Department of Social ServicesMrs Edith Park, Director, Department of Social Services, advised the Board of County Commissionethat the term of MrHoward Benton, as a member on the Social Services Board, would expire June 30, 1974No action was taken on this matter at this time2 Johnston County Recreation Development CorporationMrs Julia Elsee, President, Johnston County Recreation Development Corporation, along withCraig Jones, Jack Holt, Bob Wallace and Mrs Janie Owens, other members of the corporation, appearedrequesting the Board of County Commissioners to purchase a 130 acre tract of farm land on the BuffaloRoad near the Smithfield -Selma Senior High School for development as a public park and recreation centerMrs Elsee advised that the recreation corporation is negotiating with Mr H B Marrow ofSmithfield to purchase the property at a 1,000 an acre,with the exception of retainage of 2 acresMrs Elsee further stated that Mr Marrow has offred to sell at this price for recreation purposes onlyThe Board discussed this proposal at length withmembers of the corporation present, however,took no action at this time3 Approval of Board Meetings MinutesThe Board of Commissioners reviewed the minutes of board meetings of March 13, April, 1, 2, and16, 1974Commissioner Howard Benton moved that the minutes of the March 13, 1974, meeting be approvedwith the exception of item # 4, titled Graduated Annual Leave Policy Adopted for County Employees, pages560 through 567Commissioner Benton further moved that board meetings of April 1, 2 and 16, 1974, be approvedas recordedCommissioner Hoyt Castleberry seconded the emotion which was carried unanimously4 Re- appointment - Member of Board of Trustees - Bentonville Community Building4Commissioner Howard Benton moved that Mr J Lorman Flowers, Jr, be re- appointed for a six 6year term to the Bentonville Community Building Board of TrusteesCommissioner Hoyt Castleberry seconded the motion which was carried5 Road Petition - Add to System - Forest Hill SubdivisionThe Board was presented with a road petition from property owners in the Forest Hills Subdivisionrequesting the Division of Highways, North Carolina State Department of Transportation, to add this roadto the state secondary road system for maintenance and upkeepCommissioner Hoyt Castleberry moved that this petition be forwarded to the Division of Highwaysfor considerationCommissioner Howard Benton seconded the motion which was carried6 Grant - Regional Records Equipment - Johnston County Sheriff s DepartmentrCommissioner Howard Benton moved that under the terms of Public Law 90 -351 Johnston County Boardof Commissioners enter into an agreement with the Department of Natural and Economic Resources, Divisionof Law and Order, through the Triangle Commission on Criminal Justice, for a grant entitled RegionalRecords Equipment, grant in the amount of 54000, with the County of Johnston providing local cashmatching in the amount of 3000Commissioner Hoyt Castleberry seconded the motion which was carried unanimously7 Road Petition - New RoadMrs Vivian Parrish of Route # 1, Kenly, North Carolina, appeared before the board requesting aroad to serve property owners off Secondary Road # 2348 Mrs Parrish explained that the property ownersnow have just a path and it is very difficult to get in and out-, The Board advised Mrs Parrish thatPaul Anderson, District Engineer, Department of Transportation and Highway Safety, Division of Highways,would be in touch with her in the next few daysiiII`ii593June 3, 1974 Cont8 ReportsThe following reports were filed with the BoardBobbyCorbettElectrical InspectorL PCreechVeterans OfficerHarperGodwinTax CollectorC WTarltonExtension Chairman,RolandHatcherLandfill ManagerWilsonBroadwellOffice of Emergency PreparednessWilson Broadwell in making his report stated that the Johnston County Emergency Medical ServicesCouncil, Incorporated will be formed as soon as the Mayors elect representatives to serve on thiscouncilC W Tarlton, after making his report, introduced Mrs Vicki Berkau, new Home Economics Agent,to the Board of County Commissioners The Board very cordially welcomed Mrs Berkau as a new countyemployee for the Extension ServiceThe Board also asked Mr Tarlton to place an order for about five hundred 500 pear trees tobe -sold to interested people throughout the county9 Bicentennial CommissionMrs Mary Taylor, member of the recently organized Johnston County Bicentennial Commission,appeared before theBoard supporting the Johnston County Bicentennial Commission and requesting that fundsbe appropriated in the 1974 -1975 budget for the commission Mrs Taylor also expressed concern regardingneeded leadership in this commissionThe Board assured Mrs Taylor that this request would be given much consideration and thoughtand also advised Mrs Taylor that the Board of Commissioners would be available if their assistance wasneeded10 Town of Benson Request County Funds for Water Link to DunnMayor Whitley Hood, David Serrell, Town Manager, Edison Temple and Ralph Tompkins, members ofthe Benson Water Commission, appeared before the Board of County C ommi -s s Toners requesting county f inanc isassistance in the amount of 100,000 to link the Town of Bensonwith the Town of Dunn with a sixteen inch16 water line at a total cost of approximately 364,400Mr Serrell advised the Board that the towns tentative budget for 1974 -75 included 133,500 forfinancing the construction of the Benson -Dunn water link, usingkall possible reserve funds, plus almostall the towns federal revenue sharing money, to avoid a bond issue, and in addition, the town is seekinga Clean Water grant of 90,500 25 to help defray costs of this lineMr Serrell further stated that the entire southern end of Johnston County will benefit fromthis water lineMr Ralph Tompkins of Chicopee Manufacturing Company told the Board that Chicopee wanted toexpand, but could not under the present conditions and without ;adequate water supply from the Town ofBensonAfter a lengthy discussion, Commissioner Howard Benton moved that the County of Johnstonappropriate 100,000 in the 1974 -75 budget to help with the construction of a sixteen 16 inch water1 inelinking the Town of Bensons water syst6m with Dunns water supplyCommissioner Freddie Adams seconded the motion which was carried unanimously11 Appointment - Bicentennial Commission MemberCommissioner Hoyt Castleberry moved that Mildred Langston of Bentonville Township be appointedto the Johnston County Bicentennial CommissionCommissioner Freddie Adams seconded the motion which was carried12 Courthouse Yard - Maple TreeThe Board of Commissioners was presented with an estimate from the Davey Tree Expert Company inthe amount of 25500 to repair the old sugar maple in front of the Courthouse, with no life guaranteeof the treeAfter discussion of above estimate the Board decided to ask Buck McLamb, Maintenance Supervisor,to trim, treat and spray the tree in an effort to save it13 General Fund Budget AmendedUpon motion by Commissioner Frank B Holding, it was moved that the General Fund be amended byappropriating 65,00000 execessive sales tax money to the Miscellaneous Account 1042057 -1 of theJohnston County General Fund for the purpose of purchasing propertyThe motion was seconded by Commissioner Howard Benton and carried unanimouslyNPURJune 3, 1974 Cont14 Payment of Joe Overby Property Commissioner Freddie Adams moved that payment infull in the amount of 25,25417 note plusinterest be paid toFirst National Bank for the Joe Overby property corner of Johnston and SecondStreets Commissioner Hoyt Castleberry seconded the motion which was carried unanimously15 County Purchases W R Britt BuildingCommissioner Frank B Holding moved that the County of Johnston purchase the William R Brittbuilding located on the Courthouse Square for 35,000, granting Mr Britt rental privileges up to fiveyears at 200 per monthCommissioner Howard Benton seconded the motion which was carried unanimously16 Report - Ragsdale Engineers - Smithfield to Four Oaks Water LineTim Broome with Ragsdale Engineers reported an increase in the cost of running the water linefrom Smithfield to Four Oaks Mr Broome explained a material cost cast ironincreas e of approximately16 Tom Moore also talked with the Board regarding negotiations with George Brannan for option ofproperty for pumping station locationThe Board asked Commissioner Frank B- Holding to negotiate with Mr Brannan further regardingland option for pumping station17 Step One Federal Grant 11201 Town of ClaytonUpon motion by Commissioner Hoyt Castleberry, duly seconded by Commissioner Frank B Holding andcarried, the following resolution was adoptedBE IT RESOLVED that the County of Johnston desires and agrees to participate and enter intoproject for the purpose of certification of Step, One Federal Grant for the Clayton Area for constructionof waste water treatment facilities for said area and the Town of Clayton shall act as the lead agencyfor the local units participating in said areaThe appropriate county officers are further authorized-to execute such letters, documents andpapers as are necessary to join in participation in an application for certification of Step 7One FederalGrant for the Clayton Area with the Town of Clayton acting as the lead agency for said areaThis the 3rd day of June, 1974Norman C Denning _Chairman, Johnston County Boardof CommissionersCertified to be a true copyEleanor N CreechClerk18 Right of Way - LandfillCommissioner Hoyt Castleberry moved that the clerk be instructed to advertise for two 2 truckchassis for front -end loading compaction body 35 cubic yard and a minimum of 6,000 pound arms for theJohnston County Landfill, bids to be opened at 8 oclock pm, June 18, 1974, in the Commissioners Room,Johnston County Courthouse, Smithfield, North CarolinaCommissioner Frank B Holding seconded the motion which was carried unanimouslyIn regards to the landfill, Chairman Denning asked Commissioner Hoyt Castleberry to work outrecommendations for raw sewage being dumped at the landfill site and also if the landfill operation needsa backhoe loaderThe Board of County Commissioners also discussed charges at the landfill for commerical haulersand industries, however, no decision was made at this timeiI1l595June 3, 1974 Cont20 Paul Anderson -
