eraJuly 30, 1974The Johnston County Board of Commissioners was called to meet jointly with the Johnston CountyArea Mental Health Board, July 30, 1974, at the Johnston County Area Mental Health tenter -, ember s presentNormanNbrman Ci Adams--and Hoyt CastleberryThis joint meeting was called for the purpose of these two boards agreeing on what board has thefinal authority over administration and budgets at the Mental Health CenterThe Area Mental Health Board wants to know if this board has the authority set out in the General,Statute to make changes within the salary schedule and other line items in the budget adopted by theBoard of County Commissioners The Board memberspresent were very reluctant to agree that the AreaMental Health Board should be given this authority, as it would create problems with other county depart-ments if one board has this authority and other boards do notThe Area Mental Health Board insist that,the local mental health operation in Johnston Countyis much different from the other departments, as Johnston County along makes up a single Mental HealthAuthority, as in most instances other areas are made up of more than one county As a result, localmental health officials believe the Area Mental Health Board should exercise independent authority overthe Johnston County Mental Health ProgramChairman Denning advised the Mental Health Board that the Board of Commissioners would discussthis matter further and advise the Area Board at a later dateUpon a motion made,s6conded and carried the two boards adjournedNorman C Denning, ChairmanEleanor N Creech, ClerkIf 0
