The Johnston County Board of Commissioners met in special session in the Commissioners Room,Johnston County Courthouse, Smithfield, North Carolina, Tuesday, May 14, 1974, at 730 pm, with thefollowing members presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams,and Hoyt CastleberryMember Absent Howard BentonCommissioner Hoyt Castleberry opened the meeting with prayerThe following business was transacted1 Johnston County Arts Council - Artrain ProjectMr R A Busby, FinanciI Chairman, Johnston County Arts Council - Artrain Project, along withother council members, met with the Board of Commissioners and explained that the Johnston County ArtsCouncil will sponsor the Artrain, which is an art museum-on wheels that will stop in Smithfield inSeptember of 1974 The Arts Council also presented a film to the Board on the Artrain, and requestedfinancial assistance in sponsoring this projectAfter discussion of the project, Commissioner Freddie Adams moved that the Johnston County ArtCouncil be granted 2,00000 from the recreation account - revenue sharing funds, to help finance thebringing of the Artrain to SmithfieldCommissioner Frank B Holding seconded the motion which was carried unanimously2 Princeton Little Tar Heel League Request Recreation FundsRobert Long, J W Langston and Butler Holt representing Princeton Little Tar Heel League metwith the Board of County Commissioneis requesting revenue sharing funds in the amount of 60 of 5,00000or 3,00000 for recreation expenses, repairs and facilities for this little league projectMr Long presented an affidavit stating that matching funds in the amount of 40 of 5,00000 or2,00000 is available and on deposit582May 14, 1974 ContAfter discussion, Commissioner Hoyt Castleberry moved that Princeton Little Tar Heel,League begranted 60 of 5,00000 or 3,00000 for recreation expenses, repairs and facilitiesCommissioner Freddie Adams seconded the motion which was carried3 Bids for Renovation at Health Center - DiscussionHarry McGee, Architect, Helen Ray and Dr Mark Pomerans talked with the Board regarding theexpansion of the Johnston County Health Center Mr McGee explained that plans are now ready to advertisefor bidsUpon motion by Commissioner Freddie Adams, duly seconded by Commissioner Commissioner HoytCastleberry and carried, the Board authorized Mr McGee, Architect, to advertise for bids for expansionof the Johnston County Health Center to be opened at 8 oclock pm, June 18, 19744 Recreation Grant - Four Oaks School - Additional FundsMr H J Beeker, Principal, Four Oaks Elementary School, appeared before the Board of CountyCommissioners stating that he had under estimated the cost of the recreation project at the school andcommunityMr Beeker had previously requested revenue sharing funds for recreation in the amount of 60 of2,00000 or 1,20000 for Four Oaks Elementary School for repairs to recreation facilitiesAt this time, Mr Beeker advised the Board that as agent for this }project he was requestingadditional funds in the amount of 60 of 5,00000 or 3,00000After discussion, Commissioner Freddie Adams moved that Four Oaks School and community be granted60 of 5,00000 or 3,00000 to assist with repairs and construction of recreational facilitiesCommissioner Hoyt Castleberry seconded the motion which was carried5 Glendale - Chapel PTA - Additional Recreation FundsIt was called to the attention of the Board by Commissioner Frank B Holding that Glendale- Chapelneeded recreation funds in addition to the original request of 607o of 438000 or 258000, and thereforerequested 60 of 5,00000 or 3,00000After discussion, Commissioner Freddie Adams moved that Glendale - Chapel PTA be granted anincrease in recreation funds from 60 of 438000 2580 to 60 of 5,00000 3,000Commissioner Hoyt Castleberry seconded the motion which was carried6 Cooper Junior High Request Additional Recreation FundsGerald C Toler, Principal, Cooper Junior High School, appeared before the Board of CountyCommissioners stating that he had under estimated the cost of the recreation project at Cooper SchoolMr Toler had previously requested revenue sharing funds for recreation in the amount of 60 of2,58000 or 1,54800 for Cooper Junior High School for a paved multi - purpose play areaAt this time, Mr Toler advised the Board that as agent for this project he was requestingadditional funds in the amount of 60 of 390500 or 234300After discussion, Commissioner Frank B,Holding moved that Cooper Junior High School be granted60 of 390500 or 234300 to assist with a paved multi- purpose play areaCommissioner Hoyt Castleberry seconded the motion which was carried,,7 Four Oaks Request Aid to Close DumpMayor Theodore Thornton asked the Board of Commissioners for financiAl assistance in closing theFour Oaks garbage dump Mayor Thornton explained that it would cost approximately 450000 to close thedump meeting North Carolina State Health Department regulationsThe Board explained to Mayor Thornton---that they had earlier set an amount, of 50000 from theCounty to municipalities for closing city dumpsMayor Thornton told the Board that Four Oaks would appreciate any help they might getSmithfield - Four Oaks Water LineMayor Thornton also stated to the Board of Commissioners that Four Oaks and Smithfield had agreedon water rates but had not, as of this date,agreed on maintenance distanceAt this time, Chairman Denning appointed Commissioner Frank B Holding to work with these twotowns Smithfield and Four Oaks in coming to an agreement on maintenance boundaries,L583May 14, 1974 Cont8 Kenly Rescue Squad Request Financial Assistance for SiteRay Wallace and Jim Bishop met with the Board of Commissioners representing the Kenly RescueSquad Mr Wallace told the Board that the Kenly Squad had located a site for the rescue building thatwould cost about 23,000 and they needed help from the countyAfter discussion, Commissioner Freddie Adams moved that the Kenly Rescue Squad be granted 5,000from county revenue sharing funds to help obtain this propertyCommissioner Hoyt Castleberry seconded the motion which was carried9 Dr Tart - Johnston Technical Institute - Manpower FundsDr John Tart, President, Johnston Technical Institute, appeared before the Board regarding thedistribution of the 1974 -1975 Manpower fundsNo action was taken at this time on this matter, however, the Board instructed Dr Tart to meetagain with the Board, on Tuesday, May 21, 1974, at 7 oclock pm, to discuss this matter further10 Site for New Civil Defense BuildingWilson Broadwell met with the Board again regarding a site in Selma for a new building for theOffice of Emergency Preparedness Mr Broadwell stated that he had checked several sites and informedthe Board that maybe one of these sites might be available and appropriate for this buildingAfter much discussion, Chairman Norman C Denning asked Commissioner Frank B Holding to workwith Mr Broadwell in trying to locate a site for the new buildingAt this time, Commissioner Freddie Adams moved that the Board of County Commissioners go intoexecutive session to examine and discuss applications for the Office of County AdministratorCommissioner Hoyt Castleverry seconded the motion which was carriedAt the close of this session, Commissioner Freddie Adams moved to recess until 7 oclock pm,May 21, 1974Commissioner Hoyt Castleberry seconded the motion which was carried, Norman C Denning, ChairmanEleanor N Creec , Clerk
