Clog ing of DumpsMilton Toler of Princeton appeared before the Board of Commissioners requesting county assistanceto help the Town of Princeton close its town dump It was noted that all town dumps must be closed byJuly 1, 1974 to comply with N C State Board of Health regulationsiilliis77May 69 1974 ContMr Toler asked if the county landfill equipment could be used to help close the dump inPrincetonThe Board discussed this matter and advised Mr Toler that the equipment at the County Landfillis needed fulltime at the landfillAfter further discussion, Commissioner Frank B Holding moved that the County appropriate 500to each town in the county to help with the grad -ing and other work that will be necessary in closing thetown dumps in accordance with State Board of Health regulationsCommissioner Howard Benton seconded the motion which was carried6 Resolution - Title VII Senior Nutrition Program Johnston County Community ActionUpon motion by Commissioner Howard Benton, duly seconded -by Commissioner Frank B Holding andcarried, the following resolution was adoptedRESOLUTIONWHEREAS, the North Carolina Governors Coordinating Council on Aging has announced its intentionof transferring all aging programs away from Community Action Agencies at their program year end as partof an overall plan to withdraw all State controlled programs from Community Action Agencies, andWHEREAS, Johnston County Community Action, Inc is currently doinga competent job of operatingthe Title VII Senior Nutrition program, andWHEREAS, there is no other organization in the county which has the resources or capability oftaking on this project, now therefore be itRESOLVED That the Johnston County Board of Commissioners requests the N C GovernorsCoordinating Council on Aging to reverse this decision and approve Johnston County Community Action, Incas operators of the Nutrition program and that copies of this resolution be sent to Robert Q Beard,Executive Director, Governor James E Holshouser, Jr, Tom Bradshaw, Chairman, Triangle J Council ofGovernments and Arthur Flemming, Commissioner on AgingThis the 6th day of May, 19747 Johnston County Community Action - Johnston Technical InstituteDr John Tart, President, and Vernon Ward, Administrator, Johnston Technical Institute, appearedbefore the Board regarding the 1973 -1974 Budget item of 1223 New Heating, Air Conditioning, Plumbingand Electrical Equipment 2,94500 which was deleted from the 1973 -1974 Budget Dr Tart explainedthat there was a misunderstanding regarding the donversion of the boiler and it was not intended thatthis line item be`- deleted completely from the budget, only the portion in this line item appropriatedfor new heating Dr Tart and Mr Ward also explained that the Technical Institute was some short offunds for janitorial services and that in total there was a shortage in the amount of 2,62200 Afterdiscussion, Commissioner Hoyt Castleberry moved that the Johnston Technical Institute Budget 1973 -1974be amended by 2,62200, that these funds be transferred from the Contingent Fund of the Johnston CountyGeneral Fund and appropriated to the Johnston Technical Institute Fund as follows; 149700 for boilerpumps, line item # 1223, and 112500 for janitorial services, line item # 1001Commissioner Howard Benton seconded the motion which was carried9 Mental HealthFred Wright, Administrator, Johnston County Mental Health Center, discussed with the Boardseveral matters regarding the operations of the Mental Health Center; as follows1 a Landscaping of Center grounds - it is our understanding funds exist for landscapingWe wish for this to be completed as soon as possible However, we would like f ortheBoards endorsement that our Center be part of the landscaping plans as we have many ideasas to how we would like for the grounds to be arrangedb If civic groups are interested in the contribution of funds, time, and energies, what isthe Boards feeling on this matter2, It is necessary that public iizdentification signs be erected in the highway shouldersto indicate where we are located Now that Johnston Memorials Emergency Room, AdmissionOffice, etc are clearly identified, it seems appropriate to detail the public as towhere and how to locate our Center3 Information is requested as to how we go about getting outdoor maintenance work doneeg curbing, sidewalks, filling in of muddy areas, repairment of holes Is the newlyappointed county maintenance man responsible for our county grounds This work isdefinitely needed How do we go about procuring such service workrspaMay 6, 1974 Conts4 From time to time we may have patients and staff who are injured on our property, are wecovered by Workmens Compensation5 When the Inpatient Unit is opened on a 24 hour basis, it will be necessary for additionalsecurity coverage Presently, security guards work only from 800 pm to 400 am6 The State Department of Mental Health has changed the budget format for 1974 -75 Wouldlike permission to submit our budget to the County Auditors Office in the same manner andon the same form as the state requires7 The 1974 -75 Annual Mental Health Budget will show considerable growth in financial supporta The staffing grant submitted to the Federal Goverment for inpatient staff, administ-rative staff, and satellite clinics staffs in Benson, Kenly, Princeton and Claytonwas approved We anticipate approximately 300,00000 from the federal government in1974 -751 We must inform them in writing who owns the Inpatient Sectionb What is the administrative arrangement and what explicits are indicated in the contractc What arrangements are spelled out about profits and losses for Mental Health Centerfrom Inpatient Sectiond Salaries must be standard with state scalee They Federal Government must be shown that certain positions are in our staffingpattern eg PhD Psychologist, etcf We will know exact federal funding by June 10, 19748 Our North Carolina State Department of Mental Health budget f or 1974 -75 will be increasedby 80 This-means approximately 325,00000 for the state They, too, wish to see the,program grow and that there are certain positions and salary levels they wish for us toinclude this next year9 All this means approximately a 30,000 increase now 40,000 in General Fund expendituresfor 1974 -75 Primarily this increase would be for matching share 67 -33 and for thepurchase of equipment for which the state does not provide fundsa One way of handling the new local Mental Health increase is to take the 72,000allocated to Johnston Memorial Hospital in 1973 -74 which has not been used and re -routethis money to Mental Health and then we could use it as our local matching share Wemust decide on a contract system one way or another We are therefore requestingcommissioner consultation regarding our budget during this May - June time10 We have been given 12,10000 state money to be used to offset the costs of mentalillness cases seen in an inpatient setting This could be paid to Johnston MemorialHospital, and, also, the inpatient section We, therefore, request a budget revision tobe made to include this 12,100 inpatient money11 Last July, 1973, our budget for 1973 -74 showed 1, 80000 for transportation for clientsto go to the Wake Sheltered Workshop These are mentally retarded clients We have notreceived any funding from the GeneralFund in this amount Our additor was questionedand a letter was sent to this effect on January 24, 1974, but no transfer of funds hasbeen made as of this date These funds were approved July, 1973, for our use12 The North Carolina State Department of Mental Health has proposed to give our DayActivities Program two Dodge vans plus twelve months operating expenses and two driversWe will be told final approval before July 1, 1974After much discussion, Chairman Denning asked Commissioner Frank B Holding to work with FredWright, the Area Mental Health Board and the Hospital Board of Trustees and attempt to settle anymatters they might have in administration matters in preparing next years budget10 Mental Health Budget AmendmentFred Wright, Director, Johnston County Mental Health, appeared before the Board and advised thatMental Health had been given 12,100 state money to be used to offset the costs of mental illness casesseen as inpatients, and therefore, requested a budget revision of 12,10000After discussion, Commissioner Frank B Holding moved that the Johnston County Mental HealthBudget 1973 -1974 be amended by 12,10000, and that these funds be appropriated to Inpatient Servicesline item, #4366001 -1 of the,Johnston County Mental Health FundCommissioner Howard Benton seconded the motion which was carried11 Triangle J Council of Governments - Membership DuesCommissioner Howard Benton moved that the Triangle J Council of Governments be paid in theamount of 9,00000 for annual membership dues as budgeted for 1973 -1974Commissioner Hoyt Castleberry seconded the motion which was carried16 Resolution -
