County ManagerGeorge Mast, Smithfield Attorney, talked with the Board of Commissioners about a County Manageror Administrator, and how he could give assistance to the towns in the county on many subjects, MrMast related that the towns needed upgrading and a county administrator could help upgrade these townswith advise and assistance2 Radio Service Contract - Sheriffs DepartmentFrankie Flowers of Southern Communications and Electronics, Inc, Goldsboro, , North Carolina,met with the Board of Commissioners regarding maintenance contracts for county radios and communicationsequipment The Board was advised that warranty had expired on the Sheriffs two -way radio communicationssystem as of June 309 1974, and that he had maintained the system since expiration date The Board wasfurther advised that with a total of twenty -two 22 pieces of equipment and a 300 foot tower, muchmore complicated and sophisticated equipment the maintenance agreements would be higherMr Flowers stated to the Board that maintenance for the Johnston County Sheriffs Departmentradio equipment would be 21600 per monthCommissioner Hoyt Castleberry moved to accept the maintenance contract for the Johnston CountySheriffs Department radio equipment_ from Southern Communications and Electronics, Inc , of Goldsboro,North`Carolina; at 21600 per month, -for the year 1974 -19759 or such time asthe Board desires toreview the contractCommissioner Freddie Adams seconded the motion which was carried3 Radio Service Contract - Agriculture Extension ServiceCommissioner Hoyt Castleberry moved to accept the maintenance contract for the Johnston CountyExtension Service radio equipment from Southern Communications and Electronics,,Inc of Goldsboro, NorthCarolina, at 3400 per month Commissioner Castleberry further moved that the,County be billed monthlyfor this serviceCommissioner Howard Benton seconded the motion which was carried4 Radio Service Contract - Wilsons Mills Volunteer Fire DepartmentCommissioner Hoyt Castleberr ved that Southern Communication and ,Electronics, Inc, ofGoldsboro, North Carolina, also maintain the radio equipment including one 1 base station and two 2mabile units for the Wilsons Mills Volunteer Fire DepartmentCommissioner Freddie Adams seconded the motion which was carridd5 Drawings_- Water Line Smithfield to Four OaksTim Broome of Ragsdale Engineers presented drawings and specifications on the water facilityfrom Smithfield to Four OaksThe Board of Commissioners asked Mr Broome to send drawings to the Town of Smithfield andTown of Four Oaks for observation and study6 Discussion - Lot for Civil Defense BuildinWilson Broadwell, Director, Office of Emergency Preparedness, met with the Board again andadvised that the Office of Urban Development wanted to know the countys intentions regarding a lot thecounty Board of Commissioners is con6ider ing in Selma for a new county Office of Emergency PreparednessFiSoxJuly 15, 1974 ContThe Board again discussed this matter at length and asked Mr Broadwell to see if UrbanDevelopment would extend the deadline time for a final decision until August 5, 19747 Mr Ames Christopher --Manpower--CoordinatorMr AmesChristopher, Area Manpower Coordinator, met with the Board and advised that applicationhad been prepared for 13 million dollars for this Area Manpower Consortium Mr Christopher furtheradvised that the application would be placed for review for about thirty 30 days and any ideas theCommissioners might have about the program would be welcome8 County Fire Association Request Foam TruckI - T , he Board of Commissioners received a request from the Johnston County Firemens Associationfor a foam truck to be added to the Countys fire equipment It was stated in the request that a fullequipped foam truck would costa yPP 35900000T , he Board deferred action on this request at this time and asked Commissioner Howard Bentonand Wilson Broadwell to investigate the possibility of federal funding on this project9 Contracts Awarded - Health Addition and RenovationHarry McGee, Architect, met with the Board of Commissioners and recommended that the Board acceptthe low bids on the addition and renovation at the Johnston County Health Department as followsA General Building ContractS R Hinnant and Sons, Selma, North Carolina 140912200B PlumbingRural Plumbing and Heating, Raleigh, North Carolina 13916000C Heating and Air ConditioningJones Cooling and Heating, Inc, Wilson, NI c 17970000D ElectricalStanleys Electric Company, Selma, N C 17990900After discussion, Commissioner Howard Benton moved I that the above low bids be accepted for theaddition and renovation at the Johnston County Health DepartmentCommis I sion-er Hoyt Castleberry seconded the motion which was carried unanimously10 Pine Level Request Financial Aid for New Fire TruckTommy Garner, Pine Level Fire Chief, appeared before the Board requesting financial assistancefor the Pine Level Fire Department to help finance the purchase of a new fire truck Mr Garner advisedthe Board that they were interested in a truck chassis that would costapproximately 7,000-00 and wouldlike consideration from the county in the amount of 250000 The Board discussed this matter with MrGarner and advised they would be willing to provide the Pine Level Fire Department with their monthlypayments of 20000 in a lump sum if they wished, however, the Board was advised that the Pine LevelDepartment did not want to spend their monthly payments at one time, that would leave the departmentwithout any up -keep moneyThe Board took no action on this request atthis timeCharges at County LandfillThe Board of Commissioners talked at length regarding service charges for industrial users todeposit trash and waste at the Johnston County LandfillAfter a very lengthy discussion, Commissioner Frank B-Ro,lding moved that fifty 50 cents percubic yard be assessed to industries and commerical haulers fotdumping industrial trash and waste atthe Johnston County Landfill effective August 1, 1974 Commissioner Holding further moved that RolandHatcher, Landfill Manager, be instructed to implement this pro ?rCommissioner Howard Benton seconded the motion which was carried unanimously12 Payment to Ragsdale Engineers - Mental Health Site ImprovementsSubject to the approval of Fred Wright, Director, Commissioner Frank B Holding moved that invoicanumber 1382from Ragsdale Engineers for site improvements at the Johnston County Mental Health Center inthe-am6unt of 37950 be paid,Commissioner Hoyt Castleberry seconded the motion which was carried13 Payment to Ragsdale Engineers - Landfill WorkSubject to the approval of Roland Hatcher, Manager, Commissioner Frank B Holding moved thatinvoice number 1384 from Ragsdale Engineers for work from May 10, 1974, to June 27, 1974, at theJohnston County Landfill for engineer, field survey and drafting in the amount of 50900 be paidCommissioner Hoyt Castleberry seconded the motion which was carried63 4July 15, 1974 Cont?m14 Membership Dues -
