Next page1 3Fit width595it June 6, 1974The Johnston County Board of Commissioners met in special session in the Johnston County Court-house, Commissioners Room, Smithfield, North Carolina, June 6, 1974, at 730 p m, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, Freddie Adams, Howard Benton and Hoyt CastleberryMembers Absent NoneCommissioner Freddie Adams opened the meeting with prayerThe following business was transacted1 Landscaping - Mental Health GroundsFred Wright, Director, Johnston County Mental Health Center, met with the Board regarding pavingand landscaping for site improvements at the Mental Health Center Mr Wright explained that they alsohave a drainage problem on the grounds at the center and this will necessitate additional drainagefacilitiesAfter discussion, Commissioner Frank B Holding moved that Ragsdale Engineers be authorized toprepare a site improvement design for the Johnston County Mental Health Center and return to the Boardwith plans at a later dateCommissioner Freddie Adams seconded the motion which was carried2 Smithfield Community Appearance CommissionMrs M A Morgan and Mrs Tom Lassiter met with the Board regarding the Smithfield beautificationproject and advised that the beautification along highway 70 west was complete and plantings had beenplaced in other specified areas Mrs Morgan presented a statement -for Goldsboro Nursey in the amountdue of 3,43839 and one from Coor Farm Supply in theamount due of 12210Mrs Morgan further stated that even though these bills did not amount to the 4,000 appropriatedto the Appearance Commission, they will need the additional money for fertilizer and plant replacementAfter discussion, the Board authorized payment of the two bills presented from the CapitalImprovement and Construction Fund, Miscellaneous Account # 6281001 -23 Fire Marshall - Budget RequestM J Oliver, Johnston County Fire Marshall, presented his 1974 -75 budget requestMr Oliver also presented a statement in the amount of 3633 for miscellaneous supplies usedduring the 1973 -74 yearCommissioner Frank B Holding moved that Mr Oliver be reimbursed for his expenses in theamount of 3633Commissioner Hoyt Castleberry seconded the motion which was carried4 H J Whitley, Forest Ranger- Budget RequestH J Whitley, Forest Ranger, presented the budget request for Forest Fire Protection forJohnston County for the year 1974 -75No action was taken on this request at this time, pending further budget study5 Budget Request - Johnston Memorial HospitalMr Lloyd Gilbert, Administrator, Mr Bob Terrell, Assistant Administrator and Mr HubertMassengill, board member, presented the 1974 -75 budget request for Johnston Memorial Hospital4June 6, 1974 ContMr Gilbert stated that of the appropriation to the hospital from 1973 -74 Revenue Sharing fundsthere was an unexpended balance of 81,157529 of this amount 9,15752 is obligated to cover paymentof hospital equipment now on order Mr Gilbert further stated that of the remaining 72, 00000, thehospital request 28,00000 to cover salary adjustments effective as of May 1, 1974 and 44,,00000,,forconstruction of converting four 4 semi - private rooms and four 4 waiting rooms into eight 8 privaterooms with complete baths ?After discussion, Commissioner Frank B Holding moved that the unexpended balance of 81,15752appropriated to Johnston Memorial Hospital from Revenue Sharing funds be paid to the hospital to be usedin the following manner; 9,15752 for hospital equipment, 28,00000 for salary adjustments and 44,000for converting semi - private rooms and waiting rooms into private rooms with bathsCommissioner Hoyt Castleberry seconded the motion which was carried6 Budget Reguest - Johnston Technical InstituteMr Stanley Peele, Finance Chairman, and other members of the Board of Trustees, Dr John Tart,President and Vernon Ward, Administrator, Johnston Technical Institute, presented the 1974 -75 budgetrequest for the Technical InstituteNo action was taken at this time pending further budget studyDr Tart and Mr Ward also discussed with the Board of Commissioner at this time the possibilityof the Technical Institute writing their own checks and reconciling their own bank statementsThe Board decided to take this underesadvisement7 Discussion - Charges for Rescue Squad ServiceThe Board of Commissioners discussed the possibilities of charging for rescue squad and ambulanceservices rendered by rescue squads in the county, at the present time, Johnston Memorial Hospital is theonly county agency providing ambulance service that makesa charge for their servicesAfter discussion, Chairman Denning appointed the following committee to study rescue andambulance service charges; Commissioner Hoyt Castleberry, Lloyd Gilbert and Wilson Broadwell8 Budget Request - Johnstone County Association for Retarded ChildrenMr Arthur Lyon and Mrs Alice Little representing the Johnston County Association for RetardedChildren presented the 1974 -75 budget request in the amount of 27,55550 for the associationNo action was taken at this time pending further budget study9 Budget Request - Greater Smithfield -Selma Area Chamber of CommerceMr Edward Renfrow, Vice President, and Gary Dent, Manager, Chamber of Commerce, appeared beforethe Board of Commissioners requesting an amount of 50000 to assist in securing a professionally preparedmap of this area and county to assist newcomers and visitors in-finding homes, places of employment,public offices and other points of interest in the county The cost of 5,000 maps size 24 x 36 will beapproximately 1,80000 @ 36? each Mr Renfrow explained that the Chamber has asked the Town of Selmato budget 40000 and the Town of Smithfield to budget 80000 for this fiscal year, and also added theyhad received a contribution from the Town of Micro in the amount of 2705 and would ask the other townsfor the remaining costNo action was taken at this time10 Resolution - Improvements Highway 301 - Between Selfma and SmithfieldUpon the motion of Commissioner Freddie Adams, duly seconded by Commissioner Howard Benton andcarried, the following resolution was adoptedWHEREAS U S Highway 301 between Smithfield and Selma is a heavily traveled and congestedroadway, andWHEREAS thisihighway is experiencing a great increase in traffic as a result of rapid growthand urbanization, andWHEREAS the number of cars traveling daily on this highway between Smithfield and Selma greatlyexceeds the highways design and capabilities resulting in numerous accidents and which condition willlikely become more dangerous in the future, andWHEREAS the free flow of trade between the two communities would be greatly encouraged by amajor improvement in said highway, andWHEREAS such improvement would be of great benefit to other parts of Johnston County and to allthe people in the State of North Carolina traveling upon said highwayNOW, THEREFORE, the Board of Commissioners of Johnston County does hereby endorse and supportthe efforts of the Greater Smithfield -Selma Chamber of Commerce, Inc, to obtain the widening of U SHighway 301 to five lanes between Smithfieldand Selma, together with curing and gutteringii iJune 6, 1974 Cont11 Old Tax Receipts Non- CollectableHarper Godwin, Tax Collector, and Daniel G Matthews, CPA, appeared before the Board recommend-ing that non - collectable tax receipts only Personal property 1950 and prior be destroyedAfter discussion,, the Board decided to-take this recommendation under advisement12 Discussion - Soil SurveyMr Henry Whitley, Realtor, and other members of the Neuse Den Corporation, met with the Boardregarding a soil survey needed by their corporation and also stated to the Board of Commissioners thatit seems necessary that the county have a soil survey made to prevent a delay in securing awell permitwhen needed and also felt the survey could benefit the county in many ways securing loans for buildingetc CountyHealth department does not issue well permits with out soil survey testDuring discussion the Board related that lenders will not accept county soil survey test, theyhave to make their own testBoard authorized Chairman Denning to talk with County Health Department and Johnston ISoilConservation regarding soil survey in Johnston County13 Payment to Veterinarians for Dog VaccinationsDue to the sickness and hospitalization of Rubert C Barbour, County Dog Warden, Dr C RSwearinger and Dr Morgan Reed and Dr John Booker, Veterinarians, were employed by,the County toperform the free dog vaccinations this year for the countyCommissioner Freddie Adams moved that a statement presented for the vaccination program of3600 dogs at 75? each, in the amount of 2,70000 be paid to the three veterinarians 90000Commissioner Hoyt Castleberry seconded the motion which was carried unanimouslyUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Hoyt Castleberryand carried, the Board recessed to meet again Tuesday, June 11, 1974, at 730 pmNorman C Denning, ChairmanaEleanor NCreech, lerk
