Water and Sewer Facilities to Serve Proposed Smithfield - Wilsons Mills Junior HighMr Ray Boyette, Chairman, Johnston County Board of Education, along with other school boardmembers, and Tim Broome and Tom Moore with Ragsdale Engineers, Hugh Talton, Acting Town Manager, S mithfiel ,met with the Board of Commissi6ners regarding water and sewer facilities to serve the proposed Smithfield -Wilsons Mills Junior High SchoolAt the request of the Board of Education, Ragsdale Engineers had made a detailed study of waterand sewer facilities required to serve the proposed Smithfield - Wilsons Mills Junior High School onBuffaloe RoadTim Broome, Engineer, presented the proposed plans with cost estimates and alternatives, forsupplying water and sewer to the junior high school to the Board of Commissioners, Board of Educationand Hugh Talton, Acting Manager, Town of Smithfield,Mr Broome explained that the basic decision to be made is whether to provide for needs of thejunior high school alone or provide facilities which will accomodate the potential growth of this areaThe Board of Education indicated that they are willing to install water and sewer facilitiesminimum 8 line for school to meet the,requirements of the junior high school and hope that the countyand town will be willing to help install larger lines to met future growth in this area, as now seemsto be the time to install proper size lines to meet the needs of the potential growth in this areahousing developments and etcThe Board of Commissioners discussed this matter at length, but took no action at this time2 Bids - Landfill Trucks IPursuant to an order by the_Board of Commissioners and after due advertisement, there was onlyone bid received by June 18, 1974, 8 oclock pm, for the Johnston County Landfill trucksTherefore, Commissioner Hoyt Castleberry moved that the Clerk be authorized to re-advertise fortwo 2 truck chassis for front-end loading compaction body 35 cubic yard and a minimum of 6,000 lbarms to be received by the Board of County,Commissionersof the County of Johnston until 3 oclock pm,July 1, 1974, at which time the sealed bids and proposals will be publicly opened°Commissioner Frank B Holding seconded the motion which was carried unanimously4 Four Oaks Rescue SquadTony Johnson and Bobby Massengill representing the Four Oaks Rescue Squad appeared before theBoard of Commissioners requesting financial assistance from the county Mr Johnson advised the Boardthat the Four Oaks Rescue Squad had purchased an additional building for 8,00000adjacent to theirpresent headquarterswhich was badly in need of repairs Mr Johnson also commented that the squadmembers will probably do most of the repair work themselvesAfter discussion, Commissioner Frank B Holding moved that the Four Oaks Rescue Squad be granted5,00000 to help finance the purchase and renovation of this additional rescue squad buildingCommissioner Hoyt Castleberry seconded the motion which was carried 5 Johnston County Recreation Development Corporation - H B Marrow Property for Recreation SiteMrs Julia Elsee and Craig Jones met with the Board of Commissioners again representing theJohnston County Recreation Development Corporation regarding the H B Marrow property that is beingconsidered for a county park The Johnston County Recreation Development Corporation is?at the presenttime working on a deal where Mr Marrow would donate a portion of his farm to the county and the countyin turn would seek federal funds throughthe North Carolina Department of Natural and Economic Resourcesto acquire the remaining protion of the farm at no cost to the countyAfter much discussiong theBoard of Commissioners advised that they would take this under care-ful consideration6 Old Road Entrance to Landfill - Nathan Lassiter PropertyThe Board of Commissioners discussed the condition of the old road entrance to the countylandfill, this old road being on the Nathan Lassiter property, It was reported that Mr Lassiterrespectfully request the county to level the old road with fill dirt and payment of attorney fees inlieu of right of way property taken for new road to the county landfillThe Boafd authorized Chairman Norman C Denning to work this matter out with Mr Lassiter7 Liability_ Insurance for County ProperCommissioner Howard Benton moved that the county purchase general liability insurance coveringall county governmental property effective July 1, 1974Commissioner Frank B Holding seconded the motion which was carried unanimously8 1974-1975 Budget DiscussionThe Board of Commissioners discussed at length the 1974-1975 budget requests, however made nofinal decisions at this timeUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerFreddie Adams andcarried, the Board recessed to meet again Wednesday, July 19, 1974, at 730 pmNorman C Denning, ChairmanEleanor N Creech, Clerk
