Election for Special Tax LevyJimmy Doan and Charlie Harris representing the Corinth Holders Fire District met with theBoard with a petition signed by the required number of property owners in this district requestinga special election for a property tax levyCommissioner Hoyt Castleberry moved that`the,Board of Commissioners accepted the petitionfrom the Cornith Holders Fire District and to proceed with other legal matters that are required andnecessary to hold an election in this district for a special tax levyCommissioner Howard Benton seconded the motion which was carried by the following vote;Aye Howard Benton, Frank B Holding, Hoyt Castleberry and Freddie Adams2 Johnston County Firemans Association - Foam TruckJoe Moore, Charles Teeny Strickland and Curtis Whitehurst met with the Board of Commissionerrequesting financial assistance from the County in the amount of 2,00000 to help the•Johnston CountyFiremans Association with the purchase of materials and the construction of a foam tank truck forCounty fire protection This group told the Board of Commissioners that they plan to build the tankerthemselvesAfter discussion, Commissioner Freddie Adams moved that the Johnston County FiremansAssociation be granted 2,00000 for the above project Commissioner Adams further moved that thisamount 2,000 be transferred from the Contingent Fund and appropriated to the Miscellaneous Account1042057 -1 of the Johnston County General FundCommissioner Hoyt Castleberry seconded the motion which was carried unanimously3 Preliminary Plan - Johnston County Civil Defense BuildingiWilson Broadwell, Civil Defense Director, met with the Board and presented preliminary plansof the new building for the Johnston County Office of Emergency Preparedness Mr Broadwell wasasked earlier to present these plans before the Board of Commissioners and then to the Urban Renewaland Development Board of Directors for their approval The Board of Commissioners have been negotiat-ing with the Board of Directors to purchase a lot in Selma at the corner of Noble and Pollock Streetsfor the construction of the new Civil Defense quartersAfter discussion, the Board of Commissioners gave their approval of the preliminary plansforthis building4 Elevator at Old Hospital Buildin,Kramer Jackson, County Administrator, reported to the Board that the elevator at the oldhospital building has been condemned by the State Department of Labor Mr Jackson recommended thatthe elevator shaft be closed off for the time beingAfter discussion, the Board deferred any further action regardingthe elevator at the oldhospital and asked Mr Jackson to check theState regulations regarding an elevator for the Departmentof Social Services which will be located in the old hospital building at a later date5 Manpower Grant - Public Employment ProgramCommissioner Freddie Adams moved that Norman C Denning, Chairman, be authorized to executethe contract for the Public Employment Manpower Grant of 6,00000, the Countys matching share tobe 600007Commissioner Frank B Holding seconded the motion which was carried unanimously6 Right of Way - Encroachments - Smithfield to Four Oaks Water LineCommissioner Howard Benton moved that Norman C Denning, Chairman, be authorized to sign thej right of,wayencroachment?? contracts with the Board of Transportation for the Smithfield to Four Oakswater linej Commissioner Frank B Holding seconded the motion which was carried unanimouslyWOctober 15, 1974 Cont7 County Gasoline Purchases State ContractKramer Jackson, County Administrator, proposed to the Board of Commissioners the possibilityof purchasing gasoline for the county on State Contract which would save the County approximately20? to 23? per gallon Mr Jackson pointed out that the County is paying from 59? to 62? per gallonand gasoline can be purchased from the State for about 39? a gallonAfter discussion, Commissioner Freddie Adams moved that the County Administrator investigatethe possibility of the county purchasing gasoline on State Contract, and also check on the cost ofa tank and pumpCommissioner Howard Benton seconded the motion which was carried unanimously8 County Administrator Proposes County Purchase Order SystemKramer Jackson, County Administrator, recommended that the Board of Commissioners adopt apurchase order system for the County, whereby, each department would file a purchase order with theCounty Administrator and Finance Officer for the purchase of supplies, equipment and etc MrJackson emphasized that this system would lead to better control and a great savings for the countyAfter discussion, the Board of Commissioners asked Mr Jackson to discuss this purchase ordersystem with the department heads, and further deferred any action at this time9 Financial Request - Johnston Technical InstituteForMr Stanley Peele, Finance Chairman, and the Board of Trustees of Johnston Technical Institut ,appeared before the Board of Commissioners seeking an additional 281,60200 commitment from theCounty, in the next fiscal years budget, to be able to proceed with construction of the firstbuilding plan for the new campus of JohnstonTechnical Institute The Board of Trustees are 281,602short of the low bid for construction of the first building and state guidelines will not permitcontracts to be signed without sufficient funds or funds committed to complete this constructionThe Technical Institute Board of Trustees have thirty 30 days to execute contracts from date ofbid openingsMr Peele further explained that all the Board of Trustees need at this time - s a letterof intent,,,stating the Board of County Commissioners will appropriate the 281,602 in next fiscalyears budget for the Technical InstituteAfter a lengthy discussion, the Board of Commissioners indicated that they were veryenthusiastic and willing to commit additional money to the Technical Institute, however, they neededa little time to determine whether or not funds would be available next year for commitment- bearingin mind that the Board has already committedlarge sums of money in next years budget for water andsewer lines and other projectsThe Board asked the Technical Institute Board of Trustees to meet with them again on November4, 1974, at 3 oclock pm10 Courthouse BoilerKramer Jackson, County Administrator, reported to the Board that one of the Courthouse boilewas cracked in three places and he and Ralph Davis had checked the cost to repair this boiler and itwill cost more to repair this boiler than it will to replace it with a new one at a cost of approxi-mately 14,52700, and also Mr Davis had informed Mr Jackson that a new boiler would operate moreefficiently than the old one It was called to the attention of the Board that the boiler at theold hospital would not be usedAfter discussion, Commissioner Frank B Holding moved -that Mr Jackson be authorized toexplore with Mr Davis the possibility of using the boiler at the old hospital at the Courthouse,and in the absence of this being feasible, that Mr Jackson be instructed to purchase a new boilerif necessaryCommissioner Hoyt Castleberry seconded the motion which was carried unanimously11 Log for Long Distance Telephone Calls Proposed for County DepartmentsKrmaer Jackson, County Administrator, proposed to the Board of Commissioners that the Countyset up a 16ng distance telephone call logThe Board asked Mr Jackson to again talk with the department heads and get their opinions12 Road Petition - S R # 1323The Board of Commissioners received a request from property owners on S R # 1323, requestinthat this road be pavedCommissioner Howard Benton moved that this petition be forwarded to the State HighwayCommission with the Boards recommendation for considerationCommissioner Hoyt Castleberry seconded the motion which was carried unanimously12October 15, 1974 ContI13 Attorney Fee - Department of Social Services Harriet Gore CreechThe Boardreceived a statement in the amount of 30235 from W A Andy Holland Jr,Attorney, for the Department of,Social Services for professional services rendered in connection withrepresentation of Mrs Harriet Gore Creech, employee, Johnston County Department of Social Services,in Civil Action entitled Godwin vs Creech, et alCommissioner Frank B Holdingmoved that the above statement be paid from the MiscellaneousAccount 1042057 -1 of the Johnston County General FundiCommissioner Freddie Adams seconded the motion which was carried unanimously14 Johnston County Jail ProjectIKramer Jackson, County Administrator, reported to the Board that he had found no objectionsfrom the State to the use of a 50,000 federal grant for the renovation of the existing County Jailrather than construction of a new jail facilityCommissioner Frank B Holding moved that the County Administrator be instructed to proceedwith the revision of the Johnston County Jail grant through Triangle Commission on Criminal Justicefrom new construction to renovation of the present facilityICommissioner Freddie Adams seconded the motion which was carried unanimously15 Fair Labor Standards ActKramer Jackson, County Administrator, advised the Board of County Commissioners that thefederal government Fair Labor Standards Act requires a written report of all hours worked by Countyemployees If these records are not kept the county could be fined 1,00000 for each employeeCommissioner Frank B Holding moved that the Board of Commissioners authorize-;, the CountyAdministrator to implement a plan of written record of hours worked by County employees in order tocomply with the Federal Fair Labor Standards ActCommissioner Howard Benton seconded the motion which was carried unanimously16 Minutes of Board Meeting -
