The Johnston County Board of Commissioners met in special session in the Johnston CountyCommissioners Room, Courthouse, Smithfield, North Carolina, May 28, 1974, at 730 pm, with thefollowing members present;;Norman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Manpower FundsMr Ames Christopher, Manpower Coordinator, meet with the Board of Commissioners and explainedhow Manpower funds allocated to Johnston County could be distributed Mr Christopher also explainedthat administration cost could not exceed 20 of the total appropriationAfter much discussion, Commissioner Frank B Holding moved that the following resolution beadopted, Commissioner Hoyt Castleberry seconded the motion which was carried unanimouslyThe Johnston-County Board of County Commissioners in accordance to the Comprehensive Employmentand Training Act of 1973 and the Manpower Consortium Agreement between the City of Raleigh, Wake County,Chatham County, Johnston County and Lee County request that Johnston Countys manpower,funds be equallydivided between the Johnston County Board of Education and the Johnston Technical Institute We furtherdirect that the total administrative cost for both programs not be more than twenty percent of the totalJohnston County allocation2 Johnston County Planning Board - Budget RequestMr N B Grantham, Chairman, Johnston County Planning Board, along with Mr Robert Hinshaw andMr John Berndt, North Carolina Division of Community Services, and other members of the Planning Boardmet with the Board of Commissioners and presented the Johnston County Planning Board budget request for9 - 91 74 1 75No action was taken on Board of Commissioners andpresented the Rescue Squad Association budget request for 1974 -1975,No ,action was taken on this request at this time4 Child, Inc - Budget RequestThe Rev J, B, Woodhouse, President, Board of Directors, Child, Incorporated, appeared before theBoard of Commissioners requesting financial assistance ftom the county as this organization non - profitis showing a deficit at thin time Rev Woodhouse also requested that Child, Inc be considered in theannual yearly budget for 1974 -19755 Budget Request- Office of Emer ency PreparednessWilson Broadwell,` Director, Johnston County Office of Emergency Preparedness, appeared _,beforethe Board and presented his budget request for 1974-1975Mr Broadwell also stated that his departments budget may be overdrawn because of additionalexpenses put on his office during the fuel crisis, and if so, he ,Mould like to request a budget amend-ment to his account to cover whatever overdraft is shownMr Broadwell-further stated and advised the Board that federal grants might be available forEmergency Medical Services EMS, but applications had to be filed by a certain dateThe Board of Commissioners asked Mr Broadwell to check into this Emergency Medical Servicesgrant6 Resolution - Smithfield to Four Oaks Water LineTim Broome with Ragsdale Engineers along with Mayor Theodore Thornton of Four Oaks appearedbefore the Board and introduced the following resolutions adopted by the Town of Smithfield and theTown of Four OaksWHEREAS, the North Carolina Clean Water Bond Act of 1971 has authorized the making of grantsto aid eligible units of government in financing the cost of construction of wastewater treatment works,wastewater collection systems, and water supply systems, andWHEREAS, the County of Johnston has need for and intends to construct a water supply systemproject consisting of water supply facilities to serve the Town of Four Oaks, and the area situatedbetween the Towns of Smithfield and Four Oaks, from the Smithfield water system, which supply will alsoserve as a vital link in a future County -wide water system, and,WHEREAS, the County of Johnston intends to request State grant assistance for the project,WHEREAS, the County of Johnston intends to deed a portion of the project to the Town ofSmithfield upon completion for the Town to manage,operate, and maintainNOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE TOWN OF SMITHFIELD;That upon completion of construction of the water supply facilities, the Town of Smithfield willmanage, operate, and maintain at its own cost the water transmission line extending from Smithfieldsexisting distribution system to a point immediately downstream from the booster pumping station to belocated near, and north of the intersection of U S Highway 301 and State Road 1183,, on U S 301Additionally, the Town of Smithfield will manage, operate, and maintain at its own cost the boosterpumping station and associated appurtenancesThat the Town of Smithfield agrees to furnish potable water for said water ,supply system in theamounts, for the cost, and under the conditions set forth in the Agreement between the Towns of Smithfieldand Four Oaks dated the 28 day of May, 1974That Mr Robert F Wallace, Mayor, Town of Smithfield, and successors so titled, is herebyauthorized and directed to furnish such information as the-appropriate Wellons, Chairman, Board of Trustees, Public Library of Johnston County and Smith-field, and Mr Arthur Goetz, Director, presented the 1974 -1975 budget request for the libraryNo action was taken on this request at this time pending further budget study9 Budget Request - Sheriffs DepartmentzSheriff Rayford Oliver presented the 1974 -1975 budget request for the Johnston County SheriffsDepartmentNo action was taken on this request at this time pending further budget study10 Mill Creek and Moccasin Swamp ProjectsChairman Norman C Denning advised the Board that he had received correspondence from theDepartment of the Army, Corps of Engineers, regarding re- evaluation of the Mill Creek and Moccasin SwampProjects Chairman Denning advised the Board that the Corps of Engineers did not want to expend efforton re- evaluation projects which the sponsors are no longer interested in or can not provide the non-federal terms of local cooperationThe Board was in agreement that the Department of Army, Corps of Engineers, should be advised bythe Clerk that as proposed project sponsor for Johnston County it is not feasible to re- evaluate theseprojects at this time11 Proclamation - Beef for Fathers DayBy motion of Commissioner Hoyt Castleberry, duly seconded by Commissioner Howard Benton andcarried, the following proclamation was adoptedandSTATE OF NORTH CAROLINACOUNTY OF protein and all health-buildingfactors, scientifically proven to be beneficial to people of all ages, from the very young to the veryold; andWHEREAS, it is important that the people of Johnston County recognize the importance of beefin the everyday life of our citizens; andWHEREAS, Fathers Day, June 16, 1974, is an appropriate time to honor the beef industry andits contribution to the strength and
