princeton and R L Holt of FourOaks be reappointed to the Johnston County Planning Board for a two 2 year term, retroactive toMay 15, 1974, and expiring May 15, 1976Commissioner Hoyt Castleberry seconded the motion which was carried6 Library Board Appointments - Board of TrusteesAs recommended by the Library Board of Trustees, Commissioner Freddie Adams moved that MrJ Herman Brown, Route # 1, Selma, N C, be reappointed for a three 3 year term and Mrs DorothyWellons of Princeton, N C, be appointed for a three 3 year term to the Board of Trustees, PublicLibrary of Johnston County and SmithfieldCommissioner Hoyt Castleberry seconded the motion which was carriedI II? ti 4pg ILMEb g?September 17, 1974Cont AY 29 1M °7 Federal Grants for County Rescue Squads Iry ®gamOP bWilson Broadwell, Director, Johnston County Office of Emergency PlIparedness, met with theBoard and again talked with them regarding federal funds available for rescue squads on a fifty -fifty basis, through the Region J and Emergency Medical Services Council Mr Broadwell advisedthat some 360,000 would be allocated for Region J, which includes Johnston County The Commissionerand Mr Broadwell agreedthat Micro, a newly organized squad, should have top priority, if it shouldbecome qualified, and other grant funds available would be used to replace old rescue vehicles atFour Oaks and BensonAfter much discussion, Commissioner Hoyt Castleberry moved that Jiggs Broadwell be authorizedto make application seeking federal funds up to 60,000 on a local matching basis from Region JEmergency Medical Services Council for this year for rescue ambulances and other equipment neededby the county rescue squadsCommissioner Freddie Adams seconded the motion which was carried8 Resolution - 201 Study - Kenly Micro AreaUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner Freddie Adamsand carried, the following resolution was adoptedRESOLUTION CONCERNING AGREEMENT TOUNDERTAKE DEVELOPMENT OF A SECTION 201 FACILITIES PLAN FORTHE KENLY - MICRO AREAWHEREAS, it is desired by the County of Johnston to insure the provision of wastewatertreatment services and facilities in a most effective manner; andWHEREAS, the County of Johnston recognizes the benefits which can accrue from the cooperativeplanning of such services and facilities; andWHEREAS, for purposes of federal grant -in -aid assistance such planning is a prerequisite;NOW, THEREFORE, BE IT RESOLVED THAT1 The County of Johnston does hereby agree to cooperate and participate with the Town ofKenly, The Town of Micro, and Wilson County in the preparation of a Section 201 FacilitiesPlan as required by Public Law 92 -500, and in conformity with Federal Regulations governingfacility planning2 The County of Johnston agrees to the designationof the Town of Kenly to serve asLead Agency for making a grant application and for preparing the facility plan for thearea, provided that such designation is not meant to presume or other wise imply anyparticular role of the Lead Agency concerning the provision of sewer services or facilitiessince such determinations are to be agreed upon among the jurisdictions as a part ofdeveloping the plan3 The County of Johnston agrees to pay its pro -rata share of the cost of preparing sucha plan based on the share of its population residing within the Kenly- Micro,Complex asdefined by the North Carolina Department of Natural and Economic Resources, or other methodjointly agreeable to all governmental units4 The Chairman of the Board of Commissioners of the County of Johnston is herebyauthorized to execute -the joint agreement with the Town of Kenly, the Town of Micro andWilson County to carry out the provision of this ResolutionThis the 17th day of September, 1974Commissioner Howard Benton further moved that the County of Johnston appropriate 32918263 for this Kenly -Micro Area 201 Study to be paid to the Town of Kenly upon request, and thatthis 32918 be transferred from the Contingent Fund of the Johnston County General Fund andappropriated to the Miscellaneous Account 1042057 1 of the County General FundCommissioner Freddie Adams seconded the motion which was carried9 Recreation Application - SSS Tennis CourtsThe Board of Commissioners received a recreation application from agency named SSS TennisCourts requesting 3,00000 revenue sharing funds appropriated for recreation projects for tenniscourts at the SSS High SchoolThe Board deferred action on thisrequest at this time10 Pine Level Fire Department to Secure FHA LoanCommissioner Freddie Adams moved that the Board of Commissioners concur and offer supportto the Pine Level Fire Department in its effort to secure a loan from the Farmers Home Administrationto purchase equipment for the departmentCommissioner Howard Benton seconded the motion which was carriedrFSeptember 17, 1974 Cont11 Meadow Recreation Grant To Be Paid 1973 - 1974_Commissioner Howard Benton moved that payment to the Meadow Athletic Association # 1 forrevenue sharing recreation -funds approved in,1973 1974 be paid upon receipt of additional revenuesharing money and request from Meadow Athletic AssociationCommissioner Hoyt Castleberry seconded the motion which was carried-Upon motion by Commissioner Freddie Adams, duly second?y Commission t Castleberryand carried, the Board adjournedNorman C Denning, ChairmanEleanor N Creech Clerk
