to an order by the Board of Commissionexsand after due advertisement a PublicHearing was held at 10 oclock a m on a Mobile Home and Mobile Home Park Ordinance for JohnstonCountyMrs Thorne Reynolds, a mobile home park owner, was the only one who appeared at this publichearingas a mobile home park owner Mrs Reynolds appeared in support of having a county MobileHome and Mobile Home Park Ordinance, stating that it is hCr opinion that mobile home park ownersneed some regulations which determine what they can or can not do in setting up a mobile home parkNorman B Grantham, Chairman, Johnston County Planning Board stated its purpose is not toprohibit mobile homes in the County, but to have some control over them for safety, health andsanitation Mr Grantham further remarked, in answer to a question, that this is not a zoningordinanceAfter much discussion of this ordinance, Commissioner Hoyt Castleberry moved that the MobileHome Park Ordinance, prepared by the Johnston County Planning Board be adopted, filed and recordedin the Johnston County Ordinance BookCommissioner Howard Benton seconded the motion which was carried unanimously2 Board Meeting Minutes ApprovedThe Board of Commissioners reviewed the board meeting minutes of August 5, 20 and September3, 4 and 17thCommissioner Howard Benton moved that the minutes of August 5, 20 and September 3, 4 and 17th,be approved as recordedCommissioner Hoyt Castleberry seconded the motion which was carried unanimously3 Princeton Community Building - Recreation RequestMrs J P Keen, appeared before the Board of Commissioners representing the PrincetonCommunity Building Committee, requesting county revenue sharing funds in the amount of 3,000appropriated -for recreation projects in the countyMrs Keen explained that this was the only community center in Princeton, and that it wasused for many activities and badly in need of repairsAfter discussion of county revenue sharing funds available at this time, the Board deferredaction on this request at this time4 Princeton Bulldog Boosters ClubKenneth Jones of Princeton, N C, appeared before the Board of Commissioners requestingcounty revenue sharing funds in the amount of 3,000 appropriated for recreation projects for thePrinceton Bulldog Boosters Club to be used for equipment and supplies for recreation for thePrinceton areaMr Jones explained that the Boosters Club needed equipment and uniforms for the littleleague ball teams in PrincetonAfter discussion of county revenue sharing funds available at this time, the Board deferredaction5 County ProRerty Portion of Davidian Site Deeded to Johnston County Board of EducationMr E S Simpson, Superintendent, met with the Board of Commissioners and reaffirmed theBoard of Educations agreement to make available the present Board of Education site in exchange forthe new Board of Education site on the old hospital Davidian property However, Mr Simpson furtheremphasized that they can not make the present site available until the new administration building iscompleteAt this time, Chairman Norman C Denning executed a deed to a certain portion of the oldhospital property to the Johnston County Board of Education described as follows14iBEGINNING at a concrete monument in the right of way line, corner of North Street andSeventh Street in the Town of Smithfield eastern side of Seventh Street and the southern side ofNorth Street, and runs thence along the southern right of way line of North Street, South 56 degrees30 minutes East 19000 feet to another - concrete monument; thence South 33- degrees 30 minutes West28000 feet to a stake, another concrete monument; thence South 78 degrees 30 minutes West 7000feet to a concrete monument; thence North 60 degrees 55 minutes 30 seconds West 13575 feet to aconcrete monument, -the eastern right of way line of Seventh Street; thence along the eastern rightof way line of Seventh Street North 32 degrees 37 minutes 51 seconds East 34001 feet to theBEGINNING,according to survey and map of Ragsdale Engineers dated June 13, 19746 Smithfield - Wilsons Mills Jr H ;gh - Water LineMr E S Simpson also discussed with the Board of Commissioners the intentions of the Boardof Education to open bids in early January for the newSmithfield- Wilsons Mills Junior High SchoolMr Simpson further related that the Board of Education requested that he contact the Commissionersrelative to expediting the letting of a contract for the water line to the school site The Board,of Education also reaffirmed their commitment of 40,000 as budgeted to apply on this water lineAfter discussion, Commissioner Hoyt Castleberry moved that Mr Jackson, County Administrator,and Ragsdale Engineers be authorized to act on behalf of Johnston County and advertise for bids forconstruction of a water line to the new proposed Smithfield Wilsons Mills Junior High School sitelocated on Buffalo Road-,ommi siorter,H- ward,BentPn seconded the motion which was carried by Technical Institute for 1975 -1976The Board of Commissioners again discussed the recent request from the Technical Institutefor an additional 281,602, this amount needed in order for the Technical Institute Trustees toaward contracts,to the low bidder,for construction of the new,classroom,buildingAfter a lengthy budget work session last week with Kramer Jackson, County Administrator,the Board of Commissioners determined that extra funds for the Technical Institute would possiblybe available by cutting school appropriations form revenue sharing money in next years budgetThe Board of Commissioners again today discussed with Mr Thomas Shumate, Architect, anypossible ways of reducing the extra cost of the new Technical Institute building, if there wereany alternates that could be eliminated, and how low _bids exceeded cost estimates by 281,602 MrShumate commented that inflation was over and above what was anticipated and they were caught shortDr Tart, President, Johnston Technical Institute, commented that students were being turnedaway now because of lack of classrooms and urged the Commissioners to do all they possibly couldto assure construction at an early dateAfter much deliberation, Commissioner Freddie Adams moved that the County of Johnston grantJohnston Technical Institute an additional 230,00000 in next fiscal years budget 1975- 1976theoriginal request was 281,602 to enable the institute to award the bids on the first phase class-room building of construction at the newJohnston TechnicalInstitute siteCommissioner Frank B Holding aeconded the motion which was carried unanimously9 County DepositoryCommissioner Frank B Holding moved that Peoples National Bank of Smithfield be approvedas a depository for county fundsCommissioner Freddie Adams seconded the motion which was carried unanimouslyin? 3Ia;tiiNovember 4, 1974 Cont10 Triangle J - HousingMrs Jeanie Beal and another representative from Triangle J Council of Governments Housingmet with the Board of Commissioners regarding a program of housing assistance for the aged in thesix counties in the Triangle J Region Mrs Beal explained that they are now working on a prospectitihousing project in the Clayton area Mrs Beal told the Board that they are having problems findingprospective tenants with sufficient income for a sixteen 16 unit project, in this particular areaMrs Beal further stated that these units would rent for 110 a month The Board of Commissionersfelt that this was the main problem, if the rent was lower the available tenants would be no problemThe Board stated further that housing is needed for the lower income elderly, Mrs Beal asked theBoard of Commissioners where else in Johnston County could they focus attention and what kind ofhousing is neededThe Board assured Mrs Beal that they were working in a good prospective area, however,needed to work on a program that might decrease the monthly rent, if possible to find additionalfunds11 Johnston County Arts CouncilRebecca Stewart, Director, Johnston County Art Council, advised the Board of Commissionersthat the Johnston County Arts Council had authorized Artist Jerry Miller of Cary to sketch theJohnston County Courthouse Mrs Stewart further stated, with the Boards permission, the ArtsCouncil would like to use the Johnston County Courthouse Saturday, December 7, 1974, for exhibitand open house, the artist to present the first print of the Courthouse sketch to the Chairman andBoard of County CommissionersThe Board gave their approval for use of the Courthouse on Saturday, December 7, 1974, forthe exhibit and open house for the art display12 Micro Rescue SquadMayor Wayne Vann and Ralph Davis of Micro, North Carolina; met with the Board of Commissionerregarding the newly organized Micro Rescue Squad Mr Davis advised the Board that the Micro RescueSquad had been certified by the State of North Carolina and had fifteen 15 certified ambulanceattendants, and further that the squad was operating as of November,•1, 1974Mr Davis requested that the County begin an operating subsidization of 20000 per monthto the Micro Rescue Squad beginning November 1, 1974, and an advancement of -two months at this time,40000 Mr Davis also requested that the County furnish the Micro Rescue Squad with a basestation and a mobile radio unit, as they had done for the other rescue squads in the countyAfter discussion, Commissioner Hoyt Castleberry moored that the County begin payment of20000 per month to the Micro Rescue Squad, effective November 1, 1974, and that two 2 monthspayment be advanced at this time Commissioner Castleberry further moved that the County purchaseand install a base station and one mobile unit for the Micro Rescue Squad, this expense to be paidfrom t he Miscellaneous Account 6281094 of the Capital Improvement and Construction BudgetRevenue SharingCommissioner Howard Benton seconded the motion which was carried by the following voteAye Commissioners Frank B Holding, Hoyt Castleberry and Howard BentonNay None Commissioner Freddie Adams absent at this time and not voting13; Resolution Raleigh- Durham AirportM Kramer Jackson, Johnston County Administrator, advised the Board of Commissioners thatthe Region J Council of Governments had endorsed the following, resolution and ask that the JohnstonCounty Board of Commissioners adopt this resolutionRESOLUTIONWHEREAS, the Raleigh- Durham Airport serves Johnston County as the sole source of airtransportation for its citizens and high priority things, andWHEREAS, the proposed improvements to the Raleigh- Durham Airport increase the safety andefficiency of the regional airport service and as such are desirable actions on behalf of-the air-port-users and the general growth and support of the regional economy, andWHEREAS, there is very urgent need to modernize and update the Raleigh- Durham Airport inorder to provide an adequate and safe facility to accommodate modern heavy aircraft now unable tooperate there, andWHEREAS, loss of airline service, even temporarily, due to deterioration and necessaryrebuilding or major repair of the single runway available to air carrier use would impose drasticeconomic harm and result in much personal hardship to the people of this community and the entireairport service area,NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Johnston Countyapplauds the efforts of the Raleigh- Durham Airport Authority over the past decade to plan for airporand terminal facilities necessary to provide safe and adequate air transportation to this entire areand urges the prompt approval and adoption of Master Plan B and the expeditious development of thisPlan at the Raleigh- Durham AirportThe foregoing theappointment of Dr Norman B Grantham, Jr to the authorityBy motion of Commissioner Frank B Holding, duly seconded by Commissioner Howard Benton andcarriedunanimously, the Board accepted the resignation ofRual CogswellUpon the recommendation of the Johnston County Airport Authority, Commissioner Howard Bentonmoved to appoint Dr Norman B Grantham, Jr, to the Johnston County Airport Authority to fill theunexpired term of Rual Cogswell, this term expiring February 7, 1976Commissioner Hoyt Castleberry seconded the motion which was carried by the following vote;Aye Commissioners Frank B Holding, Hoyt Castleberry and Howard BentonNay None15 Alcohol Recovery Program- Community Action AgencyEleanor Parker, Director, Community Action Alcohol Recovery Program, met with the Boardregarding financial assistance for this_program next year Ms Parker stated that a supplement of10 of 45,000 is needed to help involve all Johnston alcoholics-in rehabilitation programs andthat accomplishments show that Community Action Alcoholism program is-doing unique things that havenot been done by Mental Health and probably cannot be done without the continuing existence of thisprogram ,The Board of Commissioners discussed the possibility that Mental Health maybe should takeover this program with the funds and the personnel available there for alcoholics in JohnstonCounty However the Board also indicated that Johnston County Community Action has a very goodorganization and program for alcoholic recoveryThe Board asked Mr Jackson to talke with Fred Wright, Director, regarding the possibilityof combining these programs with Mental HealthThe Board of Commissioners took no action on this contingent budgetrequest from theJohnston County Community Action Alcohol Recovery Program at this time16 Bicentennial AppointmentsMrs Mary Taylor, Chairman, Johnston County Bicentennial Commission, asked the Board ofCommissioners to add to the Bicentennial Commission, Mrs Lena Lockamy, Mr Arthur Goetz and MissVirginia SatterfieldCommissioner Frank B Holding moved that Mrs Lena Lockamy, Arthur Goetz and Miss VirginiaLee Satterfield be appointed to the Johnston County Bicentennial CommissionCommissioner Hoyt Castleberry seconded the motion which was carried by the following voteAye Commissioners Frank B Holding , Hoyt Castleberry and Howard BentonNay NoneAt this time, Mr Goetz, introduced to the Board of Commissioners, Larry Kimball and Donaldvon Burger, Archaeologist, who are working on an archaeological survey for Johnston County, sponsoredby_the Johnston County Bicentennial CommissionMr Goetz further asked the Board of Commissioners for an additional 5,00000 from theCounty from this fiscal years budget for this Bicentennial Project Mr Goetz stated that thismoney would be matched by the State Bicentennial CommissionThe Board took no action on this request at this time17 County Purchase Order SystemAs proposed and recommended by Kramer Jackson, County Administrator, Commissioner HowardBenton moved that a county purchase order system be adopted for the County of Johnston, effectiveas soon as implementation can be madeCommissioner Hoyt lawenforcement agenciesThe Board of Commissioners deferred action at this time on this request22 Regional Law Enforcement GrantKramer Jackson, County Administrator, introduced the following resolution for adoption;WHEREAS, the Johnston County Board of Commissioners herein called the Applicant hasthoroughly considered the problem addressed in the subgrant application entitled Regional Trainingand has reviewed the project described in the application; andWHEREAS, under the terms of Public Law 90 -351 as amended, the United States of America hasauthorized the Law Enforcement Administration, through the North Carolina Division of ,Law and Orderto make federal grants to assist local governments in the improvement of the criminal justice system,NOW THEREFORE BE IT RESOLVED BY THE Johnston County Board of Commissioners in open meetingassembled in the City of Smithfield, North Carolina, this 4th day of November, 1974, as followsel• That- the, - project referenced above is in the best interest of the Applicant and thegeneral public2 That Sheriff Rayford Oliver be authorized to file, in behalf of the Applicant, anapplication in-the form prescribed by the Division -of Law and Order Wastewater Collectionand Treatment Study for Smithfield, Selma, Pine Level, Four Oaks, West Smithfield Sanitary Districtand Surrounding Unincorporated Areas of Johnston County, Thursday, November 14, 1974, at 8 oclockpm, at the Public Library of Johnston County and SmithfieldCommissioner Frank B Holding was designated to attend to represent the Johnston CountyBoard of Commissioners1{tIIW,November 4, 1974 Cont32 County Revenue Sharing FundsKramer Jackson, County Administrator, reported that the County Revenue Sharing funds forthe fiscal year 1974 -1975 had been over estimated Thisof course means that appropriati©ns in thecounty revenue sharing budget for the current year have been over anticipated The Board was alsoadvised that cash on hand in this account revenue sharing is running low at this time, and thecounty will not receive another revenue sharing check until January, 1975The Beard discussed the possibility of a temporary loan from the County General Fund,however, no action
