The Johnston County Board of Commissioners met in special session in the Commissioners Room ofthe Johnston County Courthouse, Smithfield, North Carolina, Thursday, May 30, 1974, at 730 pm, withthe following members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Budget Requests PresentedfThe Johnston County Board of Commissionersheard budget requests from the following departmentsa Fred Wright, Director, and M W Stancil, Chairman,,Area Mental HealthBoard - Johnston County Mental Health Clinic; as followsAt the May 29, 1974, monthly meeting of the Johnston Area Mental Health Board, the followingdecisions pertaining to the annual Mental Health budget for 1974 -75 were recommended for operationalprocedures effective July 1, 1974 The Area Board has requested presentation of their recommendations toyou for your final approvalI It is requested for you to be fully familiar with the N C General Statute 122 - 3520 whichestablishes by lawArea Mental Health Boards which requiresone commissioner from the county to serve onsaid BoardThe Statute points out that the Board is subject to the rules and regulations of the StateCommission for Mental Health Services and that the Area Mental Health Board shall be responsible forreviewing and evaluation the area mental heatlh needs as well as the control of state and localfacilitiesand resources in a comprehensive mental health program for the areaThe Johnston Area Board in a consensual agreement recognizes that the 1974 -75 annual budget re-presents a sizeable growth in revenues and expenditures with increased federal and state funding; It isfurther her stated that there will be many times that the line items in the annual budget will need realign-ment or adjustments It is, therefore, related that by Statute -the Area Board has this authority and,effective July 19 1974, will make revisions and adjustments in the budget, without personal,appearancesbefore the Board of Commissioners so long as these revisions and adjustments do not alter the totalrevenue amount If additional revenues are received, then the budget would need to be amended as donepreviously, first by the Area Board and finally by the Board of Commissioners Additional revenuerequests would follow the same,procedure2 It is requssted that the 1974 -75 annual budget be adopted as presented with special notationthat the countys level of funding does not exceed the 1973 -74 level with the exception of a 10,000request for equipment needed for satellite community services The state does not buy equipmentIt is further requested that there be noted that federal and state requirements must be met tobe in continual receipt of said funds and, therefore, this budget for 1974 -75 reflects these requirements3 It is requested that the following pay plan be adopted effective July 1, 1974Clerical and Sub - Professional Classes - Standard Plan - Alternate 2¦ji591Mav 30, 1974ConandProfessional, Technical and Adm Classes - Stand Plan - Alternate 2Director Class - E Standard Plan;--Alternate 2It is further stated that these classes are regulated by the State Department of Personnel andthe State Mental Health Manpower Division4 It is requested that the reimbursable, rate for agency travel be set at 12 cents per mile,effective July 19 19745 It is requested that a final decision regarding the Physician III position be made tonightas early recruitment will be necessary This is a second full -time psychiatrist postion which isvitally needed to provide a 24 hour, 7 day week medical coverage to the Inpatient Unit6 It is requested that the Board be made aware of the N C Department of Mental Healthsdeadline for budget submission date of June 15, 19747 It is requested that a notation be made that no carry -over figure from the 1973 -74 budgetwas listed for the 1974 -75 budget This figure will be included after the July 1, 1974, audit is doneprovided funds are carried over8 The Area Mental Health Board would like permission to submit federal revenue sharing requestsfor landscaping of grounds complete with shrubbery, walkways, signs, and brick walls, etc This requestcan be submitted at a later date9 It is finally noted that with receipt of federal funds, audits will be made every 90 daysduring the first year of operation These audits will reveal any needed changes, be it in staffing,level of pay, expenditures, etcAfter presentation of the Mental Health budget request, Commissioner Freddie Adams moved thatthe Mental Health Board be authorized to start recruitment for another physician III for the MentalHealth staffCommissioner Hoyt Castleberry seconded the motion which was carried unanimouslyThe Board also instructed Mr Wright and Mr Stancil to get estimates and plans for landscapingat the Mental Health Centerb Selma Public Libraryappeared before the BoardBarbara Wiggs, Evelyn Jones, Ruth Ray, Sue Wood and David Creech, representing and requestingfunds to help finance a new Selma Public Library This group emphasized the fact that they need topurchase land for this new library building at the present time Duane Anderson with the Departmentof Urban Development explained building plans and specifications for landscaping along with the urbanrenewal development projectThe Board of Commissioners made no final decision on this request at this timec Johnston Soil and Water Conservation District 1974 -75 Budget Requestd Johnston County Council on Aging - Sandra Raulerson, Director 1974 -75 Budget Requeste Johnston County Department of Social Services, Edith Park, Director and Mrs Julie Elsee,George Mast and Mrs Frances Woodard,,board members 1974 -7 Budget Requestf Johnston County Landfill - Roland Hatcher, Manag r 1974 -75 Budget RequestIn discussion of the landfill budget, the Board reco mended that Commissioner Hoyt CastleberryP ork with Mr Hatcher regarding the purchase of a backhoe an? report back to the boardre2 Johnston County Emergency Medical ServicesMr Wilson Broadwell, Director, Johnston County Office of Emergency Preparedness, reported tothe board on the formation of the Johnston County Emergency Medical Services Council and that theorganization is applying for federal grants3 Kenly Rescue Squads - Changes Building PlansCommissioner Frank B Holding moved that item # 8, regarding funds granted to the Kenly RescueSquad for the purchase of land on highway 301, recorded on page 583 of the May 14, 1974, board meeting,be rescindedCommissioner Holding further moved that the Kenly Rescue Squad be granted 5,000 00 to renovatethe back side of the Kenly Fire Department building for rescue squad quartersCommissioner Freddie Adams seconded the motion which was carried unanimouslyUpon motion by Commissioner Freddie Adams, duly seconded by Commissioner Hoyt Castleberry andcarried unanimously, the Board adjournedNorman C Denning, ChairmanEleanor N Creech, Clerk
