Hoyt Castleberry opened the meeting with prayerThe following business was transacted1 Mental Health Alcohol Program and Johnston County Community Action Alcohol ProgramRepresentatives from Johnston County Community Action Alcohol Recovery Program appearedbefore the Board of Commissioners again in behalf of their Alcohol Program and their request for acommitment of county,funds to supplement the program for another yearThe Board also received correspondence fromFred Wright, Director, Johnston County MentalHealth Center explaining their Alcoholism Program in detail Mr Wright stated in his letter theJohnston County Mental Health Center, through its Area Board, has been given full statutory authorityto provide for the treatment of the alcoholics of our county Mr Wright further stated that it ishis hope that the Board of County Commissioners will continue to support their efforts to providecomprehensive educational, preventive and treatment services in the area of alcoholismAfter further discussion, Commissioner Hoyt Castleberry moved that the Johnston CountyBoard of Commissioners make a contingency commitment in an amount not to exceed 3,60000 to theJohnston County Community Action Alcohol Recovery Program for the fiscal year 1975 -1976Commissioner Frank B Holding seconded the motion which was carried by the following voteAye Commissioners Frank B Holding, Howard Benton and Hoyt CastleberryNay Commissioner Freddie AdamsThe Johnston County Community Action Agency further requested a statement from the Boardof CommissionersCommissioner Frank B Holding moved that a letter be written to whom it may concern, statingthat the Johnston County Board of Commissioners feel that the Johnston County Community ActionAlcohol Recovery Program in Johnston County in the past has done a very good job This program hasreached many people in the county that needed counseling and rehabilitation from the use of alcohol,that other wise would not have been reached We also feel that the outreach of this program foranother year will be an asset to this countyCommissioner Hoyt Castleberry seconded the motion which was carried unanimously2 Bicentennial Commission RequestRepresentatives from the Johnston County Bicentennial Commission met with the Board againin regards to a recent request for an additional 5,00000 in this years budget from the County toenable this commission to carry on an archaeological survey started by commission as a bicentennialprojectAfter much discussion the Board of Commissioners deferred action on this request at thistime20November 19, 1974 Cont3 Aaron Wood - Sheriff ElectAaron Wood, Sheriff Elect, met,with• the Board of Commissioners regardingthe JohnstonCounty Sheriffs Department personnel, cars, uniforms, equipment and etc- Commiss-ionet Frank B Holding, advised the new Sheriff that-he might want to -explore someof the federal programs available -fort lacy enforcement agenciesAfter further discussion of automobiles Commissioner Frank B Holding moved that theCounty Administrator be authorized to advertise for two 2 new cars for the Johnston CountySheriffs DepartmentCommissioner Howard Bentonse-cnnded the motion-which -was carried unanimously4 Personnel Resolution Adopted for County Emplo geesCommissioner Hoyt Castleberry moved that the following personnel resolution be adoptedeffective November 19,1974, Commissioner Howard Benton seconded the motion which was carriedunanimouslyPERSONNEL RESOLUTIONPART IJOHNSTON COUNTY, NORTH CAROLINABE ITRESOLVED by the Johnston County Board of Commissioners that the following_ rules andregulations shall govern the appointment, classification, salary, promotion, demotion, dismissal,and conditions of employment of the employees of Johnston County, North CarolinaARTICLE I THE PERSONNEL SYSTEMSection 1 MERIT PRINCIPLE All appointments and promotions of employees by the CountyAdministrator shall be made solely on the basis of merit and fitness All positions requiring theperformance of the same duties and fulfillment of the same responsibilities shall be assigned tothe same class and -the same salary rangeSection 2 RESPONSIBILITY OF COUNTY ADMINISTRATOR The County Administrator shall beresponsible for the administration of the following personnel policies and rules which shall applyto all appointed employees except those specifically exemptSection 3 PERSONNEL DIRECTOR The Administrator shall serve as Personnel Director andshall assist in the preparation and maintenance of the position classification plan and the pay planand perform such other duties in connection with a moderns personnel program as required Allmatters dealing with personnel shall be routed through the County Administrator who shall maintaina complete system of personnel files and recordsSection 4 EMPLOYEES SUBJECT TO RESOLUTION The provisions of this resolut-ion be applicable to all emp oyees except as pro 1 -ded below1 Elected officials shall be exempt from the provisions of thisresolution2 Employees not covered by the classification plan of this resolutionshall be exempt from Articles II, III, and IV except Section 43 Part time officials appointed by the county and employees of advisoryor special boards and commissions who work an irregular schedule, shallf be exempt from all provisions of this resolution4 Employees subject to the jurisdiction of the North Carolina StatePersonnel Board and the North Carolina Agricultural Extension Serviceshall be exempt from Article II and Section I of Article III, but shallbe subject to all other provisions except when those provisions shallconflict with the North Carolina State Personnel Act or rules, Federalor State laws, or rules governing employees of the AgriculturalExtension ServiceARTICLE II THE CLASSIFICATION PLANSection 1 COVERAGE OF THE CLASSIFICATION ELAN The classification plan4 to be considered and adopted by the Board ot Commissioners at a later date, andto be attached to this section as Part 2 shall be the classification plan ofJohnston County This classification plan shall include all permanent classesof positions except those exempted in Article I, Sec 4Section 2 Allocation of Positions The Administrator shall allocate eachposition covered by the class ication plan to its appropriate salary grade in theposition classification planiINovember 19, 1974 ContSection 3 Maintenance of Classification Plan The Administrator shallbe responsible for the administration and maintenance of the position classifi-cation plan Department heads shall be responsible for bringing to the attentinnof the County Adminstrator 1 the need for new positions, and 2 materialchanges in the nature of duties, responsibilities, working conditions, or otherfactors affecting the classification of any existing positionNew positions shall be established only with the approval of the commis-sioners, after which the Administrator shall either 1 allocate the new positionto the appropriate class within the existing classification plan, or 2 recommendthat the Commissioners amend the position classification plan to establish a newclass to which the new position may be allocatedWhen the Administrator finds that a substantial change has occured in thenature or level of duties and responsibilities of an existing position, theAdministrator shall 1 direct that the existing class specification be revised,2 reallocate the position to the appropriate class within the existing classi-fication plan, or 3 recommend that the Commissioners amend the position class-ification plan to establish a new class to which the position may be allocatedSection 4 Amendment of Classification Plan Classes of positionsshall be added to and deleted from the position classification plan upon therecommendation of the Adminstrator and with the approval of the CommissionersARTICLE III THE SALARY PLANSection 1 Coverage of Salary Plan The Schedule of Salary Rangesand Assignment of Classes to Salary Ranges to be approved at a later date shallbe the salary plan of Johnston County The salary plan includes all permanentclasses of positionsSection 2 Maintenance of Salary Plan The Administrator shall beresponsible for the administra on and maintenance of the salary plan Each year,prior to the preparation of the annual budget, the County Administrator shallsecure information concerning the general level of silaries paid and fringe -benefits provided in private industry in the area, the salaries paid and fringebenefits provided comparable municipal county and state employees, and anychange in the cost of living in the area during the fiscal year, The CountyAdministrator shall conduct continuing studies of the internal relationshipsbetween classes in order to reduce or eliminate inequities between classes ofpositions The Administrator shall recommend to the Commissioners such in-creases, reductions, or amendments of the salary plan as he deems necessaryto maintain the fairness and adequacy of the salary planSection 3 Transition To New Salary Plan The following four-prin-ciples shall govern the transition to a new salary plan1 No employee shall receive a salary reduction as a result of thetransition to a new salary plan2 All employees being paid at a rate lower than the minimum rateestablished for their respective classes shall have their salaries raised tothe new minimum for their classes3 All employees being paid, at a rate below the maximum rate estab-lished for their respective classes shall be paid at a rate listed in the salaryschedule; all employees not at a listed rate shall have their salaries raisedto a listed rate4 All employees being paid at a rate above the maximum rate estab-lished for their respective classes shall remain at their present salaries aslong as the maximum rate is below the employees present salariesSection 4 Payment at a Listed Rate All employees covered by thesalary plan shall be paid at a listed rate within the salary ranges establishedfor their respective job classifications except employees in a trainee, status,or employees whose present salaries are above the established maximum ratefollowing transition to a new pay planSection 5 Entrance at the Minimum Each new employee shall beappointed at the minimum salary whic-h-Th-a—s-75een established for the classificationin which he is employed except 1 if the new employee does not meet theminimum requirements of the position and qualified applicants for the positionare not available, the Administrator may designate the employee as a Traineeto be appointed at a salary below the minimum; 2 when the Administrator shalldetermine that there has been a demonstrated inability to recruit at the minimumsalary or that an applicant possesses exceptional qualifications, the Administ-rator may authorize the employment of an applicant at a higher rate than theminimum in the salary range22November 19, 1974 ContSection 6 Salary of Trainee A new employee who does not meet all of theestablished qualifications for a position may be appointed with the approval ofthe Administrator at a training salary no more than two steps below the minimumsalary established for the position The employee shall continue to receive areduced salary during the probationary period until the appointing department headwith the approval of the Administrator shall determine that the trainee is qual-ified to assume the responsibilities of the position, or until the end of theprobationary period when the employee is either discharged or moved to a listedrate in the salary range established for the positionSection 7 Earned Salary Increments Salary increases above the minimumestablished for each class of positions shall be granted only in recognition ofsuperior or improved performance The Administrator shall each year includefunds in the budget proposal for providing earned salary increments Insofar aspracticable, each department shall receive a share of the salary increment fundswhich is in proportion to the departments share of the total salaries paidemployees eligible for salary increments in all departmentsA salary increment give to any employee shall consist of no less than onefull step in the salary range established for his class Salary increments shallbe effective only upon recommendation of the Administrator and with the approvalof the CommissionersSection 8 Salary of Reclassifiedrecla,s ified to a class having a higherincrease, or an increase to the minimumis higher An employee whose positionpay range shall not receive a reductioncationEmployee An employee whose position ispay range shall receive a one -step salarystep of the new salary range, whicheveris reclassified to a class having a lowerin salary as a result of the reclassifi-Section 9 Salary of Promoted Employee An employee promoted to a positionin a class having a higher pay range shat- receive a one -step salary increase, oran increase to the minirAum step of the new salary range, whichever is higherSection 10 Si ary of Transferred Employee The salary of an employeereassigned to a position in the same class or to a position in ,a different classwith the same salary range shall not be changed by the reassignmentSection 11 Salary of Demoted EmploYee The salary of an employee demotedto a position in a class with a fower salary range shall be adjusted to the max-imum of the new range or to one step below his former salary, whichever is lowerIf an employee fails to complete successfully his probationary period followingpromotion he shall be reinstated in his former position or in a position in thesame class at his former salarySection 12 Salary of Part -time Employee The pay plan established bythis Resolution is for full-time service An employee appointed for less than fulltime service shall be paid at a rate determined by converting the establishedmonthly salary of the position into an hourly rateSection 13 Pay Periods All employees shall be paid on the 25th day ofeach month for service through the last day of said month If pay day falls onSaturday, Sunday or holidays, employees shall be paid on the last working dayprior thertoSection 14 Effective Date of Salary Adjustments Salary adjustmentsapproved after the first working day of a pay period shall become effective atthe beginning of the next pay period or a such specific date as may be providedSection 15 Finance Officer to Pay Employees At least once eachFinance officer shall personally hand each employee his her salary checkAPPOINTMENTS, DISMISSAL, AND DEMOTIONSection I Applicability of Article The provisions of this article shallapplicable to all employees except those exempted in Article I, Section 4Section 2 Em to meat O ortunities The County Administratorpublicize opportunities for employment with the County including theranges and employment qualifications for position to be filledSection 3 Appointments Each department head shall be responsible forassisting the County Administrator in recruiting and employing such employees asare authorized for his department Before any commitment is made to an applicantor employee, the appointing department head shall forward the applicants comp-leted application form to the County Administrator with a recommendationIiNovember 19, 1974 ContSection 4 Qualification Standards Employees shall meet the employmentstandards established and such other reasonsbkle minimum standards as to character,aptitude, ability to meet the public, and physical condition as may be establishedby the Administrator with the advise and recommendations of the depa tameht headsHowever, no employee shall be required to belong to a particular political partyas a condition of employmentSection 5 Limitation on Employment of Relatives Two members of animmediate family shall not be employed in the same administrative departmentat the same time The provisions of this Section shall not be retroactive,and no actionis to be taken concerning those members of the same family employedat the time of the adoption of this SectionSection 6 Probationary Period All employee appointed to or promotedto permanent positions shall serve a probationary period of six monthsEmployees serving a probationary period following a promotion shallcontinue to receive all benefits provided in accordance with this Resolutionand under supplementary rules and regulationsA new appointee may be dismissed at any time during the probationaryperiod if the department head determines that the employee is incapable ofdoing his assigned duties satisfactorilySection 7 Reinstatement An employee who has been separated becauseof reduction in force or who has resigned while in good standing shall be creditedwith his previously accrued sick leave if he is reinstated within five yearsIf the reinstated employee shall have continued to be a member of either theLocal Governmental Employees Retirement System or the Law Enforcement OfficersBenefit and Retirement Fund, he shall receive full credit for all accruedcon,,stributions to the time of his separationSection 8 Dismissal A permanent employee whose work is not satis-factory over a period of t me shall be notified in what way his work is deficientand what he must do if his work is to be satisfactory A permanent employee maybe dismissed by the Administrator if he she fails to perform work up to thestandard of the classification which provide thedischarged employee with a written notice of the discharge indicating the effectivedate and the reasons for the dischargeSection 9 Demotion Any employee whose work in his present positionis unsatisfactory may be demoted by his department head with the approval of theAdministrator if the employee shows promise of becoming a satisfactory employeein another positionSection 10 Suspension During the investigation, hearing or trial ofan employee on any criminal charge, I or doing the course of any civil action in-volving an employee, or when suspension would be in the best interests of theemployee or the County, the Administrator may suspend the employee without payas a non - disciplinary measure When the suspension shall be terminated by fullor partial recovery of pay and benefits for the period of the suspensionSectionll Reduction in Force In the event that a reduction in forcebecomes necessary, consideration w211 be given to the quality of each employeespast performance and the needs of the county as well as seniority in determiningthose employees to be retainedSection 12 Right of Appeal Any employee suspended, demoted, ordismissed may appeal to the Board of Commissioners after notifying the Administ-rator of his intention to appeal the disciplinary action24,November 19, 1974 ContARTICLE V CONDITIONS OF EMPLOYMENTSection 1 Applicability of Article The provisions of this Article shallbe applicable to all employees except those exempted in Article I, Section 4 Thebenefits provided by this Article shall be for full-time service An employeeappointed for less than full-time service shall receive benefits in proportion tothe percentage of full-time hours that he works each monthSection 2 Work Week Employee shall normally work five 5 eight 8hour days per week Normal work hours shall be from 800 to 500 pm with onehour only permitted for lunch When the activities of a particular departmentrequire some other schedule to meet work needs,, the Administrator may authorizea deviation from the normal scheduleSection 3 Overtime Employees shall arrange their work schedules so asto accomplish the required work within the standard work day Employees shall berequired to work overtime only in emergencies, and the supervisor may order over-time only with the prior approval of the Administrator Overtime work performedby an employee at the direction of a department head or his authorized represent?ative which exdeeds the established work week of the employeeEmployees required to work overtime shall receive compensatory time off onan hour-for-hour basis during the same work week overtime occured No employeeshall be paid for overtime work except upon the recommendation of the supervisingdepartment head and with the approval of the Administrator and the Board of Com-missionersSection 4 Vacationkle-amea Vacation-LEarned Each full time employee shall earn vacation inthe following manner1 one years employment - five 5 days per year2 Two years employment - seven 7 days per year3 Three years employment - ten 10 days per year4 Four years employment - twelve 12 days per year5 Five years employmentor more - fifteen 15 days per yearb Granting of Vacation Leave , Employees shall be granted vacation leaveupon request or at those ti- mes designated by department heads which will leastobstruct normal operations of the departmentc Vacation Leave Accumulation Vacation leave may accumulate to amaximum of the leave earned in one 17 calendar year When the maximum has beenaccumulated, no additional vacation leave will be earned until some of the accruedleave has been takend Terminal Pay Upon submission of his resignation, an employee shallbe paid for vacation leave accumulated to the date of separation provided he hascompleted six or more months of continuous service and provided he has submittednotice to the Administrator at lease two weeks in advance of the effective dateof resignation An employee who is involuntarily separated without fault or de-linquency on his part shall be paid for vacation leave accumulated to the date ofseparation Compensation for accumulated vacation leave shall not be paid anemployee separated for reasons of fault or delinquency or who does not submit therequired notice Upon the death of a permanent employee, compensation for acc-umulated vacation leave shall be paid to his estateSection 5 Sick Leavea Sick Leave is a Privilege Sick leave with pay is not a right whichan employee may demand, but a privilege granted by the county Notification ofthe desire to take sick leave should be submitted to the employees supervisorprior to the leave or not later than 1000 am of the scheduled workdayb Sick Leave Earned Each full-time employee shall earn sick leaveat the rate of ten 10 working days per full calendar year of servicec Granting of Sick Leave An employee may be granted sick leave fromrwork with payif his absence is due to sickness, bodily injury, quarantine,required physical or dental examinations or-treatment, exposure to a contagiousdisease when continued work might jeopardize the health of others, illness inthe employees family which requires the care of the employee, orthe funeral ofa member of the employees family or of a close personal friendd Physicians Certificate The Administrator may require a physicianscertificate as to the emp loyeels physical capacity to resume his duties for eachoccasion on which an employee uses sick leave The employee may be required tosubmit to such medical examination or inquiry as the Administrator deems desirableAWgoThe Administrator shall be responsible for the application of this provision tothe end that 1 employees shall not be on duty when they might endanger theirhealth or the health of other employees, and 2 there will be no abuse of sick,leave privilegese Sick Leave Accumulation Sick leave shall be cumulative with alimit of sixty 60 days on the maximum accumulation No employee shall bepaid for accumulated sick leaveSection 6 Sickness or Disability Covered bX Workmens CompensationAn employee absent trom duty because of sickness or dis-ability covered by the Workmens Compensation laws shall be eligible for thefollowing benefits1 Such employee shall receive his full salary for the first sixtyworking days of sickness or disability without charge to vacation or sick leave,provided that any payment which the employee receives for this period underWorkmens Compensation laws shall be deducted from the sum paid by the county2 If the sickness or disability shall continue beyond sixty workingdays, the employee may be granted additional leave upon the recommendation ofthe Administrator with the approval of the county The employee shall continueto receive his full salary during this period without charge to vacation orsick leave, provided that any payment which the employee receives for thisperiod under Workmens Compensation laws shall be deducted from the sum paidby the county3 When benefits have been exhausted under paragraphs 1 and 2above, the employee maya elect to receive only those payments made under WorkmensCompensation laws without using accumulated vacation or sickleave, orb ;elect to use his accumulated vacation or sick leave to receiveas a supplemental payment the difference,or a portion of thedifference, between his regular salary and the paymeints receivedunder Workmens Compensation Such employee shall have deductedfrom his accumulated vacation or sick leave that fraction of aday which is the same as the fraction that the supplemental pay-ment for one day is of a regular days paySection 7 Maternity Leave of Absence On recommendation of theAdministrator, and with the approval oT the Commissioners an employee maybe granted maternity leave without pay for a period not to exceed six 6monthsSection 8 Holidays All employees shall receive full pay for thefollowing holidays which shall be observed by all departmentsNew Years DayEaster MondayMemorial DayIndependence DayLabor DayVeterans DayThanksgiving DayChristmas Day, plus two 2 days designatedby the Board of CommissionersHolidays falling on Saturdays and Sundays will not be made up duringthe week Employees required to work on an observed holiday shall receivecompensatory time off, during the same work weekSection 9 Military Leave An employee who is a member of an armedforces reserve organization or the National Guard shall be granted two calendarweeks of leave with pay for required military training in a calendar yearSection 10 Civil Leave An employee called for jury duty or as acourt witness for the Federal or State Governments or a subdivision therof,shall be entitled to leave with pay for such duty in addition to keeping feesreceived for such dutySection 11, Educational Leave A leave of absence at full or partpay for period not to exceed sixty 60 working days may be granted to anemployee upon the recommendation of the Administrator and with the approvalof the Commissioners to permit an employee to take courses of study whichwill better equip the employee to perform his dutiescc?i November 19, 1974 ContEducational leave at full or part pay for a period not to exceed nine 9months may be granted to an employee upon the recommendation of the Adminstratorand with the approval of the CommissionersAn employee granted educational leave with pay shall agree to return to theservice of the county upon completion of this training and remain in the employof the governmental unit for a period equal to twice the educational leave whichhe received, or reimburse the county for all compsensation received while oneducational leaveSection 12 Reimbursement for Training Expense When an employee entersinto a job- related training program with the prior approval of the Administrator,he will be reimbursed for expenses such as tuition and books upon successfulcompletion of the courseSection 13 Leave Without Pay t Upon the recommendation of the Administra-tor and with the approval o the Commissioners an employee may be granted a leaveof absence without pay for a period not to exceed one 1 year for reasons ofpersonal or family illness, completion of education or special work which willpermit the county to profit by the experience gained or the work performedSection 14 Insurance Prams The county may make group life, accident,sickness, and group hospitalization insurance programs available for employeeparticipation Employees shall be enrolled in the programs upon their requestor in accordance withthe provisions of the insurance contracts, and the countymay participate in the cost of the programsSection 15 Law Enforcement officers Benefit and Retirement Fund Lawenforcement officers primarily engaged in enforcing the criminal laws o the Stateare eligible for membership in the Law Enforcement Officers Benefit and Retire-ment Fund Law enforcement officers not joining the Law Enforcement Officers Benefit and Retirement Fund are required to join the Local Governmental EmployeesRetirement SystemSection 16 Local Governmental Employees Retirement System Each employeeother than law enforcement otfic ers who join the Law En orcement O titers Benefitand Retirement Fund shall be required to join the Local Governmental EmployeesRetirement SystemSection 17 Compulsory Retirement Excluding disability or voluntaryearlier retirement, each employee shall—be retired on June 30 following his 65thbitthday; provided that, subject to the annual approval of the Commissionerssuch employee may be granted one -year extensions in service to age seventy 70Such approval shall be based upon the recommendation of the Administrator andupon the findings of a medical examiner designated by the governing body Retire-ment shall be mandtory for employees subject to the provisions of this Articleupon the last day of the fiscal year in which such employee attains the age ofseventy 70Secton 18 Clothing Allowance Law enforcement officers required to wearcivilian clothing in the performace of their official duties shall be paid aclothing allowance, the amount and time of payment of which shall be determinedby the CommissionersSection 19 Grievance Procedure The prompt settlement of misunderstand-ings or problems on an informal asis at the work level is desirable in the inte-rest of sound employee- management relationsWhenever any employee considers himself aggrieved, he shall have a right todiscuss the matter with his immediate supervisor A grievance is any cause fordissatisfaction outside an employees control which grows out of employment withthe county The supervisor shall make every effort to solve the problem or correctthe misunderstanding at this initial level The employee has the right to beaccompanied and assisted by any representative of his own choiceIf informal discussion with the immediate supervisor is unsuccessful inresolving the problem, the employee may discuss the issue with the County Admin-istratorIf such discussion does not finally settle the matter, the employee maythen informally appeal to the Bod of CommissionersARTICLE VI CONFLICT OF INTEREST AND POLITICAL ACTIVITYSection 1 Applicability of Article The provisions of this articleshall be applicable to all employees except those exempted in Article 1, Section 4I,November 19 1Section 2 Outside Employment The work of the county shall have pre-cedence over the other occupational interests of employees, All outside employ-ment for salary, wages or commissions and all self- employment must be reportedto and approved by the county Administrator Conflicting outside employment, shallbe grounds for dismissal or other disciplinary actionSection 3 Political Activity Restricted Every employee has a civicresponsiblity to support good government y every available means and in everyappropriate manner Each employee may join or affiliate with civic organizationsof a partisan or political nature, may attend political meetings, may advocateand support the principles or policies of civic or political organizations inaccordance with the Constitution and laws of the State of North Carolina andin accordance with the Constitution and laws of the United States of AmericaHowever, no employee shall1 Engage in any political activity while on duty2 Be required as a duty of his office or employment or as a conditionfor employment,, promotion, or tenuke «of office, to contribute fundsfor political or partisan purposes3 Solicit, or act as custodian of, funds for political or partisanpurposes4 Coerce or compel contributions for political or partisan purposesby any other employee of the governmentAlwunitt5 Use any supplies or equipment or the governmental unit for politicalpurposesAny violation of this section shall be deemed improper conduct and shallsubject such employee to dismissal or other disciplinary action by the appointingauthorityARTICLE VII Financial AdministrationUpon the recommendation of Kramer Jackson, County Administrator, Commissioner Freddie Adamsmoved that the County Offices of Auditor and Treasurer be reorganized and consolidated into an Officeof Financial Administration, with the following procedures adopted1 Consolidate the functions of the Offices of Auditor and Treasurer and appoint a CountyFinance Officer2 Appoint the County Administrator to be the County Finance Officer The Board ofCommissioners must designate either the Chairman, the Clerk to the Board or some other person toco -sign all checks3 Reduce the number of employees form eight salaries 54,324 to four salaries 25,8974 Establish the following positions; Deputy Finance Officer, Bookkeeper I, Finance Clerk5 II, Finance Clerk Ir5 Write and attach working job descriptions for all positions6 Authorize the School Board, the Hospital and the Technical Institute to designate aTreasurer and sign their own checks Require these departments to file check copies of expendituresmonthly with the County Finance Officer Treasurers to be properly bonded7 Try to maintain a minimum of cash in checking accounts by investing available funds forperiods of ten to ninety days8 Write checks no more than twice monthly, 1 around the 8th of the month to takeadvantage of discounts and 2 around the 25th of the month for other expenditures9 Grant of 8,000008 Transfer of Funds from ContingencCommissioner Hoyt Castleberry moved that 160000 be transferred from the Contingent Fundand appropriated to line item, Contributions- Rescue Squads, account number 1053045 -0 of theJohnston County General Fund to enable this account to subsidize the Micro Rescue Squad for theremaining months of this fiscal year 1974 - 1975It was noted that the
